VACANCIES ANNOUNCEMENT

Mercy Corps is an International Non-Governmental, humanitarian Organization, working in more than 40 countries around the world. Mercy Corps exists to alleviate suffering; poverty and oppression by helping people build secure, productive just communities. Mercy Corps has been working in Timor Leste since 2005, with current programming focusing on Youth Capacity building, Environment, and agricultural livelihoods. The new European Commission funded SECURE program will target 4,500 chronically food insecure rural households in four sub-districts of Ainaro and Manufahi Districts with an emphasis on small-scale farmers and extension workers. Mercy Corps will work with 4500 farmers, 59 Agriculture Extension workers of the Ministry of Agriculture, and women groups over a period of 3.5 years with particular focus on the food crops such as cassava, maize, and rice and the cash crop, coffee. The overall objective is improved agricultural production and storage and development of market linkages for food insecure communities while increasing household resource management skills for more stability against shocks

Mercy Corps is currently recruiting for the following positions to be based in Ainaro. Successful candidates will meet the education and experience requirements provided below:

[Describe overview of job missioGENERAL POSITION SUMMARY:

The District Coordinator, under supervision of the SECURE Program Manager, will be responsible for overall coordination and implementation of the SECURE program in Ainaro both program design and district field-based activities, working to achieve program objectives and targets.  Responsibilities will include overall program coordination of the District, staff (particularly community mobilizers) capacity building of local partner HIR, including assisting them in reporting, budget management and establishing monitoring and evaluation systems. The District Coordinator will work closely with MAFF Agriculture extension workers, District Food Security Coordination Committee; district Government and other stakeholders to ensure that activities of SECURE program are well coordinated and implemented in consultation with other stakeholders (particularly the Government)

KNOWLEDGE AND EXPERIENCE:
  • Strong background in agriculture; particularly in the food crops such as cassava, maize, and rice and the cash crop, coffee.
  • Must be able to work independently and show initiative; experience in community development, needs assessment and report writing; ability to identify and liaise with target communities; ability to make recommendations for improvement in performance of the local partner.
  • Strong computer and basic administrative and organizational skills.
  • Good spoken and written English.
  • Willingness to travel throughout the project area (Manufahi, Ainaro and Dili); sincere commitment to engaging local partner, Community mobilizers, and MAFF extension workers in community agricultural initiatives.
  • Post graduation education in Agriculture, minimum 2-3 years community mobilization and development experience of working with International NGO, UN or other organizations in the field of Food Security/Agriculture.

SUCCESS FACTORS:

The successful District Coordinator will be familiar with the local context, opportunities and challenges of agricultural livelihoods programming, with a strong combination of coordination, reporting and communication skills. The position requires an ability and commitment to building capacity of the local partner, maximizing efforts to ensure high quality and productive program implementation.
