Search for Common Ground (SFCG) Timor-Leste, a non-profit, independent, secular, non-government organisation dedicated to conflict transformation, is seeking a Program Officer to assist with Administration and Finance functions.

Key Responsibilities:
  • Assist management with a broad array of Admin & Finance functions, including: human resources (HR), phones/reception, filing, correspondence, asset tracking and management, contracts and procurement, petty cash, bank transactions, and expense reports
  • Supervise office assistants and drivers, and assist with other human resources issues
  • Facilitate government and donor relations, meetings/appointments, etc.

Qualifications:

Qualifications:

I. Position Information

II. Organizational Context


Under the overall guidance of the Head of PRE Unit and direct supervision of the Programme Analyst, the Programme Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

The Programme Associate works in close collaboration with the operations, programme and project staff in the CO and UNDP HQs as required to exchange information and support programme delivery.

III. Functions / Key Results Expected


Summary of Key Functions:

q       Support to formulation of programme strategies and implementation of the Country Programme Action Plan
q       Support to management of the CO programme

  1. Supports formulation of programme strategies and implementation of the Country Programme Action Plan focusing on achievement of the following results:

q       Collection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC).
q       Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements.

  1. Provides effective support to management of the PRE Unit focusing on the achievement of the following results:

q       Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
q       Provision of guidance to the executing agencies on routine implementation of projects.
q       Presentation of information for audit of DEX projects, supports implementation of audit recommendations.
q       Undertakes project visits to conduct monitoring and/or random audits and ensures compliance with project workplan and/or UNDP operational regulations and procedures.
q       Advises and guides project personnel and staff on financial, administrative and reporting procedures (recruitment, procurement) under different execution modalities. Maintains and monitors project inventories and files.

  1. Provides administrative support to the PRE Unit focusing on achievement of  
            the   following    results:

q       Review of DEX projects Financial Reports; preparation of non-PO vouchers for development projects.
q       Maintenance of the internal expenditures control system, which ensures that vouchers processed, are matched and completed; transactions are correctly recorded and posted in Atlas.
q       Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
q       Creation of requisitions in Atlas for development projects registers of goods receipt in Atlas.
q       Making budget check for requisitions, POs and vouchers.
q       Draft Correspondence relating to programme areas; clarifies, follow up, respond to the request for information, complies, researches background material for use in discussion and briefing session.

4. Supports resource mobilization focusing on achievement of the following results:

q       Analysis of information on donors, preparation of donors’ profile.
q       Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.

5.       Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

q       Organization of trainings for the operations/ projects staff on programme.
q       Organization of event, workshop, meeting, study tour and other project related activities. Complies and circulate related documents, takes meeting minutes, draft TOR for project activities.
q       Synthesis of lessons learnt and best practices in programme.
q       Sound contributions to knowledge networks and communities of practice.

VI. Recruitment Qualifications


Education: Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement

Experience: 5 to 6 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements: Fluency in English and language of the duty station.

Organizational Context

Under the guidance and supervision of the Assistant Country Director, Planning, Monitoring and Evaluation Unit (ACD PME), the Monitoring and Evaluation Analyst contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations.  The Monitoring and Evaluation Analyst ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design; contribute to implementation of UNDAF priorities and results.

The Monitoring and Evaluation Analyst assists ACD PME regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory outcome evaluations.

The Monitoring and Evaluation Analyst works in close collaboration with the Management Support, Programme and Operations Teams in the Country Office (CO), UNDP Evaluation Office staff and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

Duties and Responsibilities

1.      Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:
q             Participation in the planning, preparation and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
q             Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.
q             Contribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.
q             Coordination of specific evaluation missions for development projects, sectoral/thematic evaluations or desk evaluations/studies on selected sectors/themes

2.      Ensures effective coordination of the evaluation process in the Country Office, focusing on achievement of the following results:
q             Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
q             Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team.
q             Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.
q             Preparation of analytical documents on areas evaluated, effectiveness and impact of UNDP programme
q             Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

3.    Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
q             Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes;
q             Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
q             Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.

Required Qualifications:

  • Bachelor Degree or equivalent in International Relations, Political Science, Economics or related social sciences. Master’s Degree in the relevant areas would be an asset.
  • 4 years of relevant experience at the national and international level in international development issues.
  • Experience in project management in the development areas. Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters is an asset. 
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

GENERAL DESCRIPTION OF JOB:

Under the guidance and direct supervision of the IT Manager, the IT & Communications Associate provides support in execution of ICT services in the CO, provides daily technical support to users of information management tools and technology infrastructure.

The IT & Communications Associate works in close collaboration with the operations programme and project teams in the CO and UNDP HQs staff for resolving ICT-related issues.

Duties and Responsibilities

1.      Ensures implementation of  ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:

q             Compliance with corporate information management and technology standards, guidelines and   procedures for the CO technology environment.
q             Provision of support to the use of Atlas functionality for improved business results and improved client services.
2.      Ensures effective functioning of the CO hardware and software packages focusing on the achievement of the  following results:

q             Maintenance of equipment and acquisition of hardware supplies makes routine repairs and change of hardware electronic components.
q             Regular maintenance and cleaning of IT equipment (PCs, printers, scanners, computer peripherals, LAN wiring etc.

3.   Ensures efficient networks administration focusing on achievement of the following    results:

q             Assist in the administration of the physical set up of the wireless LAN, including hardware and software such as Cisco routers, satellite modems.
q             Assist in installation, configuration and maintenance of DNS server (LINUX) mail server and Microsoft based web server, file and print web server, file and print server and Proxy server.
q             Responds to user needs by providing trouble shooting and help desk assistance to all staff members in the CO as well as agency staff connected to the LAN system
q             Timely LAN Infrastructure and Internet connectivity upgrade to meet UNDP requirements.

4.   Ensures efficient telecommunication systems focusing on achievement of the following results:

q             Optimal performance of the telecommunication system (HF and VHF Satellite, switchboard and fax systems) including preventive maintenance; anticipation of requirements of spare parts; coordination with Operations for the timely procurement and delivery of spare parts.
q             Inventorying of all telecommunication equipment including warranty information and service records
q             Upgrade of existing equipment or recommendations for new communications equipment and facilities; preparation of and review of equipment specifications

5.  Provides administrative support    focusing on achievement of the following results:

q             Preparation and/or review specifications for IT equipment, maintain a roster of IT equipment supplies and IT service providers;
q             Coordinate with Operations Unit for the timely delivery of equipment and spare parts
q             Provides assistance to the IT Manager in maintaining and updating the CO intranet and in implementing the Training Plan.
q             Maintenance of an up-to-date inventory of the software and hardware.

QUALIFICATION AND PROFESSIONAL EXPERIENCE:

  • Secondary Education with specialized training in IT. University Degree in Computer Science would be desirable, but it is not a requirement.

§         5 to 6 years of working experience in network administration and use of hardware/software, telecommunications facilities, PC hardware troubleshooting, and knowledge of database packages.

§         Fluency in the UN and national language of the duty station.
