GENERAL DESCRIPTION OF JOB:

In support of IDPs return and within the framework of the Trust Building pillar of the National Recovery Strategy (NRS), the Ministry of Social Solidarity and UNDP are co-implementing SERC project (Strengthening Early Recovery for Comprehensive and sustainable reintegration of IDPs) focusing on community infrastructure rehabilitation targeting IDP affected communities in Dili and outlying districts.

Under the guidance and supervision of the Procurement Specialist, the Procurement Assistant provides procurement services for the SERC project in the Ministry of Social Solidarity (MSS) ensuring their effectiveness, transparency and integrity. The Procurement Assistant promotes a client-focused, quality and results- oriented approach in the project.

The Procurement Assistant works in close collaboration with the operations programme and project staff in the Country Office to exchange information and ensure consistent service delivery.

The Procurement Assistant will work at the Ministry of Social Solidarity under the Finance and Administration Unit.

DUTIES AND RESPONSIBILITIES:

· Ensures implementation of operational strategies focusing on achievement of the following results:

- Full compliance of procurement activities with UN/UNDP-MSS rules, regulations, policies and strategies.

- Provision of inputs to the Country Office Procurement business processes mapping and elaboration of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.

· Supports preparation of procurement processes for SERC project focusing on achievement of the following results:

- Provision of inputs to preparation of procurement plans for the project.

- Support to organization of procurement processes including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals and their preliminary evaluation.

- Preparation of Purchase orders and contracts, preparation of Recurring Purchase orders for contracting of services and maintenance of the filing system in the procurement Unit.

- Co-ordinate closely with UNDP country office at all stages of the procurement process.

· Contributes to implementation of sourcing strategy focusing on achievement of the following result:

- Update of the rosters of suppliers.

· Ensures proper control of SERC project Assets focusing on achievement of the following result:

- Preparation of inventory reports.

- Implementation of Inventory and physical verification check-up in the project.

· Ensures provision of logistical services focusing on achievement of the following results:

- Arrangement of shipments in close collaboration with the Procurement unit in the Country Office

- Vehicle maintenance organization

· Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

- Participation in the trainings for the operations/ projects staff on Procurement.

- Participation in capacity development in procurement issues to national counterparts.

· Uses ATLAS project management system as required to achieve the above results

· Any other job related tasks required by the supervisor

QUALIFICATION AND PROFESSIONAL EXPERIENCE:

· Minimum Secondary Education. Specialized training in procurement desirable.

· Minimum 3 years of relevant administrative experience is required

· Experience in the usage of computers and office software packages (including good working knowledge of spreadsheets) and knowledge of automated procurement systems, experience in handling of web based management systems.

· Written and oral proficiency in English and Tetun

The Aileu Area Manager is accountable for contributing to carrying out the WVTL operating plan and strategy by:

- Providing leadership to WVTL staff in the Aileu District

- Ensuring that projects are implemented according to WV International standards and best practice

- Contributing to organisational and staff capacity development, and

- Representing WVTL in Aileu District to partners and stakeholders.

The Aileu Area Manager will:

- Provide overall leadership and management for the Aileu Area Office and projects, including management of budgets and work plans and hosting donor visits.

- Ensure that WVTL is working in areas of strategic importance within the district and management of community and provincial government relations is effective.

- Develop the capacity of local staff to manage and implement quality projects on a timely basis, and

- Assist project managers in project design, planning, monitoring and evaluation with Learning through Evaluation with Accountability and Planning (LEAP) compliance.

1) Leadership:

- Facilitate the internalisation of World Vision's core values, vision, mission and Transformational Development/Program integrated ministry model by all staff in the assigned Area.

- Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the assigned Area. Mentor, coach and provide opportunities for the professional growth of Project Coordinators/Managers and all other staff that directly report to you.

- Create a learning environment in which Project Coordinators/ Managers and other staff within the assigned Area regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact.

- Ensure that staff understand and follow the WVTL child protection policy and that awareness-raising on child protection, response and incident reporting is occurring.

2) Management:

- Supervise staff that report directly to you. Conduct regular coaching and implement the Performance Development Management (PDM) system.

- Ensure high standards of stewardship and accountability for all resources. Work with the Aileu Area Finance Officer, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability. Review and approve expenditures according to assigned levels of authority.

- Ensure adequate funding resources for the Aileu Area. Collaborate with the National Director, Project Coordinators/ Managers, Program Managers and the WV Support Offices to source funding and prepare proposals for non-sponsorship/grant funding from major donors and others.

- Manage and monitor all funding commitments, spending against budget and financial reporting on all projects within the assigned Area.

- Lead the assigned Area in preparing reports for annual program and budget planning and mid-year program and budget review.

- Prepare, review and submit to the National Director a Aileu Area annual plan of action, annual budget, revised mid-year plan and budget and monthly management reports for the assigned Area.

- Review all project reports for donors and ensure high quality, timeliness and fulfilment of donor requirements.

- Provide strategic direction and support to Project Coordinators/ Managers and other staff you supervise.

3) Program Quality:

- Ensure that all programs and projects in the assigned Aileu Area comply with LEAP standards as specified in the LEAP framework.

- Ensure that program/project approaches, processes and interventions are child-focused, community-based and reflect our Christian identity. Ensure programs align with ministry goals.

- Ensure that program and project approaches, interventions and processes are consistent with the Transformational Development (TD)/Program ministry model and community empowerment approach.

- Facilitate and/or lead processes in Aileu Area/Project and within the Local Management Team to continue action learning and innovation.

- Support Project, Program and Design, Monitoring and Evaluation (DM&E) Teams in all LEAP phases of assessment, (re)-design, implementation, monitoring and evaluation. Ensure that Aileu Area/Project 1-5-year program designs and redesigns are completed and submitted on time.

- Ensure crosscutting themes of gender balance, Christian commitment and child protection are integrated into program and project design and implementation.

- Monitor the implementation of programs and projects within assigned Area. Ensure that monitoring information is used to effect timely adjustments to plans of action and processes and partners are involved in such decisions.

- Support the project teams and DM&E Team in periodic evaluation of projects, including the integration of TD Indicators. Ensure the Projects and partner communities are reflecting on learning from and using evaluation lessons for planning and re-design.

4) Partner Relations:

- Develop and maintain good relations with local authorities including the chief of the Suco, sub-district administrator, district administrator and all government agencies relevant to project implementation. Actively seek partnerships with any of them to ensure community and program sustainability. Represent WVTL at inter-agency and government meetings within the assigned Area.

- Actively network, coordinate and, as appropriate, collaborate with local NGOs, INGOs and donor agencies working within the assigned Area. Participate in inter-NGO networks and meetings.

- Regularly visit project/communities, at least once every month, to interact with children, families, groups and leaders.

1. PROGRAM ASSSOCIATE MANAGER

Purpose of the Position

2. GENERAL SERVICES ASSOCIATE MANAGER

Purpose of the Position

The General Services Department ensures that all WVTL staff in the national and district offices have access to quality services that support them in their work to achieve WVTL goals. The General Services Associate Manager is responsible for supporting the General Services Manager in managing the daily operations of the Administration, Logistics, and Information Technology Units.

Major Responsibilities

Logistics:

· Develop and update all policies related to logistics

· Meet with Government Officials

· Transport – ensure WVTL’s transport system effectively supports the movement of people, infrastructure and documents; manage vehicle purchase and maintenance; and oversee regular DHL and mail services

· Warehouse - supervise the management of warehouse operations

· Coordinate the Call Forward documentation for all WVTL programs/projects, including the coordination of documentation submission for other tax exemptions

· Assist with the freight reimbursement process, ensuring that all payments are within grant-specific time periods and guideline requirements and that an auditable tracking system is in place

Administration:

Purpose of the Position

To assist in the management and oversight of logistics for the WVTL national office in Dili.
