NZAID Regional Advisors Deadline 2 September 2008

Timor-Leste Ministry of Education Capacity Building Programme – Regional Advisors

The New Zealand Agency for International Development (NZAID) is seeking four Regional Advisors for the Timor-Leste Ministry of Education Capacity Building Programme. The principal task of the Regional Advisors will be to build the capacity of Ministry of Education staff at the regional level to provide effective public sector education services. The four Regional Advisors will work as a team to build the capacity in the Ministry of Education’s five Regional Offices in Timor-Leste.

The assignments are scheduled to start October 2008 and will comprise nine months of work. There is flexibility to undertake the work over a 15 month period (October 2008 to December 2009). The Capacity Building Programme requires the Regional Advisors to work as a team at the Ministry of Education Head Office in Dili and for significant periods in the Regional Offices. There will be flexibility around the length of time spent in each location.

The Regional Advisors will work within a broader team of NZAID technical advisors comprising a Team Leader, Human Resources Advisor and other short-term technical advisors who will join the team as required by the Capacity Building Programme.

Consultants should have the following:

· Specific technical skills required for the position, including relevant qualifications and experience in: capacity building, education sector management, administration and planning, analysing and designing administrative systems, human resource management and development

· Ability to work effectively in partnership with key counterparts and stakeholders, with a particular focus on skills transfer and capacity building, and identification of capacity building needs

· Strong written and verbal communication skills, especially in cross-cultural settings, with relevant language ability

· Experience of working in developing countries, preferably in South East Asia and/or the Pacific; an understanding of the implications of working in a ‘fragile state’; and knowledge and experience of Timor-Leste, particularly in the education sector

· Ability to work effectively in a team and contribute to a positive team environment.

Reporting and Development Officer (F/T or 0.8 EFT)

Context:

Main Activities:

• monitoring service delivery across the company for measurement of performance delivery;

• development annd management of information systems and databases to record service delivery activity and compliance with guidelines and service goals;

• preparatiion of reports and policy advice regarding standards of service delivery across CHL regional and business units ;

• preparation of rental remittance and other service deliverry reports as required by CHL contracts with Government, and partnership organisations;

• producing tenant satisfaction report, including ensuringg client feedback is validated through interviews;

• monitoring of accrediitation systems as implemented by the company such as National and State Housing Standards; and

• other duties as required. >

Key Skills & Selection Criteria:

• Several years experience in a Housing related position;

• High level of skill in data analysis;

• Excellent communication skills both written and verbal; <

•¢ Experience and skills in analysis and reporting on data;

• Experience in providing advice around service delivery standards;

• A sound knowledgge of computer technology, including proficiency in MS Office applications and databases;

• Ability to work under direction while maintaining initiaative

• Proven organisational and time management skills

• Ability to work autonomously, whilst also being a constructive team member.

The Asset Manager is responsible for assisting the CHL Group of Companies in providing timely and effective client-focused services and strategic policy direction and advice in the area of assets management.

Reports To:

Financial Controller

Main Activities:

• Provide advice to the Finance, Project, Construction and Housing Services Business Units on aspects of asset management and asset maintenance programs.

• Develop and implement an effective asset managgement strategy for the company.

• Lead the development and implementationn of standards, guidelines, policies and procedures relevant to the management and maintenance of assets.

• Provide authoritative advice and implemeent policy and recommendations on asset maintenance and management issues for consideration and approval by senior and executive management and internal and external stakeholders.

• Ensure the Asset Management System and rreporting systems are maintained to ensure the data integrity to effectively support the business requirements in regard to asset maintenance and management programs.

• Manage the annual asset maintenance program and propeerty management services in line with company procedures, guidelines and frameworks.

• Coordinate the formulation, approval and reporting on annual budgets and funding initiatives to support the delivery of the annual asset maintenance program.

• Liaise and negotiate with relevant Business Unitts as well as professional/technical consultants in regard to the asset maintenance program.

• Convene and Asset Management Reference Group to coorddinate efforts across Business Units and inform procurement and divestment strategies.

• Manage strategic asset management initiatives such as thee development of an annual Strategic Asset Maintenance Plan for inclusion with the company’s Asset Strategy.

• Manage the development and immplementation of policy, procedures and guidelines for the maintenance and management of leased and/or owned land and building assets.

• Regular valluation of assets at market rates.

• Manage sinking fund.

• Undertake otheer asset management projects and work assignments of a complex nature, as required.

• Knowlledge and ability in developing and maintaining asset registers, asset management systems, plans, policies and procedures.

Typical Experience:

Qualifications:

Relevant tertiary education, such as civil engineer will be an advantage.

Seletion Criteria

Selection will be based on the following selection criteria; however reference will also be made to other listed skills, knowledge and attributes as required in the position description:

• Demonstrated expeerience in asset management and maintenance with respect to building and land;

• Demoonstrated experience in asset management and maintenance software;

• Proven ability to pprovide strategic advice and recommendations concerning the management and maintenance of assets;

• Proven administrative skills including computer skills to underrtake asset management (word processing, spreadsheets and database manipulation);

• Provven ability to communicate effectively with a range of stakeholders from different backgrounds and cultures; and

• Proven experience in the development and implemmentation of asset management programs, policies, procedures, guidelines and strategies.

Project: INFUSE – Inclusive Finance for the Under-Served Economy

  1. Background:

The INFUSE is implemented jointly by UNDP and UNCDF from 2008 to 2012 aiming to contribute to the achievement of the Millennium Development Goals (MDGs), in particular the Goal 1 of cutting absolute poverty in Timor-Leste by one third by 2015, by increasing sustainable access to financial services for the poor and low-income population (“Bottom of Pyramid” (BOP)), both male and female. This project is managed by the Poverty Reduction and Environment Unit (PREU) of UNDP Timor-Leste and UNCDF. The administrative and finance assistant will be responsible for providing administrative support for the smooth implementation of INFUSE and perform the following duties and responsibilities:

B. Duties and Responsibilities:

The Administrative and Finance Associate will be working under the direct supervision of the National Project Officer (NPO) of the INFUSE. The administrative and finance Associate will perform the following tasks:

· Provide assistance to CTA in the administrative matters related to INFUSE

· Provide assistance in recruitment, procurement, payment and reporting activities.

· Preparation of letters, memos, meeting invitations, and other correspondence.

· Maintenance of the filing system ensuring safekeeping of all records, reports, .correspondence.

· Compilation and preparation of briefing and presentation materials, speeches, background information and documentation for meetings and missions.

· Contacts with visitors and staff, arrangement of appointments and meetings, acting as an interpreter when required and/or taking minutes.

· Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution.

· Arrangement of vehicle transportation, regular vehicle maintenance and insurance.

· Undertake the accounting works of the project.

· Organize day-to-day financial administration works.

· Organize regular budget revisions updating estimates on expenditures for the current year.

· Prepare quarterly and annual financial reports as per agreed work plan.

· Manage the petty cash

· Ensure procedure compliance and accountable financial management

· Perform any other tasks as may be required by the CTA.

  1. Competencies and Critical Success Factors:

· Good knowledge of administrative and financial rules and regulations.

· Strong IT skills, knowledge of office software packages and Atlas.

· Ability to perform a variety of standard specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported.

· Ability to review a variety of data identifies and adjusts discrepancies, identify and resolve operational problems.

· Highly self motivated and able to work efficiently with little direction and supervision.

· Strong interpersonal skills and ability to handle visitors, phone calls with tact and courtesy

  1. Recruitment Qualifications:

· Completion of university degree in office management and administration or secondary education with 5 to 7 years of relevant experience in administration or programme support service is required.

· Specialized training in office management and administration is highly desirable.

· Experience with the UN organization/agency is an asset.

· Fluency in oral and written English and Tetum is essential. Knowledge of Portuguese or Bahasa Indonesia is also an advantage.
