Background
The Timor-Leste Rural Water Supply and Sanitation Program (BESIK) is funded by the Government of Australia through AusAID to provide assistance to the Government of the Democratic Republic of
Timor-Leste for the development of rural water supply and environmental health activities in Timor-Leste. The Managing Contractor for BESIK is IDSS.

Scope of Position
The Finance Assistant will work closely with the Finance and Administration Manager to help day-to-day admin and financial management.

Key responsibilities:
  • To check all acquittals related to imprest account activities and follow up with required signatures of the relevant advisers,
  • To fill in financial forms of imprest account activities,
  • To handle payment of perdiems or other expenses related to imprest account activities,
  • To do photocopying and filing of all financial documents of operational and imprest account activities,
  • To help process the payment and bank withdrawal of operational and imprest account cheques,
  • To help pay staff perdiems and other daily operational expenses,
  • To carry out other related administrative and financial works as required.

Skills and experience:
  • Minimum qualifications of Diploma 2 finance or accounting or relevant field.
  • Proven skills and experience in admin and finance management.
·         Computer literacy preferably Excel, Microsoft word and e-mail usage.

Personal Attributes:
  • Proactive and enthusiastic.
  • High attention to detail.
  • Well developed inter-personal skills.

POST TITLE: Interpreter/Translator (3 posts)

RESPONSIBILITIES:

Under the supervision of the Investigator, the Interpreter/Translator will provide services of translation of all documents (statements, letters, reports etc.) from English to Tetum or other local languages and Bahasa and vice-versa. Take notes either directly from statements delivered in the languages of competence or from the interpretation and subsequently use the notes to produce drafts/summary records; Provide interpretation services from English to Tetum or other local languages and vice-versa for the Unit during meetings, workshops, seminars, field trips, and other events held in collaboration with other Timorese institutions; Ensure that all deadlines are met and the quality of translation is adequate, and that any translated material is received by the requestor;  Keep track of all his/her translations of documents and maintain copies of the translated materials.

COMPETENCIES:

Professionalism – Good performance in written and oral interpretation, both simultaneous and consecutive.. Clarity in oral communications. Ability to work under pressure, and at times in a stressful environment. Ability to maintain confidentiality of all materials relating to the work. Communication - Strong communication skills (spoken and written). Ability to interpret/communicate in the presence of large numbers of persons/in public. Fluency in recognizing local terminology. Team work Proven interpersonal skills and ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Team player. Technological Awareness – Good computer skills, especially in word processing. Good typing skills. Good knowledge of the Internet and e-mail services.

QUALIFICATION AND EXPERIENCE:
Education: High School  Diploma. Experience: Minimum two (2) years of relevant experience as an interpreter/translator. Familiarity with legal terminology is preferred. Languages: Fluency in English and Tetum. Knowledge of Bahasa and Portuguese would be an asset. For the post advertised knowledge of Mambae and/or Kemak is essential.

JOB DESCRIPTION
Job Summary
The National Investigators, as a member of a regional team, will investigate serious crimes cases occurred in particular district.
Job Description:
As a member of a Regional Team will investigate serious crimes cases in particular district. In particular the Incumbent will:
  • Participate in preparation of investigation plans in consultation with other members of a team;
  • Conduct criminal investigations by interviewing and taking statement of victims, witnesses and suspects, visiting crime scenes, collecting other evidence, etc.
  • Assist the Forensic team in conducting exhumations and repatriation of human remains to their family.
  • Brief the Legal Officer and Coordination Officer on work done;
  • Prepare weekly reports for the Legal Officer;
  • Deliver regularly information necessary for updating the SCIT database.
  • Perform other tasks assigned by the Senior Investigator.

COMPETENCIES

  • Team Work - Good interpersonal skills and ability to establish and maintain effective working relations with international and national team members with sensitivity and respect for diversity;
  • Communications – Good oral and written communication and drafting skills;
  • Professionalism – Demonstrated in-depth understanding and expertise in the field of criminal investigations; experience in working under pressure; strong analytical skills with regard to complex investigations.
  • Technological Awareness - Computer skills, including in word processing; ability to use relevant software applications, in particular information databases, internet and intranet services, library sources etc.

QUALIFICATIONS AND REQUIREMENTS

  • Degree in Law, preferably Criminal Law, or other related field.
  • Police academy training and experience in related areas;
  • At least two (2) years of experience in conducting criminal investigations;
  • Previous experience in investigating crimes against humanity and/or working for the former Serious Crimes Unit will be a significant advantage;
  • Fluency in oral and written Tetum, good knowledge of English; knowledge of Portuguese, Bahasa Indonesia and/or local languages will be an asset.
