Duties/Responsibilities:
Under the direct supervision of the Head of Sub-Office (HoSO)/Programme Officer, Country Office the incumbent’s responsibilities will include:
 Co-ordinate and monitor the implementation of the food assistance programme like school feeding, maternal & child health and general food distribution at the local level as guided by the supervisor, in close collaboration with the implementing partners;
 Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
 Supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback to Supervisor and others on the distribution;
 Conduct beneficiary contact monitoring for school feeding, maternal & child health and general food distribution.
 Assist in the conduct of regular meetings of community leaders and implementing partners on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
 Assist in the implementation of the plan of action, review achievement and constraints and provide feedback accordingly;
 Provide day-today report on progress and achievement.
 Report periodically to the Supervisor on relevant events regarding food management, distribution and other related issues;
 Perform other related duties as required.

Qualifications/Experience:
 Secondary School education supplemented with experience or additional qualification in education, social services, nutrition, agriculture or other development-related field.
 At least 2-3 years of progressively responsible work experience including at least 1 year the field of statistics, refugee operations or another related field.
 Sound judgment, initiative and integrity; ability to extract, interpret, analyze and format data and to resolve operational problems. Ability to work with minimum of supervision; ability to write reports in English. Must be able to work effectively under time constraints and pressure and to deal patiently and tactfully with staff members at all levels and with others.
 Fluency in both oral and written English. Knowledge of local languages.

Background:

The Programme of Research and Dialogue for Peace (PRDP) is being conducted in partnership between Interpeace - the International Peacebuilding Alliance and CEPAD - the Centre of Studies for Peace and Development (a new National NGO set up to host the programme). The goal of the programme is to help break the cycle of violence and create a climate in which the people of Timor-Leste can identify and address priority issues challenging peace in a non-violent and sustainable manner, ultimately transforming the way in which problems and potential conflict are handled.

PRDP develops countrywide processes of action-oriented dialogue in all thirteen districts of Timor-Leste to bring people together and create a space where participants can identify priority issues of concern, understand their origins and dynamics and consider possible ways of addressing them. The results of this process will be validated and effectively communicated in a ‘country note’ report which will be presented to leaders and policy-makers at the national level. The programme is now looking to expand its team in order to provide the necessary support as it moves towards the upcoming national forum and into its next phase of research at the sub-district level where action responses to recommendations will be designed.

  1. Objectives:

1. Assist the CEPAD Director in the management and implementation of PRDP

2. Coordinate the research and analysis of the PRDP research team and review and edit reports

  1. Duties and Responsibilities:

  1. Assist the CEPAD Director in the management and implementation of PRDP

- Contribute to the overall design, management and coordination of the PRDP activities and team in coordination with CEPAD Director

- Manage programme operations including workplans, logistics and budgets, the monitoring of activities by making field visits if required, as well as the maintenance of regular donor reporting

- Assist the CEPAD Director in identifying and securing funding opportunities in Timor-Leste, developing relevant plans for submission and in drafting and submitting quality project reports including financial reports to relevant donors in a timely manner in Tetum and English

- Attend peacebuilding networking meetings and maintain and update the database of individuals, groups, NGOS, INGOS, Donors, Government ministerial lines

  1. Coordinate the research and analysis of the PRDP research team and review and edit reports

- Work closely with the PRDP research team to process the research conducted by PRDP

- Direct the production of a ‘Country Note’ book, presenting and analysing the views of the participants expressed in the dialogues, to be presented at the upcoming National Forum planned for early 2009

- Train the research team to improve their capacity in analytical and report writing skills

Professional Experience and skills:

- Demonstrated ability to build excellent personal and organizational relationships with at least 2 years experience working in program management

- Excellent organizational management skills such as team building, communication, project development, supervision and feedback skills are mandatory

- Strategic and systematic approach with experience in budget management and oversight including planning, monitoring and evaluation method and process

- Experience and excellent skills in research, writing and analysis including drafting, writing and presentation skills in Tetum and English, writing skills in Portuguese and Bahasa Indonesia preferred

- Excellent Facilitation skills and experience in participatory/interactive dialogue, consultation and workshop facilitation

- Excellent knowledge of the socio-political and economic situation of Timor-Leste

The Researcher will be responsible for carrying out action-research-based consultations to map key issues challenging the consolidation of peace by gathering the views of as many people as possible through dialogue, meetings and workshops countrywide, before agreed solutions are designed to ensure a long term national stability. Using participatory tools and mechanisms and working in coordination with the District Liaison Officers, the Researcher will ensure the effective implementation and reporting of the PRDP implementation activities in the field.

Outreach Coordinator

The “Ita Nia Rai” program to strengthen land and property rights in Timor-Leste is looking for a long-term national Outreach Coordinator, based in Dili with frequent travel to the districts (up to 60% of time).

The Outreach Coordinator will be responsible for planning and implementing community outreach communications in support of land data collection activities in at least 7 districts. This will include:

- Liaise with community and stakeholders at National and Districts levels;
- Plan and organize community meetings in target districts;
- Conduct community meetings to socialize the project;
- Keep detailed monitoring and evaluation records of community meetings;

Candidates should have the following qualifications:

- Minimum 4 years of progressively responsible work experience in a relevant position;
- Secondary education;
- Previous experience in outreach communications, public speaking, and working with communities in the districts;
- Fluency in Tetum and Indonesian and excellent verbal communicator in both languages;
- Working knowledge of English;
- Computer literacy;
- Good communicator;
- Good listener;
- Good understanding of outreach processes, especially to a non-literate audience;
- Timely, professional and hard-working;
- Team player with excellent inter-personal skills;
- Previous experience with an international organization would be an asset.

To be considered, candidates must be Timor-Leste nationals with excellent verbal communication skills in Tetum and Indonesian, and be proficient in English. The position is potentially until September 30 2012, based upon satisfactory performance.
