Job Vacancy Announcement

World Vision-Timor Leste (WV-TL), a non-profit Christian humanitarian organization which is dedicated towards working with the poor, is seeking a qualified Timores National to fill a vacancy position of “International Staff Administrator” for Human Resource Department which is based in Dili.

Purpose
This position is responsible for personnel administration for WV-TL international staff, international local hires, international secondment, international consultants, international volunteers and interns, and coordination with World Vision Partnership Office, Asia Pacific Regional Office and other World Vision support offices.

Major Responsibilities and Requirements

Recruitment

1. Coordinate recruitment and appointment of all International Integrated Pay Plan employees (IIPP), International Local Hires, International Secondment, International Consultants, International Volunteers, International Interns and other types of international staff. This primarily involves coordinating the requisition requirements, communicating by email and phone with Partnership recruiters, updating APRO job openings, advertising in local newspapers and churches, maintaining candidate files, conducting interviews and coordinating communication needs.

2. Coordinate with partnership recruiters regarding new staff relocation to Timor Leste, including orientation in their home country, police background check, physical exam, obtaining Timor Leste visas and other travel arrangement.

3. Draft offering letters and contracts.

4. Assist in developing and supporting the orientation program for international staff, including the itinerary preparation and HR policy interpretation.

5. Proactively monitor employment status, conditions and requirements. This responsibility primarily involves proactively pursuing contract changes (initial contract, renewals, separations), position changes, compensation changes, salary /salary increase recommendation, performance appraisals in coordination with international management.

6. Ensure proper documentation is produced, approved, and filled on international staff. This includes contracts / contract extensions/ contract amendments, Personnel Action Forms (PAF) and International Staff Performance Appraisals (PA)

7. Facilitate Memorandum of Understanding (MOU) and assist with travel arrangements for Asia Regional Relief Team (Asia RRT) or other types of hires, such as secondment, Internal Office Working Agreement, etc.

HR Information

1. Understand and integrate WVTL’s vision, mission and core values into all areas of work and service.

2. Maintain in-country policy; including drafting appropriate policies through collaborative means, revision of policies, and distribution of policies.

3. Interpret international staff policies and benefits for international staff in difficult or unclear situations.

4. Develop Human Resource International Staff Administration (HRISA) database and keep track of employee codes.

5. Alert the National Personnel Unit (HR Coordinator) about service awardees and the number of international employees, consultants, volunteers and interns to for the HR monthly report.

Compensation Benefits, Emergency Medical Emergency Evacuation, and Local Pay/Payrolls

1. Administer compensation packages, payroll and record keeping of international staff.

2. Process and document locally administered benefits such as worker’s compensation, health claims, housing, leaves as per policy.

3. Assist international staff in preparing the international staff budget.

4. Ensure all leaves and benefits of international staff are recorded properly

5. Prepare repatriation liabilities of IIPPs are submitted to Finance in the beginning of each Fiscal Year.

6. Develop International Staff Budget Guidelines.

7. Collaborate with Finance team and partnership offices to make sure that all Settlement Advances (SA) are correct.

8. Process monthly local pay / payrolls for International Staff and consultants.

9. Collaborate with SOS in WVPO and APRO in the regard to Emergency Medical Evacuation of International Staff.

Other Services:

1. Provide general support services and employment assistance to international staff international consultants, international local hires, international volunteers and interns.

2. Assist US Citizens to update FICA tax report.

3. Ensure Warden System is posted on WV-TL server in “Drive J” and distribute to the staff.

4. Coordinate to obtain working visa/extend visa for International staff and staff dependent.

5. Perform other duties as directed by the HR Manager.

Knowledge, Skills, and Abilities

1. University degree in English is preferred

2. Strong verbal, written and other communication skills. Confident and proactive in communicating with internationals.

3. Good interpersonal and e-mail networking skills

4. Ability to use MS Office applications and Lotus Notes

5. Enjoys working and communicating with international peoples

6. Competent, intelligent and willing to learn.
