1. DESIGN, MONITORING & EVALUATION (DM&E) ASSOCIATE MANAGER

Purpose of the Position
The DM&E Associate Manager will work closely with the DM&E Manager to formulate and implement program/project design, monitoring and evaluation systems to improve the quality of ministry in WVTL’s areas and projects, as guided by the National Strategy. The DM&E Associate Manager will also provide capacity building and coaching to staff to help them implement World Vision’s DM&E framework, which is called LEAP (Learning through Evaluation with Accountability and Planning).

Major Responsibilities
Capacity building: plan and facilitate training activities for M&E Coordinators and Project staff on LEAP/DME.

Leadership and Management: develop and update the national DM&E strategy; develop LEAP processes and tools that are appropriate for WVTL programs/projects; and facilitate learning and reflection to improve LEAP implementation in WVTL.

Program Planning and Design: lead the process of project baseline and other surveys to inform program/project design; guide the process of project design; and prepare Business and Operation Plans.

Monitoring and Evaluation: develop Project/Program M&E Systems and Plans; lead data collection process, analysis and reporting; ensure WVTL adheres to World Vision International DM&E standards, values and principles and other sector standards as well as the mainstreaming of cross-cutting issues (eg. Gender, Child Protection, and Christian Commitment); oversee implementation of the M&E systems through regular field monitoring visits and tracking of Key Performance Indicators; and prepare mid-term reviews, internal evaluations and reports in accordance with Partnership Standards.

Knowledge, Skills, and Abilities Required
Essential

  • Formal education in development management, social science or related fields
  • At least 2 years experience in program/project planning and/or design, implementation, monitoring, and evaluation
  • Strong presentation, facilitation and coordination skills
  • Excellent interpersonal communication skills, and the ability to work closely and supportively within a team
  • Understanding of basic DM&E principles
  • Good analytical/problem solving skills and an eye for detail
  • Proficiency in English (especially reading and writing)

Desired

  • Degree or training in monitoring & evaluation, or program/project planning
  • Good computer skills (MS Words, Excel and Access) and knowledge of data analytical software (e.g. EpiInfo, SPSS)
  • Demonstrated competency in implementing assessments/evaluations, including: designing assessment/evaluation methodology, data collection and analysis tools; managing data collection in the field; and analysing data


2. COMMUNICATIONS COORDINATOR

Purpose of the Position
To enhance, sustain and protect the reputation of WVTL’s programs, primarily by way of supplying marketing, communications and other information to the World Vision Partnership, external stakeholders, and also WVTL’s staff.

Major Responsibilities
Strategy Development & Implementation: develop and implement a Communications Strategy for WVTL; and collaborate with WVTL Managers to develop and disseminate advocacy positions.

Communications Management: work with WVTL staff to gather program information, stories and photographs; write newsworthy and impact-driven stories; update the WVTL website; compile and distribute a quarterly WVTL Newsletter; support the Program Manager in handling media inquiries, facilitating field visits, preparing press statements, arranging press conferences, delivering resources, preparing advocacy messages and disseminating appropriate situation reports.

Capacity Development: guide and advise staff in the production and timely submission of high quality communications resources such as photos, videos, situation reports, relevant facts, data and messages; and support WVTL staff to adhere to WV Communications policies, protocols, and standards.

Internal and External Communication and Liaison: develop and maintain good working relationships with external stakeholders to enhance World Vision’s credibility and influence; act as a strategic link and focal point for WVTL’s communication activities (connecting WVTL’s four offices); and participate in and actively contribute to partnership forums, working groups and networks related to communication as deemed necessary by the Program Manager.

· At least 2 years professional experience in the development industry or communications field
· Excellent oral and written (English) communications skills and ability to translate documents into Tetum/Bahasa

1. FINANCE COORDINATOR

Purpose of the Position

The Finance Coordinator will help to ensure that all financial transactions are properly processed and reported for the WVTL national office. Specifically this involves monitoring and reconciling transactions of subordinate staff, along with additional responsibilities of payroll financial preparation and other key financial activities. This position will also ensure that subordinate staff are trained and have capacity to complete World Vision financials to World Vision standards, in a timely and accurate manner.

Major Responsibilities

Finance:

· Coordinate all banking related matters assigned and authorised by the Finance Director.

· Coordinate all Cash Disbursement Vouchers, Deposit Vouchers, General Journal Vouchers and Petty Cash Vouchers to be accurate and complete for National office operations. Reconcile as appropriate.

· Prepare and coordinate WVTL payroll in collaboration with the Human Resources Department.

· Prepare and reconcile entries from the Global Center general ledger.

· Prepare petty cash and bank reconciliation.

· Monitor staff advances to ensure timely settlement.

Management and staff capacity building:

· Manage the activities of Dili based Finance Administrators and Bookkeepers.

· Ensure the team is properly equipped with the knowledge and capacity to do their positions effectively.

M&E Specialist

Scope of Work

Position: Monitoring & Evaluation Specialist (M&E Specialist)

Duration: Until Project end

Project: Strengthening Property Rights in Timor-Leste, USAID-funded, implemented by ARD, Inc.

Project Background:

Working in close cooperation with the Ministry of Justice and the Direcção Nacional de Terras, Propriedades e Serviços Cadastrais (DNTPSC), this 5-year project is providing support to the Government of Timor-Leste in the area of land and property. The project’s objectives include: 1) Strengthening Policy, Law and Regulations; 2) Developing Land Administration and Information Systems; 3) Resolving Disputes; and 4) Increasing Public Awareness.

The Project comprises 5 tasks in the pursuit of the objectives noted above; 1) Public Information Awareness / Increased Transparency; 2) Land Policy Laws and Implementing Regulations; 3) Support to a National Land Commission (NLC); 4) Land Administration (Cadastral, Registration and Land Titling System); and, 5) Dispute Resolution, Mediation and Processes for Competing Claims to Land.

As the Project continues to expand, there is a strong need continually to monitor and evaluate project activities, processes and policies for effectiveness and improvement.

Reporting:

The M&E Specialist will be based in Dili and report to the Chief of Party and the Deputy Chief of Party.

Responsibilities:

The M&E Specialist will hold responsibility for monitoring and evaluating Project policies and procedure for compliance. In particular the M&E Specialist will:

1. Develop and manage M&E plans;

2. Report regularly to the Project Manage Team on:

o planning and monitoring issues;

o analysis of project issues affecting operations and project goals.

3. Prepare Quarterly Reports on the status of process/policy compliance within the project

4. Liaise with Regional Coordinators and Field Office Managers, and travel regularly to the District Offices to collect data.

5. Assist with assessing and resolving bottlenecks and problems in the Project.

6. Assist with training project personnel in activities associated with monitoring and quality management;

7. Other activities as deemed appropriate by the Chief of Party;

Conditions:

The work station for this position is Dili. However, regular travels to the assigned district(s) will be required.

Desirable Requirements:

- Post secondary educational qualification;

- Experience working in related Monitoring and Evaluation activities;

- Strong planning, analysis and report writing skills;

- Fluency in Tetum and good knowledge of Indonesian is required; English fluency will be an asset;

- Computer literacy required;

- Previous experience working for an international organization would be an advantage.

- Good communicator;

- Timely, professional and hard working;

- Team player with good inter-personal skills.
