The Water facilitator-technician will be allocated to 1 district. Depending on the needs, he/she may be sent for short-time periods as a support to the other district, for experience sharing or to undergo trainings.

6 months (renewable under conditions).

5.      The Organization
Triangle GH is a French Organization of International Solidarity that has been implementing activities in Timor Leste since 2005 in the fields of water & sanitation and psychosocial activities.
Today, Triangle GH is conducting a psychosocial project that aims at providing support to the communities of Becora through capacity enhancement of the Youth Centre and support to various activities in the aldeias of Becora.
Triangle GH also stands as the water sector lead for the District Water Supply, Sanitation & Hygiene Services (DWASH) Program whose objectives are:
  • to strengthen government ability to deliver water supply, sanitation, health and hygiene, and natural resource management (NRM) services;
  • to achieve measurable improvement of health, productivity, and environmental conditions in rural Timor-Leste.
  • to strengthen the capacities of the civil society (community and National NGOs) in the fields of water, health and hygiene, sanitation and natural resources management

6.      The Job
The water facilitator-technician will be assigned to the DWASH program.
Under the direct supervision of Triangle GH District and Dili program coordinators and District Water Engineer, the Water facilitator-technician main responsibilities will be to:

ü      Support and train the national water NGOs working for the DWASH program to implement the activities related to the water sector:
o        Rehabilitation/Construction works: bring technical expertise, supervise the works and ensure that the works are progressing according to the schedule and fit with the designs and quality standards
o        Respect the planning and the designs agreed upon
ü      Be responsible for material and program equipment on site;

The Water facilitator-technician will be at the threshold between being a trainer, a coach, a supervisor and an implementer.

7.      Skills required

  • Good knowledge and experience in implementation of construction and supervision works: pipeline and civil engineering (Reinforced concrete, formwork…)
  • Capacity to manage a team (NGOs’ staff and community workers)
  • Driving license (motorbike)
  • Computer skills (Word, Excel, AutoCAD, Epanet) is a plus.

Personal characteristics:
  • Flexibility required (flexibility in terms of working days and hours, nature of the tasks, evolution of the program ….)
  • Ability in managing simultaneous tasks/operation sites
  • Willingness to learn other skills
  • Sense of discipline, rigorous
  • Ability to work in team and live in team.
