On behalf of the Timor-Leste Ministry of Education, the New Zealand Agency for International Development (NZAID) invites applications for the positions of Inspectorate Advisor.

The Inspectorate Advisor(s) will be based within the Timor-Leste Ministry of Education and will be accountable to NZAID and the Ministry of Education.

The objective of the role is to assist the Timor-Leste Ministry of Education to build the capacity of the Inspectorate and to improve the quality of education. The assignments will support the programme goal of achieving ‘a National education system that is well coordinated and managed, and able to meet the needs of society and all the people of Timor-Leste.’

The two Inspectorate Advisors will work as a team, drawing on their respective strengths. Particular experience and knowledge of pedagogy and / or financial and investigative processes is desirable.

Eligibility Criteria:

  • Fluent spoken and written English language skills
  • Minimum of 2 years experience of monitoring school quality

About CARE International Timor Leste (CITL)

CARE International Timor Leste (CITL) has been operating in Timor Leste since 1994. Its primary focus is long-term sustainable development projects in the areas of agriculture and drought preparedness; primary school education and children’s rights promotion; community health and nutrition; capacity building for local partner organizations and local and national government staff; urban community outreach and peace building; micro-enterprise and employment generation; and women’s participation and gender equality.

Purpose of position

The Human Resource Manager plays a key role in the strategic and operational management of human resources at CARE International Timor Leste. As a member of the Senior Management Team, the HR Manager contributes to overall direction setting and management of the organization and its staffing needs. The HR Manager then designs, develops and reviews policies, processes and programs to support achievement of CARE’s HR goals, mainly in the areas of attraction, retention, performance management and development of staff.

In addition to this strategic focus, the HR Manager is responsible for ensuring the efficient and effective delivery of all HR services for CARE, including recruitment, orientation, payroll, leave management, disciplinary action and records management.

The Human Resources Manager is responsible to the ACD Finance and Admin. Currently two staff report directly to the HR Manager: an HR Assistant and a Project Officer.

Essential Selection Criteria:

  1. At least 3 years experience in a senior human resources management role.
  2. At least 3 years experience supervising staff.
  3. Demonstrated ability to influence senior national and international staff.
  4. Demonstrated interpersonal skills, sound judgment, and planning.
  5. Highly developed communication skills, including excellent oral and written English communication skills.
  6. Strong training presentation and facilitation skills.
  7. Competence in using information technology including word-processing, spreadsheets and communications technology.
  8. Willingness to travel out of Dili when required.
  9. Proven track record of quality performance in high pressure environments.
  10. A commitment to continuous improvement and innovation.

Desirable Selection Criteria:

  1. Experience designing and delivering training programs for national and international staff.
  2. A degree in HR management or related field.
  3. Demonstrated experience in designing and implementing new HR policies and programs.
  4. High level research and analytical skills.
