Background to the Position

JSMP, an independent, nationally-led NGO, was established in 2001 to monitor the East Timorese justice system's level of compliance with international human rights standards, particularly those relating to a fair trial, and to contribute to good governance practice.  In addition, JSMP aims to disseminate the information gathered and its assessments to the Timorese public, as well as to interested international observers. The broad objective of JSMPs activities is to contribute to the development of strong and transparent judicial and democratic systems through the production of constructive recommendations based on credible research.  In response to specific problems JSMP has also engaged in training of court actors, police and community groups, organized conferences and workshops and provides advice and assistance to victims accessing the justice system. 

The vision of JSMP is to be the foremost independent organization in Timor Leste that contributes to the development and improvement of the justice and legislative systems through objective monitoring, analysis, advocacy and training.

Job Description

The successful candidate will be part of the Women's Justice Unit (WJU) at JSMP. The central goals of the WJU are to use JSMP's expertise in the justice sector in Timor Leste to assess and report on the status of women, and provide training, advocacy and policy advice regarding legal issues affecting women in the formal justice sector. 
The International Advisor will work as an adviser to three East Timorese WJU Legal Officers, including the WJU Coordinator, under the supervision of the Director of JSMP.  The International Advisor will focus on building the capacity of East Timorese counterparts, particularly the WJU coordinator, in the following areas:
  • WJU project design, implementation and evaluation;
  • Managerial responsibilities;
  • Building networks with key stakeholders including donors, government and civil society;
  • Researching and writing reports, justice updates and press releases;
  • Coordinating monitoring of cases in the Timorese judicial system that involve issues of womens rights, both in Dili and in the districts; and
  • Planning, organizing and conducting training in the districts and in Dili.

As well as advising the WJU and its Co-ordinator, the International Advisor will also provide assistance to JSMPs Management team (Director and Deputy Director) in writing proposals for WJU projects (including project budgeting) and preparing regular project reports for donors.
 
Qualifications and Experience
 
The successful candidate will have the following qualifications and experience:
  • Minimum Undergraduate degree in Law;
  • Experience working in a development context;
  • Demonstrated knowledge of human rights law and international humanitarian law;
  • Knowledge of gender issues, including gender based violence and womens rights;
  • Preparedness to work in a cross-cultural environment;
  • Computer literacy;
  • Ability to work in a flexible, team-based manner;
  • Excellent oral and written communication skills;
  • Experience in community education/outreach training;
  • Knowledge of the history and context of East Timor generally and in particular of the East Timorese justice sector;

Language skills in Tetun, Portuguese or Bahasa Indonesian are desirable.  JSMP is a Tetun-speaking workplace.  It is therefore essential that the successful candidate possess a willingness to learn and work in Tetun.
