TERMS OF REFERENCE
East Asia Pacific Enterprise Survey Initiative 2009
Timor-Leste
1. Background
The East Asia Pacific Enterprise Survey Initiative (the Initiative) is a World Bank Group (the World Bank) program that consolidates and standardizes the Enterprise Surveys (formerly the Investment Climate Surveys).

The World Bank aims to have implementing contractors use a standardize method to survey primarily the manufacturing and retail sectors in Indonesia, Philippines, Vietnam, Papa New Guinea, Lao PDR, Fiji, Samoa, Timor Leste, Vanuatu, Tonga, and Micronesia. By standardizing survey instruments, survey methodology and survey implementation, this significantly reduces measurement error and improves cross-country comparability. Indonesia, Philippines, and Vietnam will be surveyed following the standard Enterprise survey methodology for sampling. The rest of the countries, including Timor-Leste, will be surveyed using the Indicator Survey methodology in which the 150 interviews are distributed between manufacturing and services (75 interviews each).
2. Objectives
Through the Initiative, the World Bank aims to achieve the following objectives:
• To provide feedback from establishments on the state of the private sector in client countries;
• To provide statistically significant investment climate indicators that are comparable across countries;
• To assess the constraints to private sector growth and enterprise performance;
• To build a panel of enterprise data that will make it possible to track changes in the business environment over time, thus allowing, for example, impact assessments of reforms; and
• To stimulate systematic policy dialogue on the business environment and to help shape the agenda for reform.
2. Management Arrangements
The Initiative is managed by the World Bank out of the Enterprise Analysis Unit in Washington. Mekong Economics Ltd (MKE), based in Hanoi, is the managing contractor. Implementation of the survey will be managed from the MKE Office in Jakarta under the supervision of the MKE Indonesian Country Director (ICD).
3. Scope of Works
MKE is currently looking for six national staff including one (1) supervisor and five (5) enumerators to help implement the Survey in Timor-Leste.
A sample frame for Timor-Leste has been obtained from which the sample will be drawn. The World Bank will extract the sample and provide names of enterprises to be surveyed. The contracted staff will be responsible for contacting enterprises, screening their eligibility, carrying out interviews and reporting on progress.
The ICD will arrange for the questionnaires to be translated.
Five (5) days of training for implementing the questionnaire will be provided by the ICD after which time the survey will be piloted and finally, the survey implemented.
Data entry will be carried out by MKE in Hanoi.
4. Terms of Reference
Tasks to be completed by the staff will be as follows:
Supervisor and Enumerators
Screening Enterprises and Making Appointments
§ Send letters (drafted by MKE) to selected enterprises introducing the Indicators Survey
§ Screen Enterprises (contact over telephone or visit) and organize appointments
§ Maintain records of all enterprises contacted and their response to the request to participate in the survey (MKE will explain a weekly reporting form that will be used).
Supervisors
Coordination & Liaison
• Act as a coordination and liaison point, assisting with and informing the ICD and MKE Hanoi on progress as required.

Manage Enumerators
• Oversee a schedule of interview appointments
• Collect completed questionnaires from enumerators, review and identify any mistakes or missing data and coordinate correction of these including re-interviewing as require
• Oversee the maintenance of detailed records by enumerators of firms contacted, firms visited, appointments cancelled or changed, firm responsiveness, changes to the survey implementation plans, etc. are kept throughout Survey Planning and Implementation phases.
• Monitor enumerator performance at interviews by regularly attending interviews
• Mentor enumerators to improve performance as required
• Monitor enumerator performance and report non-performance to the Survey Manager
Training
• Participate in the 5-day full time training session led by the Indonesia Country Director
• Assist the CD in training and ensure that the training is understood by enumerators and any questions/concerns are raised during the training, prior to commencement of survey implementation
• Lead the piloting of the survey during the training week
Government Permissions
• Coordinate permissions from and participation of relevant government agencies
Work Management and Reporting
• Prepare templates for records keeping including forms for screeners (firms contacted, eligibility and availability of firms), supervisors and enumerators (firms visited, changes to appointments)
• Communicate with the ICD and and respond to questions, concerns, requests for progress updates
• Submit a weekly progress report to the ICD
Enumerators
Training
• Participate in the 5-day full time training session led by the ICD.
Data Collection
• Conduct survey interviews.
• Ensure surveys are completed in the manner instructed during the training session
• Keep detailed records of firms visited, changes to appointments and any other factors which change the survey implementation plan.
• Attend daily meetings with the Supervisor to discuss progress, plans and iron out problems
• Revisit any enterprises as directed by the Supervisor to collect more information as needed.
5. Skills & Attributes
Essential:
• National of Timor-Leste
• High organizational and communication skills
• Previous experience in survey work
• Availability for up to 30 days full-time starting during July 2009
Preferred:
• Proficiency in English
• Knowledge of local manufacturing and service industries
