Program Manager - Water, Sanitation and Health

Oxfam has been supporting development and humanitarian work in Timor-Leste for over 30 years and currently implements a multi-sectoral program by working in partnership with civil society organisations, working directly with communities and with government. Oxfam employs over 100 staff in Timor-Leste and is supported financially by a range of institutional and private donors.
Oxfam is seeking a Program Manager to manage water, sanitation and health programs primarily implemented in two districts, Oecusse and Covalima. This program integrates work on water, sanitation, hygiene with nutrition and environmental health and links with other programmatic work to ensure a community driven, holistic approach to development. The program is currently a combination of direct implementation and partner-based work. To be successful in this role you will demonstrate: 
  •  A minimum of three (3) years experience (preferably in South East Asia) in designing and leading high quality programs which includes health training and technical implementation 
  • Relevant qualifications and technical competence in water and sanitation and/or public health 
  • Experience in integrating social components to community water management, including experience promoting gender equity across all aspects of a program 
  • Competency in the preparation and management of budgets and operational plans in line with Oxfam and donor systems 
  • Analytical and report writing skills 
  • Management and leadership experience in a complex, multi-cultural environment, leading diverse teams and stakeholders in the delivery of the program
  • Strong communication skills – ability in Bahasa Indonesia and/or Tetum strongly preferred 
  • Skill in mentoring, coaching, training and facilitation and a strong commitment and proven success of developing skills of Timorese colleagues
This is a position that requires extensive field work in both Oecusse and Covalima, as well as an ability to participate in national level bodies. The position will initially be based in Oecusse.
