1. BÉ BA MORIS PROJECT COORDINATOR

Purpose of the Position

In Baucau district, a major priority is to decrease diarrhea prevalence, which is a major objective of the Bé ba Moris Project.

The Project Coordinator will assist the Manager and Associate Manager in planning, implementing, monitoring and evaluating the projects. The Project Coordinator will supervise Facilitators and work collaboratively with staff and the community to ensure that the project promotes empowering and sustainable development outcomes.

The successful applicant will ensure that the project is implemented effectively, based on the project design and budget.

Major Responsibilities

Leadership:

· Effectively represent and model World Vision’s mission, vision and core values through good relationships with internal and external stakeholders.

· Ensure that program and project approaches, interventions and processes are consistent with the transformation development model and community empowerment approach.

· Ensure gender balance, Christian commitment and child protections are integrated into project planning, implementation and evaluation.

· Assist Managers to prepare project proposals.

Project Management:

· Planning – promote community level planning and project development.

· Ensure that relevant parts of the proposal (including logframe and budget), Plan of Action, and Indicator Tracking Table are translated into Indonesian or Tetum and have been provided to and explained to each Facilitator.

· Implementation and monitoring - Work with staff to develop monitoring systems and tools for staff to use to track the progress of project implementation and capture learnings. Plan and track project activities to ensure they are completed within the given timeframe and budget.

· Accountability – prepare and revise annual budgets, and manage project and budget reporting according to World Vision and donor requirements. Ensure high standards of stewardship and accountability for all resources. Manage and monitor funding commitments, spending against budgets and financial reporting. Maintain up to date and accurate records of project documents, agreements, correspondence and data.

· Learning – document and disseminate key lessons learned through staff reflections, community and project site visits, monitoring tools and evaluations. Communicate strategies to appropriate stakeholders; and participate in networks/working groups as agreed by the Manager.

Staff supervision:

· Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff.

· Provide strategic direction and support your staff, including identifying problems and solutions.

· Implement the Performance Development Management system.

Partner Relations:

· Network within and outside of WV to maximize resources.

· Regularly visit project/communities (at least once every month).

· Represent Managers in coordination meetings when requested.

Other:

· Follow any new procedures and guidelines designated in circulars from National Director.

· Comply with WVTL internal policies and procedures.

2. WATSAN FACILITATOR

Purpose of the Position

Under the direction of the Project Coordinator, ensure that the Bé Ba Moris Project is implemented effectively, based on the project design and budget.

Major Responsibilities

Project Implementation:

· Prepare annual operation plan (POA) and detailed implementation plan (DIP) based on the project design.

· Liaise with the community and government authorities regarding project.

· Together with the Project Coordinator and other Watsan Facilitators:

1. Assist Community Mobilizers to implement PHAST methodology for community to develop an action plan to address diarrhea;

2. Support community action plan through conducting a water survey and assessment based on the project site area and make design and drawing;

3. Support the community in developing the infrastructure for improved water and sanitation; and

4. Promote good hygiene and sanitation practices.

Reporting, Monitoring & Evaluation (M&E):

· Develop monthly work plans and weekly activity schedule and submit these to the Project Coordinator.

· Assist the M&E Coordinator, Project Coordinator, and the community in data collection for project assessments, proposals, budgets, monitoring and evaluation.

· Provide input into M&E framework.

· Submit monthly reports based on Plan of Action (POA) and/or Detailed Implementation Plan (DIP).

· Participatory (with community) evaluation of the projects conducted annually.

· Make recommendations on continuous improvement of processes.

Financial Management:

· Prepare annual budgets with the support of the Project Coordinator.

· Manage and handle expenses related to the Project to ensure optimal spending of funds.

Administration:

· Maintain up to date records of project documents, agreements, reports, photos and evaluations.

· Manage assets.

Staff supervision and capacity development:

· Actively supervise community volunteers including facilitating problem solving.

· Identify training needs, prepare materials and conduct training for staff and volunteers.

· Assume personal responsibility for career development, and improve technical knowledge through reading, on the job learning and training.

· Be open to change, seek to continuously improve processes, and think creatively and innovatively.

Work Environment

Facilitator will be based in Baucau district. He/she will be living in the field (desa) during most of the infrastructure implementation.

Will work with all strata of the village but with an emphasis on women who are most concerned about accessing water and good sanitation and are most concerned about maintaining the system.

The incumbent will provide guidance, support, coaching and mentoring to other team members in the given focus area and ensure a culture of collaboration and communication is maintained.

3. HEALTH EDUCATION FACILITATOR

Purpose of the Position

Under the direction of the Project Coordinator, ensure that the project is implemented effectively, based on the project design and budget. Decrease diarrhea in the community by increasing the community’s capacity to manage their water and to control sanitation-related diseases by promoting health awareness and understanding, which leads to environmental and behavioral improvements in selected sucos of the sub-districts of Vermasse and Venilale, Baucau.

Major Responsibilities

Project Implementation

· Assist project Coordinator to prepare annual operation plan (POA) and detailed implementation plan (DIP) based on the project design.

· Liaise with the community and government authorities regarding project.

· Together with the Project Coordinator and other watsan facilitators:

1. Facilitate formation of community Diarrhea Prevention Working Groups in each suco (or perhaps aldeia) that will lead the process of development, implementation, monitoring and evaluation of the diarrhea prevention projects

2. Facilitate community development of Action Plans using PHAST

3. Facilitate community implementation of their Action Plan with respect to behaviour change interventions

4. Facilitate communities in developing activities that aim at improvement of management of sanitation infrastructure

5. Train communities in safe water storage and water disinfection

6. Train communities in appropriate hygiene and sanitation practices

7. Train communities in management of water and sanitation facilities

8. Facilitate and support participatory community evaluation of the project annually through community collection and analysis of data related to diarrhea morbidity for learning how to improve the Action Plan for diarrhea prevention

9. Link with DNAS and MoH for sharing information and learnings.
