GENERAL DESCRIPTION OF JOB:

The UNDP Parliament Project is seeking a Driver to work under the direction of the Project Office in Dili. This post will be based in Dili.

DUTIES AND RESPONSIBILITIES

The Driver is expected to assume the following responsabilities:

Drive project vehicles for the transport of project personnel and equipment;
Ensure that the vehicle is kept clean;
Maintain car trip log each time the vehicle is used including : daily mileage, gas consumption, oil changes, etc.
Ensure that the steps required by rules and registrations are taken in case of involvement in accident;
Support the project staff during workshops, training and field trips, facilitate their movements and assist in other related duty needed by them;
Assume the day-to-day maintenance of the assigned vehicle: Checks oil, water, battery, brakes, tires etc, performance performs other minor repairs and arranges for working order, logs official trips, daily mileage, gas/fuel consumption , etc.
To perform all other duties necessary, as required.

KEY COMPETENCIES

Ability to work under presure and deliver quality outputs on time.
Understanding that the work requires security awareness.
Good interpersonal skills including ability to work in a small team.
Ability to work in a multi-cultural enviroment.

QUALIFICATION AND PROFESSIONAL EXPERIENCE:

Complete secondary education, driving license and skills in minor vehicle repairs,
Al least 3-5 years of practical experience in vehicle driving, preferably part of it acquired in the UN System or NGO’s,
Knowledge of local conditions in Timor-Leste.
Good knowledge of English essential: ability to read, write and understand simple instructions. Good knowledge of local languages.
Initiative, independence, flexibility, problem solving and action-oriented.

General Description of the Job:

UNDP is seeking for UN Coordination Analyst to work under direct supervision of the Head of Resident Coordinator Unit / Office of DSRSG of the UNDP Dili, Timor-Leste.

Duties and Responsibilities:

The UN Coordinator Analyst will be responsible for the following areas:

1. Ensures effective support to UNCT in preparation and implementation of UNDAF focusing on achievement of the following results:

· Thorough analysis and research of the political, social and economic situation in the country, presentation of reports.
· Participation in the work of the CCA and UNDAF Working Groups and preparation of inputs to CCA, UNDAF.
· Support to the organization of UNCT meetings and retreats as necessary.
· Analysis of requirements and synthesis of proposals on UN programmes, identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN Reform and MDGs.

2. Ensures effective supports in preparation and implementation of the UN Coordination Work Plan, focusing on the achievement of results:

· Preparation and collection of inputs to the RC Work Plan and Annual Report.
· Support monitoring of UNDAF implementation.
· Assist the coordination efforts to prepare other initiatives that require joint planning.
· Maintain overall records of UNCT ongoing activities, in view of fostering synergies

· Amongst agencies and with UNMIT.
· Assist –substantively and with secretariat- selected Working Groups such as HIV/AIDS, Gender, Operations, Learning, and Information. Serve as focal point to ensure that these groups’ work-plans advance as per the UNCT goals for each year.
· Support initiatives to advance integration in the districts between UNMIT and the UN agencies.
3. Ensures effective performance in all level administrative task of the Resident Coordination Unit, focusing on the achievement of results:

· Preparation of materials and arrangements for the UNCT and other meetings convened by the DSRSG, as well as minutes, information packages, and briefing notes.
· Process expenditures for the RC Unit and maintain budget reviews updates for the RC Unit funds.
· Administration and secretariat support provided to some inter-agency working groups.
· Ensure that other relevant administrative tasks for the Unit are performed up to date.


4. Ensure facilitation and sharing of information related to the work of the UN agencies, funds, and programmes, focusing on the achievement of the results:

· Implement and recommend information and communication related activities of the unit. Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learned directly linked to country policy goals.
· Establish networks with UN agencies/ units for the regular preparation and dissemination of the “UN Calendar and Documents of Interest”. Preparation of other public information materials as required.
· Training to UN staff on integration and coordination issues, in English and Tetum.
· Establishing and maintaining other relevant information such as donor assistance to the UN per sector.


Qualification and Professional Experience:

· Bachelor Degree in Economics, Social Sciences, International Relations, Political Sciences or related field. Masters Degree would be an advantage.
· At least 4 years of relevant experience in programmatic and administrative experience. Knowledge about the UN and RC systems would be an advantage.
· Experience in the usage of computers and office software packages (MS Word, Excel, etc).
· Good writing skills in English.
· Fluency in the UN and national language of the duty station.

General Description of the Job:

Under the guidance and direct supervision of the Country Director (CD), the Executive Associate to CD ensures effective and efficient functioning of the CD’s office, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made.

The Executive Associate supervises one Driver and works in close collaboration with UNDP staff, UN Agencies and national authorities to ensure efficient flow of information, actions on instructions, agendas.

Duties and Responsibilities:
The CEO will be responsible for the following areas:

1. Ensures effective and efficient functioning of the CD’s office focusing on achievement of the following results:

· Maintenance of the supervisor’s calendar, contacts with high-ranking visitors, arrangement of appointments and meetings, with UN Agencies, Government, Civil Society Organizations and other external bodies. Acting as an interpreter when required and/or taking minutes.
· Maintenance of protocol procedures.
· Preparation of high quality briefing materials for supervisor for appointments, meetings, missions.
· Preparation of informal translations.
· Management of CD’s missions, and representation schedule. Liaises with Operations Unit in making travel arrangements
· Maintenance of rosters of high-level partners, telephone lists.
· Preparation of correspondence, directives, comments on behalf of CD for his/her signature and follow-up when required.
· Use of automated office management systems for effective functioning of the CD’s office.

2. Ensures provision of effective communications support to the office focusing on achievement of the following results:

· Maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system.
· Coordination of the information flow in the office, follow up on circulation files.
· Facilitation of information sharing between UNCT and the UNDP Coordination Unit.
· Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to CD.
· Screening of all incoming calls and correspondence.
· Presentation of proposals to eliminate communication bottlenecks in the office and streamline office procedures between the supervisor’s office and subordinate division.
· Any other duties that may be assigned.

3. Ensures facilitation of knowledge building and management focusing on achievement of the following results:

· Sound contributions to knowledge networks and communities of practice.


Minimum qualifications:

· Secondary Education with specialized secretarial training. University Degree or equivalent would be desirable, but it is not a requirement.
· 5 to 7 years of progressively responsible secretarial, administrative, programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc), experience in handling of web based management systems.
· Fluency in English. Knowledge of Portuguese, Tetum and/or Bahasa Indonesia preferred.

General Description of the Job:

UNDP is seeking for Chief Executive Officer to work under direct supervision of the International Programme Specialist and the Council of Coordination as well as UNDP Governance Unit based in Dili Timor-Leste.

Duties and Responsibilities:
The CEO will be responsible for the following areas:

Ensure the Effective programme management, focusing on achievement of the following results:

· Day-to-day operational management of the programme including work planning, resource allocation and financial supervision, and general oversight and reporting on implementation of activities;
· Daily monitoring of implementation of programme activities, workload management and performance assessment;
· Preparations of Terms of References and involvement in design of all programme related events such as training (curricula, courses, schedules), study tours, conferences and workshops, and provision of advice to UNDP on the joint approval and sign-off of these documents;
· Provision of advice and support to national institutions on the identification, selection and approval of advisors and consultants;
· Provision of information and advice to the heads of judiciary institutions and to consultants working for the Programme;
· Supervise overall administration of the programme;
· Supervision, coordination and evaluation of the work of advisors where applicable and all Programme administrative support staff;
· Revision and monitoring of the overall management, performance and progress of the Programme by preparing indicators to monitor progress on the Programme document;
· Contribute to the development of a Monitoring and Evaluation framework for the programme that reflects progress on the sector in general;
· Reporting to management and donors on progress and achievement of results.
· Representation of the Programme before UNDP, and provision of other advice as needed to UNDP concerning the evolution and role of the Courts, Prosecution and Ministry of Justice.



Ensure the transmission of best practices and strategic coordination with national justice institutions, focusing on the achievement of the following results:

· Assistance in promoting dialogue and good practices on access to justice among different stakeholders in the justice sector and with interfacing sectors;
· Representation of the Programme before the national authorities;
· In cooperation with the Ministry of Justice, support preparation and hosting of Council of Coordination meetings, circulation of meeting minutes and ensure follow-up on the implementation of decisions taken;
· Provision of advice and support as may be required by the Courts, Prosecution and Ministry of Justice.

Ensure Donor coordination and information focusing on achievement of the following results:

· Participate and actively contribute to all justice coordination forums;
· Briefing of interested donors or foreign missions on the activities of the Programme;
· Assistance to the CoC in providing information in open meetings on a biannual basis to the civil society and NGOs;
· Advice to the CoC in briefings to donors.

· 7 years of project and people management experience with Bachelor Degree; or
· 5 years of experience in project and people management with Master Degree
· Experience with the United Nations system and/or familiarity with UNDP programmes/projects would be an asset;
· Experience working in a legal profession or with justice sector institutions would be an asset.

3. Language Requirements:
· Excellent communication skills in written and spoken Tetum;
· Portuguese and/or English language skills would be an asset.
