Job Vacancy: Inputs and Marketing Specialist

Background
Dezenvolve Setór Privadu (DSP) is a USAID funded program implemented by Development Alternatives, Inc. The program is focused on stimulating private sector growth through strengthening selected sub-sectors of the economy. The overarching objective for DSP’s business development activities is to increase the access by micro, small and medium enterprises to business services and to develop new commercial products and services available within Timor’s markets.

Objective
The Inputs and Marketing Specialist will work with the DSP Business Development Team to support agribusiness partners, focusing on expanding the access to inputs as well as marketing services and information.

The Inputs and Marketing Specialist will implement core activities under the direction and supervision of the Business Development Advisor. He/she will work to ensure that his/her tasks operate according to plan and that problems and progress are reported to the Business Development Advisor on a regular basis. He/she will closely monitor progress toward and be responsible for accomplishment of work plan activities and reporting on these accomplishments for input into DSP’s reporting against USAID performance measurement indicators.

Detailed Tasks
Activities include supporting businesses that provide high-value vegetable varieties to high-end buyers in Dili. Currently businesses have limited access to inputs necessary for efficient agricultural production. This limitation will be more constraining as the economy expands and the demand for high quality production increases. Additionally, the current lack of quality marketing services is a key deficiency in many agribusiness and other Timorese enterprises.

The consultant will be tasked with the following responsibilities in support of the development of input supplies and marketing services in Timor:
§ Conduct a complete and detailed assessment of the current agricultural input importers/suppliers in Timor. This assessment will include information on who the current suppliers are, what they are currently importing, how they are responding (or not) to market demands and assess their capacity to expand to serve as a prominent national input supplier of agricultural inputs.
§ Provide support to selected input suppliers on opportunities to import additional inputs and respond to market needs. Work closely with the input supplier to investigate international partners and provide support to the input supply company to build a professional relationship with these international partners.
§ Identify market opportunities for Timorese business service providers to support agricultural-based businesses. Building on experiences working with agribusinesses, link these companies to local service providers with skills and services that could improve their businesses.
§ Support DSP marketing activities. Provide additional marketing support, as needed, to DSP activities.
§ Contribute to project strategy for business development services, as requested.
In addition, the consultant will provide additional duties as requested by DSP’s Business Development Advisor.


Qualifications Summary

The following qualifications are mandatory:

1. Knowledge and Education
• Work experience in the implementation of donor assistance projects
• Experience in agriculture marketing
• Knowledge and experience in providing presentations and written reports
2. Job Skills
• Strong analytical and research skills
• Computer proficiency (in Word and Excel)
• Excellent report writing skills
• Excellent teamwork skills, including interpersonal and communication skills
3. Languages
• Good written and spoken English language abilities

Priority will be given to candidates with private sector employment history and to candidates with Indonesian and/or Portuguese language skills

FHFNZ, COMMUNITY SERVICES OFFICER, 20 June 2009

FHFNZ is seeking to hire 3 community services officers to deliver outreach vision screening and refraction services (including spectacle provision) in rural areas of Timor-Leste, with a focus on quality and a patient-centered approach.

Required Qualifications and Attributes:

· High school leaver certificate or University degree

· Fluent written and spoken Tetum (essential); ability to work in English and Bahasa Indonesian languages highly desirable

. Have driving license for motorbike and/ or car or willingness to get it

. Demonstrated ability in computer skills including Microsoft Word and Excel

SPECIFIC ROLES AND RESPONSIBILITIES

1. Undertake training in vision screening, refraction and spectacle dispensing (3 months).

2. Deliver vision screening and refraction services in rural districts of Timor-Leste (with an initial focus on Aileu and Liquica).

3. Consult with communities, MoH, NGOs and other stakeholders to ensure all are informed appropriately regarding the project.

4. Undertake necessary planning and coordination to delivery outreach services.

5. Manage the stock (eg spectacles) taken on outreach and implement a stock management system.

6. Be an active member of the Hollows NZ Eye Health Service Delivery Team.

This is a full time contract to start training in July.
