Role

The Project Senior Assistant will assist the Project Associates in implementing all elements and aspects of the Matchmaking project of the Peace Dividend Marketplace (PDM). Female candidates are strongly encouraged to apply.

Responsibilities

The Project Senior Assistant will report to the Project Associate and be responsible for assisting the Project Associate in overseeing and implementing all field aspects of the Matchmaking project.

In particular, the Project Senior Assistant will:

· Assist the Matchmaking Associate in developing detailed list of the common procurement needs of international agencies, particularly among the international agencies operating in Dili.

· Assist the Matchmaking Associate and other project team members in collecting data about local SMEs to identify goods and services that can competitively match the operational needs of the international agencies based on the list of procurement needs. The “common services” identified by the United Nations will receive particular attention. Examples could include construction materials, office supplies, transportation, food stuffs, and even IT.

· In coordination with the Verification team, help identify local small and medium enterprises (SMEs) with a demonstrated ability to provide these goods and services, and establish partnerships.

· Assist the Matchmaking Associate in providing matchmaking services to procurement managers by matching their current overseas procurement to potential local alternatives.

· Develop marketing programs and tools for the Matchmaking program to facilitate individual international staff and visitors to make purchases from local businesses.

· Maintain records and prepare reports regarding Matchmaking activities, including number of businesses consulted, number of matches created, value of contracts facilitated, and jobs created.

· Supervise, maintain and update information on blogs: Serbisu blog, Aluga Uma blog, Kareta blogs, etc.

· Attend training courses and capacity building events as instructed.

· Perform other related duties as required.

Qualifications

· University degree in a relevant field and/or substantial professional experience in senior positions (i.e. Masters/3 years experience, Bachelors/5 years or Secondary certificate/10 years)

· Experience developing marketing programs and tools such as brochures, posters, and advertisements

· Experience marketing to international audiences

· Knowledge of the Timorese business community and industries

· Solid presentation skills

· Confidence and ability to meet with high level executives, officials and donors

· Experience with basic MS Office programs such as Word, Excel, and PowerPoint

· Familiar with Outlook and other internet related applications

· Fluent in Tetum and English (required), knowledge of Bahasa Indonesia, Portuguese and other Timorese languages (desirable)

· Strong organizational skills

· Specialized training in Administration and/or Business Administration would be an asset

· Basic knowledge of logistics would be an asset

· Good interpersonal skills and team working ability

Location

Dili, Timor-Leste, with periodic travel to districts.

Duration

Probationary term of three months, with extension up to June 30, 2010 and further based on funding.

GENERAL DESCRIPTION OF THE JOB:

Programme Coordinator for a 3 year development programme entitled "Participative and effective Budget Monitoring in East Timor through an enhanced Civil Society", to be implemented by Luta Hamutuk, and funded by the European Commission (EC) and CAFOD.

The Programme Coordinator will be responsible for overall monitoring and evaluation and reporting of the project, liaison and coordination with CAFOD and other international associates on project implementation, and building the capacity of Luta Hamutuk in managing institutionally-funded projects. The post holder will have responsibility in conjunction with CAFOD staff for ensuring compliance with EC operational, monitoring and reporting requirements.

DUTIES AND RESPONSIBILITIES:

Monitoring and Evaluation, and Reporting: The Programme Coordinator will have overall responsibility for monitoring and evaluation, and reporting to CAFOD. This will include the provision of technical support and guidance to Luta Hamutuk to develop and ensure the effective roll-out and implementation of monitoring and evaluation systems, and being responsible for the production of timely and accurate reporting to donors on programme progress and impact.

Capacity Building and Mentoring Support: In the course of the programme, to actively build the capacity of Luta Hamutuk in managing institutionally-funded programmes, including in areas of team planning, monitoring and evaluation, narrative and financial reporting, financial management, grant management and compliance, and accountability to programme beneficiaries and other stakeholders.

Ensuring compliance with EC contract requirements: The Programme Coordinator will support grant management and will have responsibility in conjunction with CAFOD and Luta Hamutuk staff for ensuring that the project is carried out in full compliance with EC contract requirements and that all funds are used accountably.

POSITION IN THE ORGANISATION:

The Programme Coordinator will be managed by, and report to, the Director of Luta Hamutuk. They will have an additional line of reporting to CAFOD.

Background of the Project

The Government of the Timor Leste has received International Development Agency (World Bank – IDA) grant together with AusAID Trust Fund Grant for the Health Sector Strategic Plan – Support Project (HSSP-SP). The overall objective of the project is to improve the quality and coverage of preventive and curative health services, particularly for the women and children, in order to accelerate the progress toward the Health Millennium Development Goals (MDGs). Specifically, the project aims to improve accessibility to and demand for quality health services, straighten management, human resource development, and support systems, and improve overall coordination, planning and monitoring.

The health sector has been among the best-performing ministries in terms of performance and budget execution, but the recent increases in government revenues poses a challenge to ensure efficient utilization and execution of both budgetary resources and international assistance, particularly at the district level.

Monitoring and Evaluation Technical Support position is established within the Department of Planning, Monitoring and Evaluation under the Directorate of Planning and Finance, MoH to capacitate the mentioned Department staff in the development of necessary M&E tools, guidelines policies and to provide training on data management and implementation of the routine monitoring activities for the MoH programs and projects.

As this activity complementing one of the main objectives of the Ministry of Health’s policy from 2009 onwards, this fundamental component will address critical gaps in supporting and scaling up the national response in various aspects including the following objectives:

a. To promote and increase local capacity performances in Monitoring and Evaluation System;
b. To improve and increase motivation for all local health professionals;
c. To ensure that Data and Information about health are available and accessed anytime;
d. To provide reliable data and Information by improving National and District Health Information database;
Objective of the Assignment

The M & E Specialist will provide ongoing support in terms of setting up Monitoring and Evaluation Tools and Health Reporting Mechanism for Central Health Services, National Hospital Guido Valadares / All Referral Hospitals, SAMES, National Laboratory, Institute of Health Science and other personalized Health Institution and all Districts Health Services.

Duration of the Assignment

The assignment will be initially for a period of 12 month, subject to review of satisfactory performance at the end of first 3-month probationary period. After completion of 12 months, subject to a full performance review, the availability of funding and the circumstances of the Ministry prevailing at that time, an extension of the contract may be considered.

Scope of Services

The Monitoring and Evaluation Specialist is required to do the following:

1. General requirements

2. Specific Responsibilities

The main job of M & E Specialist is to provide technical advice on the development of comprehensive M & E Plan, M & E tools and guidelines, M & E policies for the implementation of the National Health Programs and Projects. Specifically, the Specialist shall work closely the Head of the Department of Planning, Monitoring and Evaluation, MoH, and other relevant Departments with MoH and technical partners, stakeholders, including WHO. The main responsibilities of the incumbent are:

  • To develop an integrated M&E Plan and M&E Tools for the Ministry of Health, Timor Leste.
  • In coordination with other relevant advisor, to develop M&E Software;
  • To work with M&E Officer within the Department of Planning, Monitoring and Evaluation to draft a comprehensive M&E Plan for Health Sector Strategic Plan – Support Service (HSSP-SP);
  • Develop M&E operational guidelines for HSSP-SP and other related programs and project that shall serve as reference guide for the Department of Planning, Monitoring and Evaluation and MoH staff for planning and implementation of M&E activities.
  • Develop training syllables and trainer’s guide for training on M&E activities for the Department of Planning, Monitoring and Evaluation staff specially and MoH generally, including Sub-Recipients of the HSSP-SP Grants.
  • Under the instruction of the Department of Planning, Monitoring and Evaluation and in collaboration with relevant Department of MoH, Support the implementation of monitoring and evaluation activities for the programs and project implemented by the Ministry of Health and Non Governmental Organizations as MoH counterparts.
  • Supported the Integrated Disease Surveillance System (IDSS) and Health Management and Information System (HMIS) to monitor the implementation of these systems, identify the gaps and provide recommendation to improve the system in terms of timeliness and completeness for the adequacy M&E purpose;

Institutional Arrangements

The M&E Specialist will work closely with the Head of Department of Planning, Monitoring and Evaluation as his/her counterpart on day to day basis.

The M&E Specialist will work under the supervision of Department of Planning, Monitoring and Evaluation, Directorate of Planning and Finance, MoH.

On contractual issues the specialist will report to the Head of Department of Partnership Management

Position will be based in the Capital City of Dili, Timor Leste, with intensive travel to District and Sub Districts/Health Posts.

Qualifications and Experience

It’s expected that the specialist will have the following qualifications and experience:

1. Master in Public Health or equivalent;
2. At least 5 years experiences in the area of Monitoring and Evaluation;
3. Skills and experience in Monitoring and Evaluation of Health Programs;
4. Experience working in developing countries;
5. Understanding of Health Service Management;
6. High level analytical and problem skills solving;
7. High level interpersonal and oral and written communication skills;
8. Skills in training and mentoring staff;

Project Background

The Ministry of Finance of the Government of the Democratic Republic of Timor-Leste is looking to recruit a Senior Management Adviser for State Finance for its Planning and Financial Management Capacity Building Program (PFMBP). PFMCBP is a five-year technical assistance program supported by a grant from the International Development Association and a co-financing Multi-Donor Trust Fund. The Program started in late 2006, and is scheduled to close in July 2011. PFMCBP provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency.

PFMCBP has assisted the Government of Timor-Leste take forward an important reform agenda. Key achievements include implementation of a major reorganization of the Ministry of Finance; strengthening public expenditure management through simplification and strengthening of treasury systems and processes, and increased delegation of authority to line ministries; improved revenue management, including increased transparency in tax administration and reinforcing Petroleum Tax administration; and a gradual improvement in macroeconomic planning. There are important challenges ahead as the Ministry of Finance implements a strong reform program in a capacity constrained environment. PFMCBP itself has a challenge to build capacity and enable an increased transfer of responsibility to Timorese public servants.

The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Consultative Council for Financial Management (also known as Senior Management Committee-SMC) chaired by the Minister of Finance. There is a dedicated Program Implementation Unit (PIU) that is responsible for day-to-day program management and implementation which has been integrated recently into the newly established Directorate General Corporate Services. A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

Scope of Work

Working with the DG to strengthen leadership and management capacity through:

  • On-the-job-training, coaching, and mentoring, including advice on business standards for DGSF;
  • Development of a DG-wide work program and a performance monitoring system;
  • Support to completing appointments for staff across the DG;
  • Support for implementing the staff performance management system and any other civil service reform measures around ethics, professionalism, accountability and transparency.

Managing consultants’ performance to ensure staff and institutional capacity development across all National Directorates of DGSF through:

  • Supervision of and reporting on implementation of the Institutional Development Capacity Building Plan in DGSF.
  • Assistance in monitoring and evaluating capacity building activities of consultants in DGSF.
  • Management of consultants in DGSF, including implementation of the program’s performance management system for consultants.

Providing operational support as required through:

  • Provide advice to the Minister and technical support to the State Finances Director-General in the areas of expenditure review, budgeting, treasury-related issues, payroll, audit and procurement services, asset management and Management Information Systems; including multi-year fiscal planning and expenditure control frameworks;
  • Assist the Director-General in the discharge of his responsibilities and functions and support the Director-General and National Directors with the efficient management and coordination of the technical assistance extended within the Branch;
  • Provide continuity and direction in the absence of senior national staff within the General Directorate of State Finances;
  • Assist the National Directors and other line managers under the hierarchy of the structure of the State Finances to accomplish their day to day tasks better;
  • Provide support and active contribution in the work and responsibility of the Consultative Council for Financial Management (also known as Senior Management Committee-SMC) of the MOF;
  • Provide overall support to the goal to improve the operational management of the Ministry of Finance;

The Senior Management Adviser for State Finances will provide monthly Work Plan Progress Reports to the Director General for State Finances, and PFM Adviser to the Minister, with copy to PIO, on the progress and/or completion of the activities outlined in the Work Plan.

The Adviser will provide an End of Assignment report to the PIO, with copy to the Director General for State Finances, and PFM Adviser to the Minister, no later than 10 working days prior to the end of contract.

Performance Evaluation

Performance of the Senior Management Adviser for State Finances will be assessed by the Director General for State Finances and the PFM Adviser to the Minister in accordance with the performance review framework for advisors in place in the Ministry.

There is probation period of three months.

Background of the Project

The Ministry of Health of Timor-Leste has received International Development Agency (World Bank – IDA) grant together with AusAID Trust Fund Grant for the Health Sector Strategic Plan – Support Project (HSSP-SP). The overall objective of the project is to improve the quality and coverage of preventive and curative health services, particularly for women and children, in order to accelerate progress toward the health Millennium Development Goals (MDGs). Specifically, the project aims to improve accessibility to, and demand for, quality health services, strengthen management, human resource development, and support systems, and improve overall coordination, planning and monitoring working within the Ministry of Health system.

Background to Position

When Timor-Leste emerged from conflict, it faced the challenge of rebuilding its health system from the ground up. Over 75 percent of health infrastructure was damaged or destroyed, and many senior-level staff, including some 85 percent of doctors, left the country. Preventive services such as immunization were effectively brought to a halt, despite attempts on the part of non-government organizations (NGO) to provide health services during the transition.

Since that time, rapid progress has been made in rehabilitating the health system, due in large part to an early focus on developing a realistic, pro-poor policy framework. The Ministry of Health (MOH) has responsibility for the provision of health services. A Health Policy Framework, Health Strategic Plan and Medium Term Expenditure Framework have been developed and approved, and the rehabilitation of facilities is nearing completion for the most part in accordance with the service delivery system defined in the policy framework. Systems for managing the human and financial resources needed to deliver the planned level of services to the community are being refined, and access to primary health care services has increased considerably. Many challenges remain, however. Prioritization of spending in the health has been essential to maintain the Government’s desired emphasis on cost-effective and pro-poor health care services that improve the health status of its citizens.

Objective of the Assignment

The purpose of this assignment is to support the Ministry of Health National Directorate of Hospital Services and Referral:

(i) To implement a system of policies and procedures to define appropriate standards of patient care, and delivery of services in the Hospital Services Package;

(ii) to define and implement an accountability system for patient outcomes, financial management and supply functions

(iii) to analyse staff and management professional development needs and develop a feasible plan for implementing strategies to meet those needs;

(iv) if appropriate, to assist the Ministry and/or hospitals to develop twinning relationships with appropriate institutions in neighbouring countries by identifying potential candidate institutions, supporting the Ministry in making initial enquiries, and in the development of appropriate contracts or memoranda of understanding to sustain the relationship;

(v) to advise on a framework for monitoring and evaluating progress in the implementation of the plan.

Scope of services:

The advisor, under the direction of the Director, National Directorate of Hospitals Division of the Ministry of Health will:

1. Work with the Directorate, to further develop Hospital based policy/procedures to improve professional standards and patient safety. These should be applicable to the whole hospital system but be tested in the 5 referral hospitals.
2. Advise on building and implementing accountability systems starting with clear accountabilities for patient care and outcomes, financial management and supply functions.
3. Support management in developing skills
4. Advise on strategies for staff professional development ( on the job)
5. With the Directorate, propose a practical system for monitoring and evaluating progress in implementation of these systems and management and staff development activities;
6. Support twinning arrangement activities between hospitals in Timor–Leste and Overseas.

The Advisor

The advisor will have comprehensive practical experience in the implementation Basic Package of health Services- essential services for hospitals, service delivery at the hospital level, strong management and clinical management and a demonstrated capacity to work effectively in cross-cultural settings. The consultant will have appropriate qualifications in hospital services management and a demonstrated record of achievement in management improvement, ideally in countries that have similar structural and capacity issues.

Activities

A 2 year contract is envisaged, with the initial analysis phase to take three months, following which a workshop of Ministry and Hospital managers, and World Bank technical and hospital advisors will agree detailed priorities, timelines and deliverables for the remainder of the assignment.

Policy Matters

The exit strategy of the Hospital Service Package Commission should be incorporated in the elaboration of policies and procedures.

Working with the Directorate to provide advice with future Hospital based policy/procedures to improve professional standards and patient safety.

Technical and Management

By developing an operational document for HSP implementation using structures, organs and functions at the National Directorate and Hospitals, provides an enabling environment to the improvement of management of hospitals so they function effectively and efficiently as part of the health system.

The annual planning process of all hospitals should be done with the inclusion of the Directorate. The methodology and processes in the development of a common plan with the Directorate is essential.

The technical areas addressed by the Hospital Service Package Commission should be taken up as a guide and initial tool in selection of technical strategies.

Supervision/Coordination

The Advisor will facilitate the establishment of the links between the Hospital and the PHC service delivery system. A communications strategy to enhance supervision and coordination is a priority for the adviser to develop with the Director and the three departments at the Directorate.

Transfer of Knowledge

One of the core responsibilities of the Hospital Advisor is to establish an effective strategy to improve the capacity of the Hospital Management team in order to implement and maintain effective and quality service delivery. The Advisor is expected to develop an appropriate skill transfer program whereby through on-the-job training, distribution of tasks between the advisor and hospital management team.

Probation Period:

3 months from time of engagement. Prior to the completion of this period, the Ministry will decide if to continue the services of the consultant or not. If services are to be terminated, then 30 days notice will be provided, during this time the consultant is to handover all information, material, data and equipment relating to the service and in his/her position, to a person nominated by the Ministry.

Performance Assessment:

At the end of the contract period or annual basis, whichever is the lesser; the Ministry will provide an assessment of the Consultant’s performance and provide a written summary.

Data, Local Services, Personnel and Facilities to be Provided by the Borrower

The Ministry of Health will provide the following items for use by the consultant:

a. Office space within the National Directorate of Hospital Service Referral, office furniture and access to office equipment, phone and email.
b. Vehicle for travel outside of Dili only (not private use)
c. Rooms, as required, for training and meetings.
d. Consumables related to normal performance of services, including training.

Essential

1. A Masters in Hospital Management or Masters in Health Management.
2. At least 10 years of experience in a hospital management in a resource poor or fragile states environment.

Reporting:

On a day-to-day basis the advisor will report to Dr. Ana Magno, the National Director of the Hospital Services and Referral, with frequent contact with Director Heads of Dili National Hospital and Referral Hospitals. Background Information:

Human trafficking, the improper acquisition of people for the purposes of their exploitation, affects all regions of the world. As many as 800,000 people are trafficked across borders every year, with many more trafficked within the borders of their own countries. Trafficked persons experience serious violations of their human rights at the hands of their traffickers as those who exploit them, including physical, sexual, and psychological violence.

Timor-Leste is a destination country for trafficking of women and men for the purposes of labour and/or sexual exploitation from neighboring countries, and is also affected by internal rural-to-urban and district-to-district trafficking in Timorese women and children. As the leading international organization combating human trafficking, IOM works to assist the Government of Timor-Leste (GoTL), national civil society, and service providers to prevent human trafficking, protect and assist trafficked persons, and investigate and prosecute trafficking offenses.

Project Description:

The project aims to assist the GoTL and concerned stakeholders to develop national capacities to prosecute trafficking offenders and to provide legal protections to victims of trafficking; to improve the quality and quantity of protection and assistance services available to trafficked persons; and to increase institutional capacity and coordination. These objectives will be reached through an expert legal review of the current legal framework, recommendations for improvement, and the initiation of an anti-trafficking legislative drafting process; through the establishment and operation of a shelter and an assistance fund for trafficked persons; and through targeted training of law enforcement and service provider personnel, as well as through support for networking and coordination fora.

General Functions:

The consultant will provide technical legal assistance to enable IOM to support the Government of Timor-Leste in developing a comprehensive anti-trafficking legal framework In line with international standards. In particular, he/she will:

  1. Review current anti-human trafficking legal framework in Timor-Leste.
  2. Draft set of recommendations for comprehensive legislation.
  3. In coordination with the Inter-Agency Trafficking Working Group, establish legal working group inclusive of key government and civil society actors.
  4. Develop curriculum for legal working group with a focus on international standards and a comparative assessment of national anti-trafficking legislation from other countries, with a focus on South East Asia.
  5. With support of project staff, undertake planning and logistical preparations for sensitization workshop for legal working group and conduct sensitization workshop.
  6. Conduct not less than four periodic legal working group drafting and advocacy sessions.
  7. Together with legal working group, develop outreach activities targeting government, civil society, and community leaders to sensitize them on the need for anti-trafficking legislation.
  8. In coordination with legal working group, conduct not less than three sensitization sessions.

Deliverables:

  1. Report assessing current legal framework in Timor-Leste, including recommendations for its improvement in light of international standards for protection of trafficked persons and prosecution of traffickers (+30 days).
  2. Document containing names and contact details of individuals who will comprise legal working group, supported by letters of appointment provided by each individual’s Ministry or agency (+60 days).
  3. Agenda and curriculum for sensitization of legal working group members, including materials on international standards in anti-trafficking legislation and a comparative assessment of national anti-trafficking legislation (+75 days).
  4. Report on sensitization workshop for legal working group, including names and contact details of participants, and outcomes of the workshop (i.e., knowledge assessments, recommendations, programmes of action, etc.). (+90 days)
  5. Periodic reports detailing results of each legal working group drafting and advocacy session (within 7 days of each session)
  6. Following the conclusion of legal working group drafting and advocacy sessions, draft anti-trafficking legislation for Timor-Leste (+120 days).
  7. Document detailing outreach strategy for sensitizing government, civil society, and community leaders on the need for anti-trafficking legislation (+100 days).
  8. Periodic reports detailing results of sensitization activities (within 7 days of each session).
  9. Monthly reports detailing consultant’s activities for the period, including details on meetings held and meeting outputs, identification of key cooperants and counterparts, and identification of challenges and successes during the reporting period (+30, +60, +60, +120, and +150 days).

Desirable Qualifications

Education and Experience

a) Advanced university degree in law with demonstrated expertise in international, civil law, and international human rights law;

b) five years progressively responsible experience in providing legal advice to government and civil society stakeholders;

c) previous experience in post-conflict and/or South East Asian countries will be considered an advantage;

d) familiarity with, and previous experience working on, human rights issues;

e) experience working on counter- trafficking issues will be considered an advantage;

f) familiarity with international law and legislation, specifically the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, supplementing the United Nations Convention Against Transnational Organized Crime.

a) Excellent communication skills, both written and verbal;

b) proven ability to review and draft legislation;

c) ability to work at strategic and policy levels, including in politically sensitive environments;
