Outreach Coordinator
The “Ita Nia Rai” programme to strengthen property rights in Timor-Leste is looking for a long-term national Outreach Coordinator.
The Outreach Coordinator will be responsible for planning and implementing community outreach communications in support of land data collection. This will involve extensive travel to the districts. The job description includes:
Position Description:
Working under the supervision of the Task Manager for PIA, the Outreach Coordinator will be responsible for planning, coordinating and implementing the public awareness process at community level.
This will include:
- Travel to the districts;
- Liaise with project stakeholders at National and District levels;
- Conduct community meetings to socialize the project;
- Plan and organize community meetings in target districts;
- Provide training to district-based staff;
- Conduct monitoring and evaluation of community meetings;
- Work with National and District counterparts, especially the DNTPSC, to ensure Government cooperation and ownership of outreach activities;
- Provide inputs to the development of public information messages, strategies and materilas;
- Develop feedback and coordination mechanisms for teams in 7 districts;
- Provide reports, advice and feedback to the PIA Task Manager and other task leaders, the Chief of Party, and USAID as required.
Requirements:
Professional experience:
- 4-6 years of progressively responsible work experience
- Significant experience working with communities in the districts;
- At least 2 years of hands-on experience at outreach and communications.
Required education and professional qualifications:
- Secondary education;
- Previous experience in outreach communications, public speaking, and working with communities in the districts;
- Fluency in Tetum and Indonesian and excellent communicator in both languages;
- Working knowledge of English.
- Computer literacy
Personal qualifications:
- Good communicator;
- Good listener;
- Good understanding of outreach processes, especially to a non-literate audience;
- Timely, professional and hard-working.
- Team player with excellent inter-personal skills;
- Previous experience with an international organization would be an asset.
To be considered, candidates must be Timor-Leste nationals.
