The FAO Emergency and Coordination Unit in Dili, Timor-Leste is seeking for qualified candidates to fill in the following national positions:

1. National Finance Clerk - 1 position (FAO National Project Personnel Contract)
Duration: 2 months with possibility of extension;

2. National Receptionist – 1 position (FAO National Project Personnel Contract)
Duration: 2 months with possibility of extension.

Terms of Reference
Finance Clerk

The National Finance Clerk will be under the direct supervision of the Field Operations Officer in Timor-Leste and the general administrative supervision of the FAO Emergency and Rehabilitation Coordinator (ERC). He/she will work under the general guidance of the Finance Assistant.

In close cooperation with the Operations Unit staff, the incumbent will perform the following duties:

• Provide support in all routine administrative, financial and office management issues;
• Daily input of financial data in the Field Accounting System (FAS), strictly in line with FAO
FAS procedures;
• Monthly reconciliation of Imp rest account bank statement with the FAS balance, and
preparation of supportive documentation for the endorsement of ERC;
• Maintain and update as necessary the Field Budget Authorizations (FBA) related to all
projects;
• Contribute to the preparation of the administrative/financial aspects of regular activities, such
as: organization of duty travel; maintenance and purchase of expendable equipment (stationary etc);
• Monitoring of offices’ expenditures, including fuel and telephone;
• Filing of documents, in line with FAO policy;
• Perform any other duties as required upon instruction from the ERC and Field Operations
Officer.

Qualifications and Experience:
• High school diploma;
• Specialized training in finance would be an asset;
• Fluency in Tetum and sound knowledge of English both written and oral;
• Sound computer skills are essential, including full command of Microsoft Excel and Word;
• Two years of relevant accounting and financial experience is required, preferably in an
international environment;
• High sense of responsibility, willingness to take initiative, excellent communication skills and
team spirit are important assets;
• Affinity with the mandate and role of the FAO and United Nations

Duty Station: Dili, Timor-Leste, with travel to the field as required.
Duration of assignment: two months with possibility of extension

Terms of Reference
Receptionist

The National Receptionist will be under the direct supervision of the Field Operations Officer in Timor-Leste and the general administrative supervision of the FAO Emergency Coordinator. He/she will work under the general guidance of the Finance Assistant.

In close cooperation with the Operations Unit staff, the incumbent will perform the following duties:


• Provide support to routine administrative and office management issues, as requested;
• Respond to all incoming telephone calls and ensure the timely and correct transmission of
messages and visitors support.
• Organize meetings and appointments, keep agendas and take notes at meetings;
• Maintain the phone log for all outgoing telephone calls, ensuring the entry of all required data
from staff members;
• Maintain the log for staff working hours, ensuring all staff enter their data correctly;
• Maintain the log for vehicle movement, ensuring drivers enter their data correctly;
• Safely maintain the keys of FAO vehicles, ensuring that drivers return keys in a timely
manner;
• Monitor the stationary usage and provide information to Admin / Finance unit on weekly
requirements;
• Ensure availability of all day-to-day forms (MOPs, vehicle log sheets for cars; log sheets for
staff working hours, log sheets for vehicle movement);
• Filing and photocopying as required;
• Make logistical arrangement for hotel bookings, and airport pick-up for international consultants coming;
• Maintain and update the electronic contact details of Government Counterparts, Embassies,
Donors, Beneficiaries, and other stakeholders;
• Perform any other duties as required.
