WFP together with other UN agencies is receiving support through the Millennium Development Goals Achievement Fund (MDG F) to undertake a Joint Programme (JP) for the implementation of the project, Promoting Sustainable Food and Nutrition Security in Timor-Leste.  WFP seeks to fill the position of National Programme Officer to work with the Project Manager to implement this project.

Duration: One year Service Contract (with 3 months SSA probation period) renewable.

Duties/Responsibilities: 
Under the direct supervision of the Project Manager and the overall supervision of the Head of Programme Unit, the National Programme Officer will be responsible for, but not limited to,  the following duties:
§         Responsible for overall programme implementation and monitoring of activities;
§         In coordination with project partners, lead and document coordination and reporting meetings for the Joint Programme (JP);
§         Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries in order to ensure that progress is made in the achievement of project objectives;
§         Liaise with Programme Officer for reporting of MDG activities related;
§         Compile regular reports for the Monitoring and Evaluation component of the JP and provide routine data and feedback to the relevant officer(s);
§         Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
§         Prepare periodic reports on the progress of operational projects and related government plans;
§         Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid;
§         Assist Country Director and Programme Officers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate country staff any administrative constraints arising from rapidly evolving emergency situations in the field;
§         Supervise other programme staff; provide training and technical guidance in their work; and perform other related duties as required.

Qualifications:
  • Bachelor’s degree or equivalent in agriculture, agricultural economics or nutrition and 5 years of experience in related work.The candidate will also have good working knowledge of Ministry of Agriculture and Forestry as well as the Ministry of Health. The National Officer must be adept at building and supporting government and NGO partnerships.
  • Fluency in both oral and written English. Knowledge of local languages.
  • Microsoft Excel, PowerPoint and Word skills are required. Skills in data base design and management as well as a basic understanding of statistics will also be a strong advantage.

Responsible for:
  1. Read and understand project specification
  2. Read, understand and seek further clarification if needed of  design drawings for construction
  3. Conduct site set up
  4. Implement contract to build
  5. Make sure the projects will be finished on time
  6. Communicate with client about progress in implementing contract
  7. Conduct regular on-site supervision of building or construction project
  8. Ensure compliance with quality control procedures
  9. Ensure that quality of work on-site is up to standard required
  10. Identify appropriate occupational Health & Safety (OH&S)
  11. Complete final quality inspection
  12. Complete final project administration
     
Key Skills and Selection Criteria:
The prospective construction supervisor must be a person with strong leadership qualities who is able to associate easily with others as well as work together with them. In addition he must have a strong technical aptitude with the ability to tackle a task logically, and perseverance to see through. He must be prepared to work under pressure and regard his work as a challenge. He must be able to link up with a wide spectrum of people, from unskilled to professional.

Structural and Estimate Engineer

Job description and activities

  1. Analyzing suitable configurations of the basic structural components of a building or other structure;                              
  2. Considering the strength of various materials, e.g. timber, concrete, steel and brick, to see how their inclusion may necessitate a change of structural design;                                                                     
  3. Liaising with other designers, including architects, to reach agreement about safe designs and how they may fit in with the aesthetic concept of the construction;                                                         
  4. Communicating the design of a structure through drawings, specifications and computer models so that others can construct it;                                                      
  5. Investigating ground conditions and analyzing results of site tests, such as soil samples;                                                           
  6. Working with a logistic and purchasing  staff  to estimate the type and amount of materials necessary to deliver the contract against the agreed specifications;                                                        
  7. Estimating the cost of  projects                                    
  8. Working with a site manager  to help predict the timescales of a project, which has a considerable bearing on costs;
  9. Establishing the likely progress and completion rates, including allowances for bad weather and other unforeseen circumstances;  
10.  Calculating a final figure for the estimated cost, supplemented by adjustments for overheads and profit, and presenting a tender price.

Qualification Required
  • Bachelor in civil engineer degree.  
  • 3-5 Years Experience in Civil Construction area.  
  • Able to work in team environment.         
  • Will be National or International.
  • Fluent  in Indonesia and  English skills
