BASIC FUNCTION OF POSITION:

The incumbent will face a challenging environment, frequently representing the Economic Growth Program Office. This position is located within the Executive Office, USAID/Timor-Leste. Under the direct supervision of Computer Management Specialist, the incumbent acts as first-line of IT helpdesk by providing computer support services which is including computer user assistance and training, support of Microsoft Windows base servers and desktop PCs, Microsoft office suite, software installations and troubleshooting, applications support and development. Keeps helpdesk logs and reconciles helpdesk reports. The incumbent serves as property custodian for non-expendable IT properties. Develops and maintains databases that track IT inventory, IT purchase orders, IT procurement activities, and other IT related services and functions including providing technical support services to the Office Chief, DILI staff and TDYers. Together with the Computer Management Specialist, ensures that the IT resources are used efficiently and ethically in accordance with agency regulations.

Strengthening Independent Media Program in Timor-Leste (SIMPTL)
The International Center for Journalists (ICFJ)

Introduction

ICFJ’s SIMPTL program began in October 2006.

The main goal of SIMPTL is to support the long-term development of a more professional and sustainable independent media sector in Timor-Leste.

The Program continues to improve Timorese journalists’ ability to deliver better quality news and programming and to enable more Timorese citizens to access media-generated news and information. In this realm, SIMPTL has established six media houses in the districts – providing journalists with a safe environment to work with all the tools they need to do their jobs – including high speed internet, computers, office supplies, cameras and other equipment. They also have access to regular training seminars.

The training of future Timorese journalism trainers continues to be one of the Program’s core efforts.

The Program seeks to increase media independence by helping media outlets to enhance their marketing and business management efforts.

The Program aims to ensure that Timorese media professionals will have a say in the creation of the nation’s media laws and broadcast regulations, and that they are fully able to play a decisive role in the development of an enabling environment in which they will operate.

The Program actively supports the efforts of the National University of Timor Leste to develop its Social Communications degree course, by contributing to the development of the course curriculum as well as by lecturing and teaching the course students.

The Program

SIMPTL consists of several components: Business Development (market share analysis; advertising and marketing training); Special Projects (development of four-year degree Social Communications program at National University, special events); Train the Trainers Program (Journalism training program including media analysis monitoring of newspaper content); Timortoday.com (online news agency); The Independent Printing Press Timor-Leste (IPPTL) (procurement, set-up and establishment of a printing press for three independent newspapers); Media Houses (the establishment of six media houses in six districts for the benefit of journalists); Media Law (Provide training and guidance to journalists on all media regulatory policies and laws).

ICFJ will begin the devolution of some of the projects in mid-2010.


The Consultant’s Responsibilities The consultant is responsible for tasks described below.

  * Provide oversight to SIMPTL managers and coordinators in the administration of the following projects: The Media Houses; UNTL Social Communications Program; IPPTL and The National Press Center
·        Ensure projects meet target deadlines.
·        Provide guidance to managers and coordinators as needed.
·        Provide support to managers and coordinators in development of budgets.
  * Coordinate with the Country Director to craft a comprehensive work plan for the project for the print/broadcast/online media in Timor-Leste.

  * Mentor and contribute to an atmosphere conducive to professional growth and development for program staff in accordance ICFJ’s commitment to excellence and achievement; encourage a team culture of learning, creativity and innovation.

4.      Assist in the devolution of SIMPTL projects.
·        The consultant will assist the Country Director in the devolution of the Media Houses.
5.      Prepare Quarterly Report for submission to USAID.

·        The consultant will confer with the Country Director on the format and content of the report.

6.      Perform all duties as guided by the Country Director


7.      The Senior Program Consultant will report to the Country Director.


Qualifications and Experiences.  The consultant must have

o  A master’s degree in business management with media experience is desirable;
o  At least five years experience in management and media and demonstrated writing ability;
o  At least two years experience working in a developing country;
o  At least two years experience in media development;
Experience in preparing reports for donors;

The successful candidate must be resourceful, creative, flexible and a team player who speaks excellent English, and Tetum and/or Portuguese. He/She must possess strong organizational skills and the ability to prioritize workload and meet deadlines; must have excellent communication skills and the ability to work with local partners and staff; and must be able to act quickly on issues.

This position is offered on a six-month contract basis, with the possibility of an extension. Projected Start Date: July 1, 2010

Duties/Responsibilities: 
Within delegated authority, the National Program Officer will be responsible for the following duties:
§  Responsible for overall program implementation and monitoring of activities in the region;
§  In coordination with project partners, lead and document coordination and reporting meetings for the Productive Safety Net Program;
§  Provide support to the Government staff for the development and implementation of cash-for-work projects;
§  Training and sensitization (PRA) of participating communities with government, partnering agencies and community leaders;
§  Work with district and community leaders to identify community priorities in asset creating cash-for-work opportunities;
§  Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries in order to ensure that progress is made in the achievement of project objectives;
§  Liaise with National Disaster Management Directorate (NDMD) and other government counterparts for project development and oversight;
§  Develop and sustain liaison with key professionals and NGOs engaged in the field of food security and disaster risk reduction working in the project areas;
§  Compile regular reports for the Monitoring and Evaluation component of the project and provide routine data and feedback;
§  Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
§  Provide continuing liaison with bilateral food aid programmes, with UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects;
§  Identify and undertake training and capacity building opportunities for government counterparts participating in the project;
§  Prepare periodic reports on the progress of operational projects and related government plans, including contribution to Guidelines for the Implementation of CCTs;
§  Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid and other assistance provided through the project;
§  Assist Regional and Country Directors and Program Advisers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate regional/country staff any administrative constraints arising from rapidly evolving emergency situations in the field;
§  Supervise other program staff at district and sub-office level; provide training and technical guidance in their work;
§  Perform other related duties as required.

Qualifications:
Suitable candidates for the National Program Officer position will have a Bachelor’s degree or equivalent in social science, development studies or economics.

Desirable skills and/or experience:
§  5 years of experience in related work.
§  The candidate will also have particularly good working knowledge of Ministry of Social Solidarity as well as familiarity with the Ministries of Agriculture and Health. The National Officer – Social Safety Nets must be adept at building and supporting government and NGO partnerships.
§  Good computer skills in Microsoft excel, PowerPoint and Word skills are required. Skills in data base design and management as well as a basic understanding of statistics will also be a strong advantage.
§  Fluency in both oral and written English and knowledge of local languages.
§  Familiarity with the targeted districts will be an added advantage.

General Overview of Position

UNFPA Timor-Leste has been providing support to the country since 1999. It is one of the UN Agencies committed and actively supporting the national government focusing on 3 Programs: Reproductive Health, Population and Development and Gender.  The RH program is providing support to the Ministry of Health through the Maternal and Child Health focusing on Safe Motherhood, Family Planning and Emergency Obstetric Care(EMOC). CO also supports BCC strategies of MoH working closely with MCH and Health Promotions Department.  Last year as sub recipient of Global Fund, it supported a local NGO(FTH) actively working on HIV prevention among FSW and MSM in terms of Management and Financial support. Currently UNFPA is supporting the HIV in Prison Project implemented by local NGO. As part of Reproductive Health – Adolescent Reproductive Health is a new endeavor of UNFPA CO. It was launched in late 2007 and activities started in 2008. It is for these three programs that UNFPA Timor Leste seeks an HIV/ARH /BCC National Officer.

PURPOSE OF THE POST:
Under the overall guidance of the Country  Representative and direct supervision of The Reproductive Health Officer of UNFPA Timor Leste Country Office, the incumbent will work closely with counterparts at the Ministry of Health - Maternal and Child Health Department, HIV Unit of the Communicable Disease Control Department, Health Promotions Department and the Ministry of Education Curriculum Development Directorate.

MAIN DUTIES AND RESPONSIBILITIES:
§  Effectively manage Adolescent Reproductive Health and HIV program component within the umbrella of RH Program. Assists in the development of the Youth Friendly Health Service National Guidelines and ASRH incorporation in the Secondary curriculum in the country.

§  Support the development of strategic work plans for the attainment of government’s priorities in the areas of HIV/AIDS, ARH and BCC.
§  Assists in strengthen the monitoring system available in the Ministry of Health/Ministry of Education for periodically assessing the impact of interventions such as community dialogue and Focus group discussions.
§  Support the RH Program Officer in the management of performance indicators, routine administration, coaching of National ARH/HIV/BCC staff in MoH and help in identification of new strategic policy directions for ARH,HIV/AIDS and BCC as necessary.
