SUMMARY OF DUTIES:

The Senior FSN Project Management Specialist serves as principal assistant and advisor to an American Direct Hire based in Dili. Responsibilities include advising USAID/Timor Leste on all issues and programs pertaining to water and sanitation (watsan) in Timor Leste, such as: the Inter-Ministerial Technical Working Group sessions; the National Priorities Working Group #1 (for 2010); draft legislation and or policy; Government budgeting and planning; district and sub-district coordination; and Government/donor coordination. The incumbent supports the American Direct Hire in facilitating the coordination and integration of all USAID Health activities in Timor Leste. S/he provides oversight and mentoring for all USAID partners implementing environmental health programs in Timor Leste, and ensures that all related activities are coordinated with, complementary to, and supportive of the assistance activities of other U.S. Government Agencies, Timor Leste’s institutions, and with the international organizations and donors active in these areas. In fulfilling these responsibilities, the incumbent represents USAID and the USG to a diverse constituency and performs important liaison functions in the Health sector.  In the absence of the America Direct Hire s/he must be capable of briefing and advising the U.S. Mission Director on ongoing and planned environmental health programs as well as representing USAID and the USG at relevant meetings with Timor Leste and donor counterparts.

Major Duties and Responsibilities:

  • Engages in all phases of sector operations, including program planning, design, execution, and evaluation;
  • Oversees implementation and progress of the assistance mechanisms, traveling to project sites outside of Dili;
  • Ensures the financial resources required for effective implementation and performance of the grants are available and used in compliance with USAID regulations;
  • Assesses progress of contract/grant performance and frequently updates USAID on that progress;
  • Represents USAID to a wide variety of senior Timor Leste government officials, high-level representatives of local and international organizations, and foreign donors, including the United Nations, World Bank, Asian Development Bank and numerous bilateral donors;
  • In the absence of the America Direct Hire s/he must be capable of briefing and advising the U.S. Mission Director on ongoing and planned environmental health programs as well as representing USAID and the USG at relevant meetings with Timor Leste and donor counterparts;
  • Reviews proposals from local and international non-governmental organizations (NGOs) and other development partners, provides written evaluations and recommendations to the Mission’s OGD Health Team on the strength and relevance of each proposal, and obtains feedback from Timor Leste’s counterparts on proposals;
  • Carries out other tasks related to Mission Health sector programming as may be assigned by USAID/Timor Leste, including participating in the development of annual work plans, Mission strategic plans, Operational & Performance Plans, and other reporting documentation for Timor Leste;
  • Continuously gathers reports on, and evaluates information related to political, socio-economic developments, host-country policies, personnel changes, and other events which could impact USAID programs and operations;
  • Provides technical assistance to NGOs on regulations and requirements specific to USAID grant award procedures and ensures all necessary documentation is accurate and available;

Desired Qualifications: A University Degree in a medical-related program preferred, or in natural science, political science, economics and/or related disciplines. Should be capable of rendering professional-technical insights and advice to his/her American Direct Hire Supervisor.

Background:

The UNFPA Timor-Leste seeks a Technical Specialist – Reproductive Health for the Maternal and Child Health Department of the Ministry of Health to provide appropriate technical guidance and support to the head of the department in the assessment, planning, implementation, monitoring, evaluation and reporting of all aspects of the Timor-Leste Reproductive Health Programme. S/he will dedicate majority of his/her time for capacity building of national MCH programme officers, including staff of the District Health Management Team and Hospitals, to ensure the technical quality of the program, achievement of program objectives and further expansion of the Reproductive Health Program.

Organizational Setting

Under the Supervision of the UNFPA Representative for Timor-Leste the incumbent will provide technical support to the Ministry of Health in strategic planning and execution of RH and Maternal and Child Health activities including review of the national strategies, guidelines preparation, capacity building and implementation of strategies, including the following tasks:

  1. Comprehensive review of the National RH Strategy during the first 3 months of the assignment.
  2. Provide technical support to the Mother and Child Health Department in the management, budgeting and monitoring reproductive health related programme activities as well as implementation of agreed corrective actions.
  3. Provide substantive advice and technical support in improving formulation and implementation of national policies and strategies to address reproductive health needs in the country.
  4. Provide technical support in developing guidelines and standards to strengthen the provision of reproductive health care in the country.
  5. Participate in capacity development of national health providers by providing technical support in coordinating training activities, revising national training curricula, materials and guidelines, and identify health providers’ training needs in the area of reproductive health.
  6. Ensure the implementation of BCC strategies and materials in the area of reproductive health
  7. Ensure that Reproductive Health activities are well integrated in SISCA activities
  8. Participate in environmental scanning in support of the national reproductive health and maternal and child health.
  9. Guide and build capacity of MCH Department in methods of assessment, monitoring and evaluation to ensure the achievements of RH programme objectives and identify opportunities and constraints in programme implementation.
  10. Prepare regular progress reports on execution of reproductive health activities.

Job Requirements:
  • Medical Doctor with a Master in Public Health or in RH.

  • Working knowledge in improving the formulation and implementation of public policies concerning youth and women's sexuality and reproductive health.
  • Proven successful experience in implementing and managing reproductive health programs at the national and district level in developing counties.
  • Ability to conduct training needs assessments, preparation of training modules and organizations of training programs.
  • Ability to work in a multi-disciplinary team, in coordination with other related departments and organizations to achieve MCH objectives.
  • Strong report writing skills

General Functions
:

Under the overall guidance and direct supervision of the Chief of Mission (CoM) and with the
support of the National Programme Counterpart, two National Field Staff and National IT
Officer, the successful candidate will manage, oversee and guide the AusAID-funded IOM
Disaster Risk Reduction (DRR) Project.
In particular he/she will:

  1. Develop and implement work plans and activity schedules. Oversee and refine the
    budget and logistics management framework. Develop a risk management matrix,
    performance management (including collection of baseline data and performance
    indicators) and capacity development framework.
  2. Provide secretariat support to the Project Steering Committee (PSC) including
    preparation of guidelines for the operations of the Committee and informing
    members about meetings, maintaining meeting records and action items, etc.
  3. Assist the Office of the Secretary of State for Social Assistance and Natural
    Disasters (SoS SAND) and the National Disaster Management Directorate (NDMD)
    to implement policies and plans in particular the National Disaster Risk Management
    Policy. Establish, strengthen and support institutions mandated under the policy.
    Coordinate disaster risk management among government agencies and support
    disaster risk management at the sub-national level.
  4. Assist the Office of the SoS SAND and NDMD with the improvement of systems and
    processes for administration, work-planning and tracking, financial management,
    human resource management, information management and performance
    management.
  5. Oversee and monitor implementation of the Flexible Community Based Disaster Risk
    Management (CBDRM) Fund. Develop guidelines for the disbursement of the fund.
    Coordinate with the SoS SAND, NDMD, the Community Based Disaster
    Management Working Group, IOM and the PSC to facilitate its disbursement.
  6. Provide advisory and capacity building support to the SoS SAND and NDMD
    including mentoring and support for staff in carrying out day-to-day activities. Perform
    personnel management functions such as recruitment, work allocation and
    performance management.
  7. Coordinate with national and international stakeholders operating in the area of
    disaster management including representatives of government agencies,
    humanitarian and development agencies and non-governmental organizations to
    ensure that IOM activities integrate effectively with other DRR programmes.
  8. Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience

·         University degree preferably in Political or Social Science, Business Administration,
International Relations;

·         three years experience in institutional strengthening, capacity  building and the provision of advisory support in the public sector in a developing country
context;

·         demonstrate expertise in disaster management with particular focus on the
strengthening the capacities of local governments;

·         knowledge of the Timor-Leste
context an advantage.

The Legal Advisor will be primarily responsible for providing technical and coordination support for the Access to Justice Program's paralegal component with the goal to increase access to free quality legal aid services for Timor-Leste citizens, including vulnerable groups such as women, youth and rural populations. Requirements:
  • Minimum five years of progressively responsible professional experience, or the equivalent, in paralegal development and legal aid service provision in Asia with private, public, bi-lateral or multi-lateral development institutions and non-profit organizations.
  • Proven track record in implementation of paralegal programs.
  • Experience in report writing, management, budget control, strategic planning, and managing international donor-funded projects.
