Organizational Context:

The UNDP Support to Civil Service Reform (Strengthened Management of Administrative Reform) project in Timor-Leste aims to address a series of challenges that the Timorese new government will face while managing the change process within the public sector.  In January 2007 the “Support to Civil Service Reform Project” or SCSR was revised and the project outputs were modified.  Building the tools and providing resources to assist management of the Public Sector will help to establish and build the capacities of institutions that are essential for the proper functioning of the public service and the management of its resources.
The main goal of the project is to “support the development of strategic capacities required to enhance management of the public service management and to increase national ownership of the capacity development process and the management of advisory support in line with well-defined needs

Output 1 of SCSR project’s four (4) outputs is the PMIS.  A Personnel Management Information System (PMIS) is already in place that enhances transparency and supports personnel planning and strategic planning of human resources in the civil service.

To achieve this output, the project will mainly work with the Civil Service Commission which has responsibility for the overall management of personnel data, development of civil service policies and regulations.  The targets for Output 1 will be:

a.          The PMIS is operational and staff in CFP have the capacity to use and manage the system
b.         PMIS operational in pilot ministries and key staff trained
c.          Regular reports produced on the civil service population and movements
d.         System updates reflect changes to legislation and regulations
e.          PMIS implemented in all ministries.

The System Administrator is responsible for the overall health of the PMIS network, particularly with the supervision, monitoring, and daily operations of CFP network and servers such as PMIS, website, and e-mail.  The System Administrator will directly supervise and assist the PMIS IT Unit.


Duties and Responsibilities:

q      Implementation, daily operation & administration of PMIS, anti-virus systems, backup, security patches and troubleshooting of all Windows Servers, SQL Servers, Exchange Servers and the storage area network .
q          Daily operations and configuration of the desktop computers, network printers, wireless routers, network switches, keyboard, mouse, video (KVM) switching infrastructure.
q          Provide project support in the timely completion of Network Services projects, milestone dates, commitments, deliverables, etc.
q          Provide hands-on configuration, installation, maintenance and backup of all Servers and System Data.
q          Provide technical leadership as related to Windows Servers, SQL and desktop environments.
q          Oversee the day-to-day activities of CFP particularly the overall status of the network environment including the generator, air conditioning units, and electrical ports, among others.
q           Assist the Civil Service Commission in the development of Information Technology policies and procedures.
q          Other duties and tasks, as assigned.

Required Qualifications:

§         Bachelor's degree or equivalent with primary emphasis in Information Systems Management, Information Communication Technology, Network Administration/Engineering or any related field.
§         Minimum 3 – 5 year year’s relevant experience.
§         IT experience in server OS such as Microsoft Windows 2003/2000, client OS such as Windows 7/Vista/XP, SQL, and Exchange servers.
§         In-depth knowledge of Windows Server, Active Directory, DNS, etc.
§         Experience with software and hardware virtualization and database/server backups.
§         The ability to support multiple tasks and able to solve concurrent issues.
§         In-depth knowledge of Microsoft server and client operating systems.
§         In-depth knowledge of Microsoft suite of applications.
§         Strong interpersonal, customer relationship and customer support skills.
§         Work experience with public or private sector for its IT setup specifically installation of network devices, equipment and peripherals
§         Preferably with solid background and knowledge in the installation and administration of widely used web servers (IIS, Apache, O’Reilly, etc)
§         With background and experience in developing websites using ASP, Javascript, CSS, Photoshop, Acrobat, etc.
§         Must be analytical and have a very good troubleshooting and intrapersonal communication skills.
§         Must also able to and think outside the box and develop creative solutions to meet the technical needs.
§         With very good English communication, negotiation, requirements gathering and problem solving skills.
§         On-call support may be required from time to time.

JOB DESCRIPTION:
The National Administrative Assistant will assist the Information Technology Training Unit staff and CITS General Administration by performing the following duties: Assist and provide clerical support in collecting data and other information required for day to day IT Training Unit activities. Assist with the reproduction of training materials, replenishing of stock and printing of certificates. Assist in preparing the monthly training schedule. Collect employee and supervisor feedback on training adequacy and the training system’s ability to meet training goals and objectives. Provide a customer service to students, attendees, and supervisors regarding classes, seminars, workshops, and special programs offered, class schedules, class cancellations and rescheduling, enrollment procedures, course prerequisites, course waivers, classroom assignments and course locations. Answer incoming calls by phone, email or facsimile; identify/clarify requests, inquiries, needs, and concerns of callers. Provide information on training opportunities, products and services. Register or enroll students and attendees in classes, seminars, workshops, and other training, including entering requisite registration/enrollment information into the Training Database. Confirm student authorization for training. Maintain and update class and classroom schedules and rosters by obtaining and verifying class information; verifying clearance requirements for secured classes; and verifying students meet course prerequisites. Complete registration/enrollment of students and then maintain student enrollment/registration information using the Training Database. Notify students of completed registration, class date, place and time and confirm student registration. Correct student/attendee enrollment, withdrawal, and course completion information; distribute class rosters following distribution procedures; and maintain class rosters in class folders. Receive requests for and distribute/transmit letters/memos waivers, certifications, and site training records; assist in distributing/mailing brochures, flyers, and training materials; follow up to ensure mail outs, faxes, and emails are received. Provide an initial response to incoming calls within one hour and final response to incoming calls within one working day. Ensure current information on training-related issues to include but not limited to classes, seminars, workshops, and other training-related programs are communicated through email and web sites to the customers. Establish and maintain class folders. Prepare/produce final class rosters, certificate lists and certificates of completion. Provide training and qualification records/files for historical reference, and when requested prepare records and files for archiving. Produce various reports regarding courses, classes, students/attendees, customers, as well as other training and registration-related information, by using the Training database. Produce monthly, year-to-date, and on-demand reports on student information. Assist CITS with other administrative issues as requested.

COMPETENCIES:

JOB DESCRIPTION
Under the direct supervision of the Chief of Section, the incumbent will be responsible for:
Contribute to mission knowledge of events relating to political issues in general, and in particular as they affect the operational area for which the staff member is responsible (the eastern region). Serve as liaison in the Suai region.  Keep abreast of latest trends and developments in the area of assignment and provide inputs on issues to senior officials and colleagues in the Mission.  Monitoring and analysis of political developments in the Suai region (Covalima, Bobonaro, Manufahi and Ainaro Districts) including but not limited to subnational administrations, district civil service, PNTL, political parties, politically motivated interest groups and civil society organizations. Contribute to writing daily situation reports, weekly and monthly analytical reports and occasional thematic reports.  Contribute to daily media monitoring and summarizing of media items of interest to the section.  Advise the Section on political developments, through keeping a range of contacts amongst political actors, international actors, police and military personnel.  Conduct monitoring and analysis of the role of the media,civil society activities including church, NGOs and other groups in regional area of responsibility.  Provide technical and substantive back-up in the implementation of mandates of the Political Affairs Section. Maintain contacts with other sectors of the Mission, UN international partners and government authorities on coordination and policy matters. Monitor actions taken by intergovernmental groups, UN organizations, government and non-governmental organizations within assigned area of responsibility. Maintain database information relating to potential disputes and conflicts involving assigned in the Mission area. Participate in fact-finding and other missions within assigned area of responsibility. Define work plan for area assigned in accordance with established terms of reference. Other duties as specified by the Chief of Section.

1.      Facilitator - Nutrition

 

Purpose of the Position

Aileu Area Program is implementing a 4 year project commencing in FY10 called the Haburas Aileu Project. This project has two objectives: the first is to improve community knowledge and practices related to nutrition and health and to improve health services for children in the beneficiary communities; the second objective is to increase household food availability and access through increased capacity for crop production and diversification, improved storage and income generation. The project covers several sub-districts in the district of Aileu. 
Aileu Area Program mengimplementasi proyek 4 tahun mulai di FY10 disebut Haburas Aileu Project. Proyek ini mempunyai dua tujuan; yang pertama akan memperbaiki pengetahuan dan latihan yang berhubungan dengan ilmu gizi dan kesehatan untuk memperbaiki jasa kesehatan bagi anak di komunitas; tujuan kedua akan menambah ketersediaan makanan dan akses rumahtangga lewat penambahan kapasitas untuk produksi tanaman pangan dan diversifikasi, penyimpanan yang diperbaiki dan pembangkitan penghasilan. Proyek meliputi beberapa kecamatan di Distric Aileu.



Under the direction of the Project Coordinator, ensure that the project is implemented effectively, based on the project design and budget.

Major Responsibilities
Project Implementation
·         Together with the Family Health Promoter (PSF) and in coordination with the Project Coordinator and community leaders, mobilize the community for organizing health and nutrition events in the scope of the project.
Bersama dengan PSF dan dalam koordinasi dengan Koordinator Proyek Distrik dan pemimpin masyarakat memobilisasi masyarakat untuk mengorganisir acara kesehatan dan nutrisi dalam jangkauan proyek.
·         Provide organizational and technical support for PSF to organize monthly SISCA sessions.
Menyediakan bantuan organisasional dan teknik kepada PSF agar mereka mengorganisir sesi SISCA bulanan.
·         Support PSF to organizing weekly home visitations in the beneficiary communities.
Mendukung PSF untuk mengorganisir mingguan kunjungan rumah bagi masyarakat penerima.
·         Ensure correct performance of the anthropometric examinations and recording by PSF.
Memastikan pelaksanaan yang benar dari uji anthropometri dan dicatat oleh PSF.
·         Ensure that health education messages disseminated by the PSF in the beneficiary communities are scientifically sound, culturally appropriate, target unhealthy practices prevalent in the beneficiary communities and are in line with the national strategies.

·         Ensure that all malnourished and sick individuals (especially pregnant and lactating women and children under five years old) identified during SISCA sessions and weekly home visitations get access to the respective recovery and treatment services.

·         Ensure that early identification of diseases during community visitations and SISCA follows standards and procedures outlined in national IMCI and PSF guidelines.

2.      Facilitator – Agriculture

 

Purpose of the Position/Tujuan dari Posisi

Aileu Area Program is implementing a 4 year project commencing in FY10 called the Haburas Aileu Project. This project has two objectives: the first is to improve community knowledge and practices related to nutrition and health and to improve health services for children in the beneficiary communities; the second objective is to increase household food availability and access through increased capacity for crop production and diversification, improved storage and income generation. The project covers several sub-districts in the district of Aileu. 
Aileu Area Program mengimplementasi proyek 4 tahun mulai di FY10 disebut Haburas Aileu Project. Proyek ini mempunyai dua tujuan; yang pertama akan memperbaiki pengetahuan dan latihan yang berhubungan dengan ilmu gizi dan kesehatan untuk memperbaiki jasa kesehatan bagi anak di komunitas; tujuan kedua akan menambah ketersediaan makanan dan akses rumahtangga lewat penambahan kapasitas untuk produksi tanaman pangan dan diversifikasi, penyimpanan yang diperbaiki dan pembangkitan penghasilan. Proyek meliputi beberapa kecamatan di Distric Aileu.

Under the direction of the Project Coordinator, ensure that the project is implemented effectively, based on the project design and budget. 
Dibawah pengarahan dari Koordinator Proyek, memastikan bahwa proyek diterapkan secara efektif, berdasarkan pada rancangan dan anggaran proyek.

Major Responsibilities
Project Implementation
·         Together with the Project Coordinator prepare an annual operation plan (POA) and Detailed Implementation Plan (DIP) based on the project design.
Bersama dengan Koordinator Proyek mempersiapkan rencana operasi tahunan (POA) dan rincian rencana implementasi (DIP) berdasarkan pada rancangan proyek.
·         Liaise with the community and government authorities regarding the project.
Berhubungan dengan masyarakat dan pemerintah yang berwenang atas proyek.
·         Increase farmers’ knowledge and skills primarily through providing field training.
Meningkatkan pengetahuan dan keahlian petani terutama melalui memberikan pelatihan lapangan.
·         Identify major farmer problems, opportunities and possible solutions in order to design training and demplots that meet farmers’ needs. Obtain opinions of women in the community, particularly women with malnourished children.
Mengidentifikasi masalah utama petani, kesempatan dan solusi yang memungkinkan dengan maksud untuk merancang pelatihan dan lahan percontohan yang memenuhi kebutuhan petani. Membuat upaya untuk memperoleh pendapat dari kaum perempuan di dalam masyarakat, terutama kaum perempuan dengan anak-anak kekurangan gizi.
·         Establish demplots (including trials) on Agriculture Advice Research Trials Farmers (AARTFs) in order to identify and/or to demonstrate better technologies (crops, varieties, farmer practices).
Membuat lahan percontohan (termasuk percobaan) pada AARTFs dalam rangka untuk mengidentifikasi dan/atau untuk mendemonstrasikan teknologi lebih baik (hasil panen, keragaman, praktek petani).
·         Establish demplots on farmers’ fields in order to demonstrate better varieties or practices. 
Membuat lahan percontohan pada ladang milik petani dalam rangka untuk mendemonstrasikan keragaman atau praktek yang lebih baik.
·         Produce weekly schedules and monthly and semi-annual reports for submitting to the Project Coordinator and National Office (eg. Program Manager, M&E Coordinator and Administration Assistant).
Membuat jadwal mingguan dan bulanan dan laporan pertengahan tahun untuk diserahkan kepada  Koordinator Proyek  dan Kantor Nasional (eg. Program Manajer, Koordinator M&E, dan asisten administrasi)

Innovation and Improvement /Inovasi dan Kemajuan
·         Make recommendations on continuous improvement of processes.

·         Improve your technical knowledge through reading, study and participation in training. Read handouts, information from websites, books and other information relevant to increasing knowledge and performance excellence.

Reporting, Monitoring & Evaluation
·         Assist Project and M&E Coordinators in developing and revising the project’s M&E framework and indicator tracking table.
Membantu proyek dan Koordinator M&E dalam mengembangkan dan merevisi kerangka kerja M&E dan tabel jalan indikator
·         Together with Project and M&E Coordinators develop and test project data collection tools.
Bersama dengan koordinator proyek dan M&E mengembangkan dan menguji alat pengumpul data proyek.
·         Ensure that data on the project’s progress is collected and submitted to the Project and M&E Coordinators in timely fashion.

·         Ensure that data on the project’s progress is reported on time and complies with the M&E framework and indicator tracking table.

·         Assist M&E Coordinator in crosschecking, cleaning and analysing data collected in your project site.

·         Assist Project and M&E Coordinators, as well as the area Manager, in conducting the midterm and final evaluation of the project.

Financial Management
·         Prepare annual budgets with the support of the Project Coordinator.

Staff supervision and capacity development

·         Actively supervise Assistant Facilitators including facilitating problem solving.
Secara aktif mengawasi asisten fasilitator, termasuk memfasilitasi penyelesaian masalah.
·         Implement the Performance Development Management (PDM) System.
Menerapkan Sistem Manajemen Pelaksanaan Pengembangan (PDM).
·         Identify training needs, prepare materials and conduct training for staff, in consultation with the HR Department.
