Context
Peace Dividend Trust fosters and implements innovations in peace and humanitarian operations. We are a non-profit foundation dedicated to making aid missions more efficient, effective and equitable, delivering a stronger peace and a larger peace dividend.
Only a small fraction of contracts for goods and services in Timor-Leste are awarded to local companies. International organizations active in Timor-Leste source most goods and services abroad, or through large international companies operating in Timor-Leste. With an innovative approach, PDT is working together with local businesses, associations and international buyers located in Timor-Leste to increase local procurement in order to benefit the local private sector and economy.

Responsibilities and Duties
·         Develop a communications strategy/marketing plan that increases the visibility of Peace Dividend Trust and the Timor-Leste Marketplace project to two key stakeholder groups: international buyers and local vendors.
·         Direct research on market-related topics including key sectors and sub-sectors in Timor-Leste, procurement procedures of international buyers, and other relevant business development topics.
·         Manage advertising, the “Buy Local” promotional campaign, and events such as vendor fairs and conferences.
·         Develop innovative ways to promote local procurement through social media.
·         Oversee corporate messaging, including talking points, written materials, and success stories.
·         Represent PDT among the international buyer community and at other key events as required.
·         Perform other duties as assigned by the Country Director.

Reporting Lines
Reports to the Country Director and coordinates with key staff as required.

Qualifications
            • Fluency in English and Tetun is required. Experience in translation would be an asset.
            • Minimum of 3 years work experience.
            • University degree in a relevant field. Master’s degree preferred.
            • Experience working with small and medium enterprises in Timor-Leste.
            • Experience in marketing, particularly in the use of social media.
            • Excellent communication skills (written and oral) as well as networking skills.
            • Demonstrable experience in the organization of large scale events such as conferences and trade fairs.

Position Description
The Business Verification Associate will manage and direct the Business Verification sub-project of the Peace Dividend Marketplace - Timor-Leste (PDM-TL) project. This position functions directly under the country director and alongside the other associates of the PDM-TL project.

Location: Dili, with monthly travels to all districts within Timor-Leste

Duration: Probationary term of three months, with an extension option of up to one year and beyond.

Responsibilities
The responsibilities include but are not limited to:
·         Overseeing overall operations of the Business Verification sub-project that performs the following activities: the verification and re-verification of new and existing business across each district, management of the PDM-TL Online Procurement Database and the dissemination of information detailing Timor-Leste’s growing private sector;
·         Managing a small team of Business Verification Assistants and monitoring their performance;
·         Formulating strategic work plans and organizing their implementation;
·         Guiding and assisting with the collection, organization and verification of detailed information of businesses across Timor-Leste to be entered into PDM-TL’s Online Procurement Database;
·         Providing weekly and monthly feedback to the PDM-TL Country Director in written and oral form;
·         Working closely with the office manager and other PDM-TL sub-project associates to streamline and improve all activities and services undertaken by the project;
·         Performing other duties appropriate to the post as agreed with the Country Director.


Qualifications
·         At minimum an undergraduate degree but a masters degree is preferred.
·         Developed leadership skills.
·         Fluency in English and Tetun required, as well as a working knowledge of written and spoken Bahasa Indonesia. Portuguese and other Timorese languages advantageous but not required.
·         Excellent organizational skills and attention to details.
·         Knowledge of logistics and the procurement process.
·         Experience working within the private sector of Timor-Leste is strongly desirable. 
·         Superior interpersonal and communication skills.

Job Title: Adviser, Central Technology and Communication Services
Location: Dili, Baucau, Suai, and Oecussi
Status: Fixed term contract.  One year inclusive of a probationary period of two months.

The Adviser, Central Technology and Communications Services is responsible for the direction and training of National staff to implement the Information Technology services including the set up of the operational platform for the case management system and all network operations. 

A.     Specific Requirements of the Job:
1.      Work with the National Staff of the Central Technology and Communication area to ensure the sustainable implementation of electronic case management systems and effective use of information technology within the Prosecution Service.
2.      Provide effective formal and on the job training to the IT Staff of the Prosecution Service to enable them to undertake the ongoing maintenance and further establishment of IT and Communication Services.
3.      Provide effective training to Prosecution Service staff on the effective and safe use of Information Technology available to the Office of the Prosecutor General.
4.      Document, communicate and train technicians on standards and procedures for the administration and maintenance of systems and networks.
5.      Provide advice to Senior Management on recurrent budget and procurement required to effectively provide and maintain information technology services to the Prosecutor General Service, including the development of depreciation and replacement schedules for Information Technology and Communication assets.
6.      Develop Manuals and other required documentation to guide and support the use of Information Technology within the Office of the Prosecutor General and the Prosecutor General Service.
7.      Provide high level advice to officers within the Prosecutor General Service on best practice and available technology to assist in collecting, storing and utilising data and information and utilising cost effective communication services.
8.      Identify effective training and development opportunities for the staff of the Technology and Communications Service, including job rotation for staff based in Districts and strategies to ensure staff update skills to keep pace with technology.
9.      Develop, implement and monitor appropriate internal controls, policies and procedures to ensure the safe and effective use of available technology with a focus on anti corruption.  Provide reports on compliance to the Prosecutor General or other delegated officers.
10.  Develop sound relationships with staff at the Ministry of Justice and the Ministry of Infrastructure. 
11.  Undertake any other duties consistent with the above as directed by the Prosecutor General or authorised delegates.

B.     Selection Requirements:
1.      a.     Competence and experience in the management and administration of complex sites with heterogeneous clients and Operating Systems (Linux GNU Debian e Ubuntu, Windows 2003, Windows XP and Windows Vista) and multiple network services such as Web, E-Mail, LDAP, DNS, VoIP and file sharing.
2.      Experience on the design and administration of Linux servers, including instalation, configuration and management of the following services: Samba, OpenLDAP, Postfix, Dovecot, BIND and anti-virus servers based on AmavisClamavis.
3.      Competence and experience in establishing and maintaining network systems, similar to those being established in the Office of the Prosecutor General (100 node Linux local area network running Windows XP and Vista workstations, Wide area network to 4 district offices)
4.      Competence and experience in infra-structure and network systems in general such as VPNs, wireless networks, WiMax, VSAT, etc
5.      Competence and experience in the overall management and operations of an IT Service in a complex, multi site organisation, including maintenance, user training, trouble shooting, problem solving, security and backups
6.      Experience with and commitment to the use of Open Source software.
7.      Fluency in Portuguese and/or Tetun. English considered an advance.
8.      Minimum of 10 years professional experience in the Information Technology field, working across the technical areas detailed above.
9.      Degree in Information Technology, Computer Science, Computer Engineering, Management or related field or equivalent industry based technical qualifications.

BRIEF EXPLANATION OF ROLE

The Timor-Leste BESIK (Be Saneamento no Higiene iha Komindade) program is funded by the Government of Australia through AusAID to provide assistance to the Government and civil society organisations of the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) activities in Timor-Leste. Assistance is provided as a contribution to a Sector Wide Approach reflected in the Sector Strategy. The Managing Contractor for BESIK is IDSS.

The National Engineering Advisor (NEA) will support the delivery of CFET (GoRDTL Projects) & BESIK development funds for the Rural WASH sector through:
  • Provision of technical advice and support to DNSAS at national and district level (SAS);
  • Building the capacity of DNSAS/SAS and the project partners through mentoring, training, consultation and direct support; and
  • Supporting the decentralization of capability to planning, design and implementation.
  
The role of the NEA will be complemented by two District Engineering Advisers (DEA’s). The NEA/DEA’s will provide quality assurance to the CFET/RWSSP funded activities. Together with the WSSA and other advisers, the NEA/DEA’s will enable DNSAS/SAS and project partners to execute the CFET/RWSSP budget and accelerate the increase of rural water & sanitation coverage of Timor-Leste.

Responsible to: Water Supply and Sanitation Adviser (WSSA)
Works with: Designated G-RDTL counterparts and the District Engineering Advisors (DEAs) on a day to day basis and all other long and short term advisors and Locally Engaged Staff (LES) as required
Line Management of: 2 locally engaged technical staff
Duration: For the period of the contract
Location: Dili, Timor-Leste with travel to the Districts when required

KEY OBJECTIVES OF THE POSITION

Planning and Policy
In coordination with other BESIK staff provides support to DNSAS and relevant SAS offices (4 districts):
  • To prepare budgets and operational plans in line with national budget and planning systems
  • to provide direct support to the use of appropriate guidelines for Community WASH and systems to monitor the use of the updated Community Water and Sanitation Guidelines;
  • on the development, use and on going management of water asset management system;
  • to decentralize the Planning & Design capacity to SAS offices
  • engage with key partners working at district level on support to DNSAS

Provide management to the maximise the quality of delivery of water systems
Working with the BESIK staff to:
  • Provide support to selected District SAS offices to strengthen their capacity for the delivery of integrated WASH initiatives in partnership with others (District Health Services etc).
  • Identify specific capacity building requirements (technical training, mentoring and scholarship) required by the DNSAS/SAS technical officers and project partners and assist in developing, or supporting identified training & mentoring with regard to the sustainable delivery of rural water supply systems & sanitation facilities;
  • Support DNSAS to develop & implement quality assurance systems to implement CFET funded activities;
  • Support SAS to monitor CFET projects and to respond to issues identified, working with technical and community development staff, with consideration to gender equity and social inclusion.
  • Ensure that BESIK funded water & sanitation systems being implemented are following quality assurance systems, including best practice appraoches to promote gender equity, community engagement & management and social inclusion.
  • Provide technical advice and support to DNSAS with the ongoing management and implementation of the technical activities required to meet the water needs of rural Timor-Leste in the target communities;
  • Support DNSAS to manage the contract to produce Master Plans for District Town Water Supply systems.
  • Mentor the DNSAS staff in planning, detailed engineering design, quantity survey, tender estimates and preparation of bills of quantity;

Sustainable Access to and Use of Groundwater Resources
  • Liaise with Directorate for Water Resource Management on development of sustainable management of ground water resources
  • Provide support to DNSAS Planning & Design Department on increasing capacity to access groundwater.

Coordination
Working with other BESIK staff support DNSAS to
  • Coordination with range of sector stakeholders – other GoRDTL departments, NGOs, UN agencies and Donors.
  • Provide specific technical inputs to other donors, NGOs, Government Departments in the rural WASH sector

Manage the RWSSP component on sustainable WASH delivery
  • Engage with other BESIK advisers and others on strategies and activities to increase sustainability of rural water systems
  • Assist the Program Team Leader to update an annual plan and the rolling work plan for the ongoing implementation of RWSS infrastructure;
  • Ensure that environmental risks are assessed during the planning, survey, design and implementation of all physical activities, so that there are no negative impacts;
  • Line management of 2 locally employed technical program officers using BESIK systems for performance management
  • Manage BESIK budget for specific water initiatives
  • Reporting as required
  • Support for Short Term Advisers and inputs to AusAID as required
  • Comply with all program operational, administrative and contractual requirements; and
  • Other duties as may be required by and in agreement with the AMC or AusAID

SKILLS AND EXPERIENCE

Required:
  • A degree in a relevant field  in Water supply and Sanitation;
  • Demonstrated high level knowledge and experience of the effective and sustainable provision of water and sanitation for rural communities in less developed countries;
  • Experience in integrating social component to community water management including experience in promoting gender equity across all aspects of the program
  • An understanding of DNSAS budgeting process, procurement and management systems;
  • Demonstrated capacity to work effectively with counterpart staff; and
  • Facilitation and conflict resolution skills.

Desirable:
  • Country experience and working knowledge of the Tetun or Indonesian language.
