1.      Scope of Position :

The RWSSP National Community Development Officer (NCDO) will work with RWSSP District Community Development Officers and DNSAS staff to improve with the implementation of the RWASH activities.  Under the supervision and guidance of the Community Development Advisor, the CDO will supervise RWSSP contractors and partners.

The NCDO will work with the Community Development Advisor to strengthen the skills and implementation capacity DNSAS, SAS, NGO’s and communities to improve access to RWASH services. The CDO will provide other support as described below to the Community Development Adviser in the implementation of the Community Development Strategy. Community Development will work with and be supervised by the Community Development Advisor.

In carrying out this role, Community Development Officer will also work with :
  • Community Development Advisor and those who are responsible for coordination and monitoring of all activities at the District, Sub-district and suco level.
  • Social Training team (Social Training Advisor, National Training Officers) to define and deliver trainings which further community development objectives
  • RWSSP administration and logistic staff.
  • Counterpart staff from the National Directorate for Water Supply and Sanitation Service (DNSAS) of the government of RDTL.

2.      Key Responsibilities and Duties
  • Support DNSAS to develop and provide support to facilitators using Community Engagement/CAP and community management training modules;
  • Monitoring and evaluation of RWSSP contractors
  • Assist District CDOs/District Facilitator Managers to carry out their activities, especially on planning, monitoring, documentation and reporting.
  • Support DNSAS/DASD to provide ongoing monitoring and support to SAS-Districts in their role of supporting communities that have access to RWSS;
  • Provide training to appropriate DNSAS and NGO staff to strengthen community engagement and management, civil society forums and networks to improve the management of rural WASH.
  • Work closely with the Social Training team to identify training needs, develop methodologies and delivery trainings.
  • Assist in the development and implementation of a Community Development Implementation Strategy and Workplan
  • Carry out basic research and data collection as required as part of R&D work.
  • Coordinate with the stakeholders on the environment management/resource management issues and monitor the promotion of best practices in RWSSP supported activities.  
  • Assist CDA in managing the community development and related components of RWSSP.

3.      Skills Required/Preferred
Required
  • experience working with social/community development, particularly in the rural water supply, sanitation, and hygiene  sector
  • experience in developing and providing training to all levels, from Trainers to the community
  • experience on gender, poverty and social equity issues.

As part of an exciting advocacy strengthening programme involving various partners and collaborating institutions, the Development Worker (DW) working as a Gender Advocacy Network Adviser, will work alongside the national women’s umbrella network – Rede Feto – strengthening the capacity of staff and member organisations in coordinating and facilitating advocacy work amongst its constituency on promoting and protecting women’s human rights and gender equality in Timor-Leste.

Additional Qualifications:

You should have a degree level qualification or equivalent diploma in a relevant discipline; and education/training in specific aspects of community development and gender, and also in social research and analysis.

You should have a minimum of three years’ work experience with an NGO in an advisory support capacity, preferably with umbrella organisations in a developing country, and on women’s rights and advocacy networks. Experience in training methodologies and direct training ability, including strong participatory facilitation skills; of designing, implementing and monitoring advocacy initiatives; of campaigning, community mobilisation and networking; of conducting participatory research/analysis and reporting on the results in jargon free language, and of working in a resource poor environment are essential.

You should also have an understanding of the mechanisms of advocacy and the dynamics of coalition and network building; the role that NGOs play in national and community development, and knowledge of gender and development issues, including domestic violence and the political marginalisation of women. Experience or knowledge of securing women’s rights in Timor-Leste and/or in the region; of working in international settings and post-conflict countries with national NGOs or community based organisations; of liaison with a range of different organisations at a policy level, including national and international decision-making bodies and legal frameworks; of reporting back to donors; skills in producing materials for extension work/mass-information (including attractive leaflets, comics, songs, theatre etc.), and an understanding of the issues facing a newly emerging democracy are highly desirable.

GENERAL DESCRIPTION OF JOB:

Under the guidance and direct supervision of the Head of Resident Coordinator Unit, the UN Coordination Analyst provides assistance to the execution of services in the UN Resident Coordinator Unit by providing substantive/programmatic support to the core functions of the RC Unit/ Office of DSRSG and undertaking the administrative functions of the Unit.

The UN Coordination Analyst works in close collaboration with the operations programme and project staff of the UN Agencies and relevant staff in UNMIT. 

Duties and Responsibilities

1.      Ensures effective support to UNCT in preparation and implementation of UNDAF focusing on achievement of the following results:
q          Thorough analysis and research of the political, social and economic situation in the country, presentation of reports.
q          Participation in the work of the CCA and UNDAF Working Groups and preparation of inputs to CCA, UNDAF.
q          Support to the organization of UNCT meetings and retreats as necessary.
Analysis of requirements and synthesis of proposals on UN programmes, identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN Reform and MDGs.

2.      Ensures effective supports in preparation and implementation of the UN Coordination Work Plan, focusing on the achievement of results:

q          Preparation and collection of inputs to the RC Work Plan and Annual Report.
q          Support monitoring of UNDAF implementation.
q          Assist the coordination efforts to prepare other initiatives that require joint planning.
Maintain overall records of UNCT ongoing activities, in view of fostering synergies amongst
agencies and with UNMIT.
q          Assist –substantively and with secretariat- selected Working Groups such as HIV/AIDS, Gender, Operations, Learning, and Information. Serve as focal point to ensure that these groups’ work-plans advance as per the UNCT goals for each year.
q          Support initiatives to advance integration in the districts between UNMIT and the UN agencies.
   3.    Ensures effective performance in all level administrative task of the Resident Coordination Unit, focusing on the achievement of results:

q          Preparation of materials and arrangements for the UNCT and other meetings convened by the DSRSG, as well as minutes, information packages, and briefing notes.
q          Process expenditures for the RC Unit and maintain budget reviews updates for the RC Unit funds.
q          Administration and secretariat support provided to some inter-agency working groups.
q          Ensure that other relevant administrative tasks for the unit are performed up to date.


4.    Ensure facilitation and sharing of information related to the work of the UN agencies, funds, and programmes:
q          Implement and recommend information and communication related activities of the unit.  Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learned directly linked to country policy goals.
q          Establish networks with UN agencies/units for the regular preparation and dissemination of the “UN Calendar and Documents of Interest”.  Preparation of other public information materials as required.
q          Training to UN staff on integration and coordination issues, in English and Tetum.
Establishing and maintaining other relevant information such as donor assistance to the UN per sector.


QUALIFICATION AND PROFESSIONAL EXPERIENCE:

·         Bachelor Degree in Economics, Social Sciences, International Relations, Political Sciences or related field. Masters Degree would be an advantage.

§         At least 4 years of relevant experience in programmatic and administrative experience.  Knowledge about the UN and RC systems would be an advantage. Experience in the usage of computers and office software packages (MS Word, Excel, etc). 
      Good writing skills in English.

§         Fluency in the UN and national language of the duty station.

JOB SUMMARY:
The National Professional Officer will be responsible for the coordination, supervision and planning of the activities of the national human rights officers. S/he will monitor, report on human rights developments and intervene in relation to issues of human rights concern. S/he will be responsible for liaison with local authorities and members of civil society. S/he will be involved in strengthening the capacity of civil society actors to carry out human rights monitoring as well as promotional and educational activities. With the support of staff of the Monitoring and Protection Unit, the NPO will:
Coordinate, supervise, and plan activities of other national staff of the Monitoring Unit, in particular in relation to protection issues; Assist as required with monitoring the human rights situation, especially with regard to the situation of vulnerable groups; Assist as required with coordination of the Protection Cluster, including making meeting arrangements and taking and preparing minutes, as well as other administrative tasks where required; Assist as required with support to Protection Working Groups in Dili and districts, including making meeting arrangements, taking and preparing minutes, ensuring timely notification of all actors regarding meeting time and place, and providing substantive support to co-lead and cluster members in such areas as development of a coordinated protection strategy or protection advocacy strategy, assessment of possible training needs of local actors, and establishment of the meeting agenda in accordance with the interests and needs of the local actors; Assist as required in conducting and recording interviews with victims of human rights violations, and other relevant actors; Intervene in relation to specific cases or issues of concerns with relevant authorities or entities; Provide timely and detailed reporting on all activities and issues of concern to the relevant units at the Head Office; Contribute to weekly, monthly and other reports as necessary; Liaise with local human rights workers, including NGOs, local journalists, members of the church and political parties; Represent the Section in meetings at the local level; Keep informed of key developments which impact on human rights; Provide input to discussions on the formulation of strategies to address ongoing human rights violations and protection concerns; Assist as required in strengthening the capacity of members of civil society in carrying out human rights protection activities, such as those associated with supporting the establishment of Protection Working Groups in the Districts, and update the Civil Society Strengthening Team on such activities and on any additional training needs identified; Attend monthly Human Rights meetings and trainings in Dili and attend human rights training for staff as required; Other tasks as directed by the Head of the Monitoring and Protection Unit.

JOB DESCRIPTION:
Under the direction of the Regional Transport Officer, assist in the repair and maintenance of UNMIT Vehicles; may be assigned either to the Mechanical workshop or Workshop Stores. The incumbent is to perform Pre-Delivery Inspection, A, B and C maintenance/service and general repairs on the standard Commercial pattern UN Vehicles.  He/She would assist with the preparation of those vehicles which have completed their maintenance for delivery to reception for collection, ensuring that they are cleaned, inside and outside; report any usual faults found on any vehicle being repaired and take action to rectify them, after consultation with his/her immediate supervisor. If necessary, provide assistance in the rectification of breakdown faults and recovery of vehicles. As part of a team or with an international staff; assist in movement of vehicles by convoy from the sector to UNMIT HQ or other sectors;
If qualified, will be assigned to the workshop supply parts stores where the incumbent will be expected to assist in the receiving and inspection of spare parts; conduct physical inventory checks; prepare issue and handover voucher for spare parts; perform any other duty as assigned by the supervisor. The successful applicant would be expected to live in the general vicinity of the Regional Workshop to which he/she is assigned.

The GIS Assistant will compile, texture and graphic products, and electronic format of geographic data as well as other source data; update converted data and maintain the GIS Database; process and catalogue costumer request; assists the Chief GIS in coordinating meetings and visits with various UN and local agencies; perform clerical work and carry on daily routine.
