Business Verification Associate
Peace Dividend Trust – Timor-Leste

Position Description
The Business Verification Associate will manage and direct the Business Verification sub-project of the Peace Dividend Marketplace - Timor-Leste (PDM-TL) project. This position functions directly under the country director and alongside the other associates of the PDM-TL project.

Location: Dili, with monthly travels to all districts within Timor-Leste

Duration: Probationary term of three months, with an extension option of up to one year and beyond.

Closing date: Posted 11 January 2010. Open until filled.

Responsibilities
The responsibilities include but are not limited to:
·         Overseeing overall operations of the Business Verification sub-project that performs the following activities: the verification and re-verification of new and existing business across each district, management of the PDM-TL Online Procurement Database and the dissemination of information detailing Timor-Leste’s growing private sector;
·         Managing a small team of Business Verification Assistants and monitoring their performance;
·         Formulating strategic work plans and organizing their implementation;
·         Guiding and assisting with the collection, organization and verification of detailed information of businesses across Timor-Leste to be entered into PDM-TL’s Online Procurement Database;
·         Providing weekly and monthly feedback to the PDM-TL Country Director in written and oral form;
·         Working closely with the office manager and other PDM-TL sub-project associates to streamline and improve all activities and services undertaken by the project;
·         Performing other duties appropriate to the post as agreed with the Country Director.


Qualifications
·         At minimum an undergraduate degree but a masters degree is preferred.
·         Developed leadership skills.
·         Fluency in English and Tetun required, as well as a working knowledge of written and spoken Bahasa Indonesia. Portuguese and other Timorese languages advantageous but not required.
·         Excellent organizational skills and attention to details.
·         Knowledge of logistics and the procurement process.
·         Experience working within the private sector of Timor-Leste is strongly desirable. 
·         Superior interpersonal and communication skills.

The Business Verification Assistant will provide comprehensive administrative support in the implementation of the Business Verification sub-project of the Peace Dividend Marketplace -Timor-Leste (PDM-TL) project. This position functions directly under the supervision of the Verification Team Associates.

Location: Dili, with monthly travels to all districts within Timor-Leste

Duration: Probationary term of three months, with an extension option of up to one year and beyond.

Responsibilities
The responsibilities include but are not limited to:
·         Collecting, organizing and verifying detailed information of businesses across Timor-Leste to be entered into PDM-TL’s Online Procurement Database;
·         Supplying the Business Verification Associate with up to date contact lists of all involved stakeholders;
·         Briefing stakeholders and other integral members of the community about the PDM-TL project;
·         Providing secretarial and administrative services including typing, organization of meetings, filing, and other activities required by the PDM-TL team;
·         Attending meetings as requested and processing minutes and other paperwork as appropriate;
·         Assisting in all matters relating to the implementation of the PDM-TL project as required.


Qualifications
·         Secondary education completed.
·         Proficiency in Microsoft Word and Excel.
·         Strong communication skills and fluency in English and Tetun and a working knowledge of written and spoken Bahasa Indonesia. Portuguese and other Timorese language skills desirable but not required.
·         Excellent organizational skills and attention to details.
·         A basic knowledge of logistics and procurement preferable.
·         Specialized training in Administration and/or Business Administration would be an asset.
·         Developed interpersonal skills and the ability to function well with a team.

Purpose of the Position

The Program Associate Manager will support the Program Manager to take the lead in acquiring new resources, and mobilise new and existing resources in order to achieve set strategic directions. This will include:
·         Overseeing program/project design, monitoring, and evaluation
·         Taking the lead in coordinating donor relations
·         Leading the identification and matching of the needs of programs/projects to different donor strategies and potential funding sources
·         Writing and supporting others to write proposals/concept papers, and
·         Coordinating the mobilisation of resources entrusted to WVTL in order to ensure the effectiveness and efficiency of resource utilisation.

 

Major Responsibilities

Leadership & Management:
·         Participate and support leadership in WVTL’s strategic planning processes and implementing the National Strategy.
·         Assist develop the strategy for resource diversification of WVTL in line with the National Strategy.
·         Ensure project deliverable alignment to LEAP cycles and WVI policies, ministry standards and donor requirements.
·         Track funding opportunities, including from local embassies and other donor agencies. Identify potential donors - take initiative in exploring new opportunities for grants and non-sponsorship funding and match them with WVTL’s strategic directions.
·         Assist manage the yearly planning cycle at WVTL, ensuring projects develop quality Direct Implementation Plans
·         Regularly visit projects in order to keep up to date with the situation in the field, discuss new ideas and learn from what is happening in the field.
·         Ensure project reports are submitted to donors in a timely manner.


Donor Relations:
·         Identify and create networking opportunities with embassies, NGOs and INGOs within Timor-Leste for indentifying potential funding opportunities for programs/projects.  
·         Ensure the relationship with key donors and contacts is coordinated, up to date and proactively managed.
·         Work with support offices and other donors to identify opportunities for acquiring grants/private funds.
·         Work with donors and other stakeholders for proposal submission and securing funding.

Proposal development:
·         Work with the DME Team to ensure that all program/project designs at the proposal stage are LEAP (Learning through Evaluation with Accountability and Planning) compliant from FY2010.
·         Co-Lead or coordinate the development, review and research of possible proposals and make recommendations to the Senior Management Team about whether WVTL should pursue these opportunities.
·         Follow up with donors or support offices on proposals sent, including about any outstanding issues to be addressed to get the proposals approved.
·         Work with the National Director and Area Managers to lobby donors and influence their resource allocation. 

Capacity building: 
·         Proactively work with Area Managers, Project Managers and Project Coordinators to build the capacity of WVTL staff, including in the areas of resource acquisition and writing quality concept papers and reports.
·         Lead and build capacity of the Programs and DME Team.
·         Support or lead training weeks for staff at WVTL
·         Ensure the Resource Acquisition and DME Team is aware of and understand WVTL strategic directions, LEAP standards as well as other initiatives of the World Vision Partnership.
