General Description
The Human Development Unit at the World Bank is currently supporting health, education and social protection programs in Timor-Leste. The Human Development team is seeking a program assistant to support the implementation of the projects in health and education, working under the guidance of the health and education specialists.
In Timor-Leste, there is a high level of development assistance, especially in the Human Development (HD) sector. The World Bank manages several significant Trust Funds, which are grants from third parties. It also maintains close collaboration with development partners, including AUSAID, EC, NZAid, UNICEF, WHO and UNDP, among others.
The candidate is expected to contribute to the HD work program, with a focus on the health, nutrition, health system strengthening, population and district health programming, but with some assistance to the social protection and education. In particular, the candidate is expected to contribute in the following areas:
In addition to performing the full range of office support work within the team, a significant part of the job entails provision of some specialized support (e.g., database management, file management, document management, task management, major event/course planning, etc.). The Program Assistant (PA) will report functionally to the health and education specialists and will receive guidance and advice from the Task Team Leader and Sector Managers and Directors.

Job Purpose (summary of major job accountabilities)
• Provide primary assistance in the implementation of the human development unit's work program, including some specialized support in a specific area(s), data management, database management, file management, information technology, editorial assistance, etc.
• Provide assistance to supporting the procurement needs for the Health and Education programs including maintaining work flow and project time line databases, coordinating responses to no-objection letters and liaison/follow-up with Government counterparts.
• Identify and resolve issues/problems in program administration proactively, including interpreting existing procedures and processes and independently determining the appropriate application.
• Initiate and carry out improvements in work organization and effectiveness.
• Exercise quality enhancement function for project and other documents by ensuring adherence to departmental, regional and institutional guidelines.
• Attend line ministry meetings, sector meetings, working group meetings, drafts minutes, assist with translation/interpretation, and ensure timely clearance and distribution of documents.
• Serve as an information resource on status of project/products (e.g. procurement, disbursement, audit, trust fund/co-financing) and draft a variety of standard project-related correspondence.
• Monitor task budget/trust funds for specific projects on behalf of the team.
• Assist with coordination of the health and education joint supervision missions as required.
• Some district travel and field work to review implementation of project and data collation.

Essential Specialized Skills/Knowledge/Competencies
• Good knowledge of, and demonstrated experience in, specialized administrative/operational support functions (e.g., database management, file management, , task management, major event/course planning, etc.) and ability to apply relevant procedures, processes and systems.
• Sound knowledge of the Human Development unit's work program in particular the health sector in Timor-Leste
• Practical problem-solving skills and resourcefulness in performing varied tasks in the area(s) of functional specialty
• Demonstrated skills in retrieving, gathering and obtaining information from various sources (Internet, etc.) and pulling them together in a usable format
• Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures
• Demonstrated initiative in developing practical approaches that improve office support work and effectiveness of unit/team
• Strong inter-personal skills and commitment to work in a team-oriented, multi-cultural environment
• Ability to prepare presentation materials using various software packages with minimum guidance
• Strong English language skills (verbal and written), including ability to draft a variety of correspondence
• Ability to pass relevant Bank Group tests at time of recruitment (e.g. English language, computer applications, etc.) as required
• Substantive and effective use of language skills, in proofreading, editing, in Tetum and English
• In addition to the relevant English language and computer applications tests noted above, the candidate must have passed the Bank's language-specific speaking and writing tests, demonstrating a substantial level of fluency and ease of speech.

Minimum Education/Experience at recruitment/selection
• Minimum Education: HS
• Minimum Years of Relevant Experience: 5 (internal candidates), 7 (external candidates)

Desirable
• Public Health qualification or experience working in health sector.

Scope of Work
Position: Community Relations Facilitator/Monitor (CRM)

Type of Employment: National

Duration: Short term probationary employment for 3 months; extension to long term employment may be possible subject to satisfactory performance

Project: Strengthening Property Rights in Timor-Leste, USAID-funded, implemented by ARD, Inc.

Location: For the first month the CRM will be located at Dili to participate in project provided training for field operations. After the successful completion of training, the CRM will be based a nominated Project field offices to coordinate field operations relating to Public Information Awareness (community outreach) and land-related dispute monitoring/mediation. The CRM will be expected to live in the assigned District (which may change from time to time). Currently, we are seeking applicants to work in Aileu, Baucau, Bobonaro (to work in Maliana), Dili and Oecusse. Additional district support may be required in 2009.

Project Background:

The project’s objectives include: 1) Strengthening Policy, Law and Regulations; 2) Developing Land Administration and Information Systems; 3) Resolving Disputes; and 4) Increasing Public Awareness.

The Project comprises 5 tasks in the pursuit of the objectives noted above; 1) Public Information Awareness / Increased Transparency; 2) Land Policy Laws and Implementing Regulations; 3) Support to a National Land Commission (NLC); 4) Land Administration (Cadastral, Registration and Land Titling System); and, 5) Dispute Resolution, Mediation and Processes for Competing Claims to Land.

Reporting:
The CRM will work under the direct supervision and management of the Field Office Manager and will work closely with the National and International Public Information Awareness, and Dispute Prevention and Mediation Specialists.

Responsibilities;
The CRM will be assigned to a Project field office in one of the Timor Leste Districts. Each field office will be staffed by at least three Timorese Field Coordinators (including a Field Office Manager). The CRM will hold responsibility for coordinating activities associated with community outreach for the Project’s Public Information and Awareness messages as well as monitoring land-related disputes and facilitating their mediation (if necessary). In some circumstances, direct mediation services may be required from the CRM.

The responsibilities of the Community Facilitator include but are not limited to the following:

Community Outreach (about 50% of the time)
• Organize and facilitate community meetings
• Keep evaluation records of community meetings
• Liaise with communities to provide them with information on project and field activities;
• Listen to communities and give feedback to the Project on community’s opinions, needs and thoughts.
• Identify “success stories” among the community and refer them to the central office
• Gather stories for the project newsletter
• Distribute project public information materials
• Coordinate closely with Task 1

Land-related Dispute Monitoring (about 50% of the time)
• Keep the Field Office dispute log up-to-date
• Gather information to create a case history of land disputes identified for dispute resolution
• Liaise with disputants to encourage them to work towards a solution
• Organize mediation at the community or DTP level
• Provide support to local leaders to participate in land dispute resolution
• Record solutions to disputes and keep copies of dispute resolution agreements
• Coordinate closely with Task 5 and report on disputes on a weekly basis to the Task 5 Manager

The CRM will also undertake other reasonable activities as deemed appropriate by the Chief of Party.

Conditions
The position will require some travel within Timor-Leste although it will be largely District-based until the completion of data collection activities in the District. CRM may be asked to move to a new District(s) upon completion of data collection activities by the Project in the given District. In this case, the CRM will be required to fund himself or herself the move to the new District.

CRM will be given training by the project to assist them in carrying out of their responsibilities.

Desirable Requirements
• Post secondary educational qualification Earth Sciences or similar;
• Previous experience working in land related and/or public information awareness and/or dispute mediation activities;
• Computer literacy;
• Fluency in Tetum and local District languages required. A good knowledge of English and/or Indonesian is desirable
• Previous experience working for an international organization would be an advantage.

• Good communicator;
• Good organizational and planning skills
• Timely, professional and hard-working;
• Team player with good inter-personal skills.

The Regional Coordinator will work closely with Field Managers, Field Coordinators and Data Collectors from the districts to where he/she is assigned.

Responsibilities:
The Regional Coordinator will hold responsibility for monitoring and supervising the District Project Field Offices. The Regional Coordinator will be responsible for:

  • Visiting Field Offices weekly to monitor District data collection operations.
  • Analysis and evaluation of Field Office operations.
  • Providing advice and assistance as required to Field Offices and field teams.
  • Assisting with assessing and resolving bottlenecks and problems.
  • Reviewing and updating operating work plans and schedules for the District; liaising with HQ staff re work plans and schedules.
  • Assisting with training project personnel in activities associated with quality management and monitoring;
  • Other activities as deemed appropriate by the Chief of Party;

Conditions:
The work station for this position is Dili. However, regular (weekly) travels to the assigned district(s) will be required.

Desirable Requirements:

· Post secondary educational qualification in Earth Sciences;

· Experience working in related Monitoring and Coordination activities in districts;

· Fluency in Tetum and good knowledge of Indonesian is required; English fluency will be an asset.

· Computer literacy required.

Reporting:
The M&E Specialist will be based in Dili and report to the Chief of Party and the Deputy Chief of Party.

Responsibilities:
The M&E Specialist will hold responsibility for monitoring and evaluating Project policies and procedure for compliance. In particular the M&E Specialist will:

  • Develop and manage M&E plans;
  • Report regularly to the Project Manage Team on:
    1. planning and monitoring issues;
    2. analysis of project issues affecting operations and project goals.
  • Prepare Quarterly Reports on the status of process/policy compliance within the project
  • Liaise with Regional Coordinators and Field Office Managers, and travel regularly to the District Offices to collect data.
  • Assist with assessing and resolving bottlenecks and problems in the Project.
  • Assist with training project personnel in activities associated with monitoring and quality management;
  • Other activities as deemed appropriate by the Chief of Party;

Conditions:
The work station for this position is Dili. However, regular travels to the assigned district(s) will be required.
