IOM, Seeking staff for Timor-Leste's first soap opera, Deadline 25 June 2009

IOM is making an ambitious 20-episode soap opera for Timor-Leste, with the intention both to 1) entertain and 2) generate reflection about community conflict following the 2006 crisis. Soap operas have been used with great success around the world for spreading information, and now Timor Leste will have it's own!

As such we are looking to fill the following positions for our Production Unit. We are looking for creative, technical and administrative roles, with preference (but not limited to) Timorese nationals. The roles are as follows, with much more detail in the attached job descriptions:

Location: Timor-Leste - Dili

Purpose of Assignment:

The main purpose of the consultancy is to collect base line data on the profile of salt boilers and salt distributors in Timor Leste covering data in social-economic, demographic, productivity, and marketing system that will be used for preparation of the production of generic iodized salt in order to accelerate USI. The obtained data on salt boiler profile that will be the basis for developing the approach, determine type of machinery required and establishing the association among these farmers and traders for the production of iodized salt in Timor Leste.

Work Assignments:

i. Develop survey design:
• Development of questionnaire/template, filed testing and adaptation into Tetum language
• Training of enumerators for on listing of respondents and how to implement listing mechanism, supervision of the data collection and data entry for establishing the List of Potential Respondent

ii. Conduct survey of salt profile boilers and traders:
• Ensure supervision of enumerators during data collection
• Conduct quality control during data collection
• Data management, cleaning, entry and analysis

iii. Prepare survey and consultancy report

Qualifications or Specialized Knowledge /Experience Required
• Advanced university degree in health, public health, nutrition or related field;
• At least 5 years of experience in conducting survey for health, nutrition, or demography including development of data collection tools, provide training, organize the enumerators, and develop template for data entry;
• Experience of working with government, NGOs, Development Partners and UN agencies;
• Proven good interpersonal communication and facilitation; analytical and report writing skills;
• Working experience in Timor-Leste is an asset
