Health Alliance International (HAI) is an American based NGO that provides technical assistance to Ministry of Health of Timor Leste.

The office manager is responsible for administrative management of a USAID/ AuzAid-funded program to support the family planning, maternal and newborn care services of the Timor-Leste MoH. Duties include:
  • Administrative liaising with MoH,
  • Management of support staff,
  • Administrative reports,
  • Procurement
  • Human Resources and
  • Other administrative functions as needed.

Requirements
  • Strong organizational skills and ability to coordinate complex functions
  • Fiscal, office, and personnel supervision/management experience
  • Ability to use computer technology and internet.

Monitoring, Evaluation & Learning Coordinator

Catholic Relief Service/Timor Leste
CRS/TL seeks an experienced monitoring and evaluation practitioner to serve as the Monitoring, Evaluation and Learning (MEL) Coordinator to support the Country Program’s implementation and overall programming efforts.  A key component of this position will be to support internal learning.  The incumbent will be responsible for all programmatic monitoring and evaluation and information management associated with the program, ensuring that information collected is reflected upon, used to improve ongoing implementation, and is incorporated into consistently high quality reports.  The MEL Coordinator will provide training to partner staff in utilizing the project M&E tools, lead and coordinate the development of the Country Program’s M&E system and will ensure monitoring and evaluation of program progress and impact, in collaboration with field staff.

Specific Responsibilities:
  1. Provide Leadership and Strategy for the Monitoring, Evaluations and Learning Unit, including technical and analytical input to Head of Programs.   
  2. Program Monitoring & Evaluation and Assessments Design and implementation, including developing a systematic and realistic monitoring and evaluation system that captures quantitative and qualitative data to report on all program indicators.
  3. Set the methodology and coordinate the organization of program evaluation events including the baseline survey and the mid-term evaluation.  Lead field tests of the M&E system to ensure its effectiveness and subsequent revisions prior to the finalization of the systems.
  4. Information Management and develop a system to track key monitoring data which synthesizes data from all program partners. Develop quarterly and annual data fact sheets to help program managers and partners use data that is generated and share data with a wider audience.
  5. Program Reporting on key program results and coordinating inclusion of M&E progress on indicators into narrative program reports with each Program sector head and the Head of Programs.  Lead the documentation and reporting of assessments, diverse program data, lessons learned and best practices for dissemination to other agencies and interested parties.
  6. Capacity-building and Learning:  Lead training sessions on M&E for CRS/TL partners and CRS M&E staff and ensure post-training plans are monitored.

Qualifications and Skills:
  1. Masters Degree in Economics, Development Studies, International Relations or relevant field.
  2. Minimum 6 years of progressively increasing program management responsibility in Timor Leste.
  3. Significant experience in conducting quantitative and qualitative assessments and surveys, implementing or managing relief or development programs.
  4. Experience in facilitating the capacity building efforts of diverse colleagues.
  5. Proven experience in designing and managing M&E systems.
  6. Prior management of significant USAID funding required.
  7. Strategic vision and capacity to oversee vast and complex systems required.
  8. Experience with participatory methods and partnerships required.
  9. Proven ability to think strategically.
  10. Flexibility to work both in a team and independently.
  11. Ability to travel to the field as required; estimated 30% of time in difficult areas.
  12. Proficiency in Microsoft Office suite, (including Word, Excel, Power-point and Outlook), SPSS, required.
  13. Excellent communication skills, verbal and written
  14. Fluency in English
