General Overview of Position

UNFPA Timor-Leste has been providing support to the country since 1999. It is one of the UN Agencies committed and actively supporting the national government focusing on 3 Programs: Reproductive Health, Population and Development and Gender.  The RH program is providing support to the Ministry of Health through the Maternal and Child Health focusing on Safe Motherhood, Family Planning and Emergency Obstetric Care(EMOC). CO also supports BCC strategies of MoH working closely with MCH and Health Promotions Department.  Last year as sub recipient of Global Fund, it supported a local NGO(FTH) actively working on HIV prevention among FSW and MSM in terms of Management and Financial support. Currently UNFPA is supporting the HIV in Prison Project implemented by local NGO. As part of Reproductive Health – Adolescent Reproductive Health is a new endeavor of UNFPA CO. It was launched in late 2007 and activities started in 2008. It is for these three programs that UNFPA Timor Leste seeks an HIV/ARH /BCC National Officer.

PURPOSE OF THE POST:
Under the overall guidance of the Country  Representative and direct supervision of The Reproductive Health Officer of UNFPA Timor Leste Country Office, the incumbent will work closely with counterparts at the Ministry of Health - Maternal and Child Health Department, HIV Unit of the Communicable Disease Control Department, Health Promotions Department and the Ministry of Education Curriculum Development Directorate.

MAIN DUTIES AND RESPONSIBILITIES:
§         Effectively manage Adolescent Reproductive Health and HIV program component within the umbrella of RH Program. Assists in the development of the Youth Friendly Health Service National Guidelines and ASRH incorporation in the Secondary curriculum in the country.

§         Actively participate  in  relevant thematic groups and meetings particularly the Country Coordination Mechanism Meetings and ARH/Health Education/BCC working group meetings available in the country and provide support to government counterparts in strategic policy discussion.
§         Assists the RH Program Officer in preparation of work plans and reports in areas of HIV/AIDS, ARH and BCC.
§         Work closely with government counterparts to ensure the availability of adequate capacities for an effective multi-sectoral response to HIV/AIDS which includes all key government partners at national, regional and district levels.
§         Support the development of strategic work plans for the attainment of government’s priorities in the areas of HIV/AIDS, ARH and BCC.
§         Assists in strengthen the monitoring system available in the Ministry of Health/Ministry of Education for periodically assessing the impact of interventions such as community dialogue and Focus group discussions.
§         Support the RH Program Officer in the management of performance indicators, routine administration, coaching of National ARH/HIV/BCC staff in MoH and help in identification of new strategic policy directions for ARH,HIV/AIDS and BCC as necessary.
§         Focal point in fostering linkages with other RH Programs like BCC, Safe Motherhood and Family Planning and other UNFPA Programs like Population and Development and Gender.

Context
Peace Dividend Trust fosters and implements innovations in peace and humanitarian operations. We are a non-profit foundation dedicated to making aid missions more efficient, effective and equitable, delivering a stronger peace and a larger peace dividend.
Only a small fraction of contracts for goods and services in Timor-Leste are awarded to local companies. International organizations active in Timor-Leste source most goods and services abroad, or through large international companies operating in Timor-Leste. With an innovative approach, PDT is working together with local businesses, associations and international buyers located in Timor-Leste to increase local procurement in order to benefit the local private sector and economy.

Responsibilities and Duties
·         Develop a communications strategy/marketing plan that increases the visibility of Peace Dividend Trust and the Timor-Leste Marketplace project to two key stakeholder groups: international buyers and local vendors.
·         Direct research on market-related topics including key sectors and sub-sectors in Timor-Leste, procurement procedures of international buyers, and other relevant business development topics.
·         Manage advertising, the “Buy Local” promotional campaign, and events such as vendor fairs and conferences.
·         Develop innovative ways to promote local procurement through social media.
·         Oversee corporate messaging, including talking points, written materials, and success stories.
·         Represent PDT among the international buyer community and at other key events as required.
·         Perform other duties as assigned by the Country Director.

Reporting Lines
Reports to the Country Director and coordinates with key staff as required.

Qualifications
            • Fluency in English and Tetun is required. Experience in translation would be an asset.

            • Minimum of 3 years work experience.
            • University degree in a relevant field. Master’s degree preferred.
            • Experience working with small and medium enterprises in Timor-Leste.
            • Experience in marketing, particularly in the use of social media.
            • Excellent communication skills (written and oral) as well as networking skills.
            • Demonstrable experience in the organization of large scale events such as conferences and trade fairs.

EDUCATION DEVELOPMENT CENTER (EDC).
Education Development Center Inc. (EDC), a US-based, non-profit education research and development organization, is implementing the USAID Prepara Ami ba Servisu (PAS) program in Timor Leste. This program works in partnership with local organizations to provide young, minimally-educated rural men and women with a high-quality, high-impact Workforce Development training and livelihoods support to increase employability, productivity and earnings capacity of rural youth.

We are currently seeking qualified, committed and persons to join our team:
1.       Administration and Facilities Coordinator
Duties
·         Ensure smooth operation and administration of Facilities, Fleet, Logistics, IT and Information  management systems
·          Ensure internal operations are fully compliance with USAID regulations and EDC internal policy.
·         Support high productivity and  team members have the equipment, materials and logistics support necessary to accomplish project objectives
·         Effectively coordinate administrative, contractual and operational aspects of facilities and fleet
·         Handle travel arrangements, visas and temporary accommodation and facilitate smooth on-boarding of new staff
·         Manage IT services and provide solutions to maintain 24/7 connectivity
·         Manage security services, staff movement board and serve as security focal point
·         Line manage, train, support and build the capacity of  5-7 operations support staff (drivers, caretakers, receptionist, operations assistant)

Supervisory level experience in Operations,  Office Management and Program Support required.  Experience and understanding of Organizational Development, HRM/HRD and ability to translate English-Tetun a plus.

2.      Sub-Grants Officer
Duties
Under the direction of the Sub-Grants Manager, work closely with Regional Program Manager and Monitoring and Evaluation sections to support  cross-section communication and synchronization of administrative, financial and contractual elements of the sub-grant program
Provide effective support, training and technical guidance to a local partners to increase capacities in financial management, accountability, compliance and transparency in both Dili and on-site locations (district travel up to 40% of time)
Ensure all aspects of sub-grant management are fully consistent with USAID compliance regulations, terms of sub-grant agreement and EDC policies and procedures.
·         Provide timely and attentive review and monitoring of the monthly financial reports, ensuring detailed review  of receipts, vouchers, cash forecast and liquidation.  Undertake compliance visits to district vendors as directed by the Sub-Grant Manager
·         Ensure complete and acceptable liquidation of fund advances prior to payment of further advances per obligation and incremental funding provisions of sub-grant agreements
·         Generate regular monthly report to Sub Grant Manager:  1) sub-grantee compliance with essential terms, specifically submission of timely and accurate financial and narrative reports; and 2) monitor sub-grant spending against cost centers and overall budget and obligated fund balance
 The successful candidate should have at least 2-3 years relevant experience from reputable organization. Familiar with USAID and/or EU regulations is a distinct advantage.  Strong financial and math skills, precision and attention to detail, diplomacy, and unquestionable personal integrity and strong references are required.  Ability to translate English-Tetum highly desired.  Attractive remuneration and opportunities for career growth await the right candidate.
