Volunteer Service Abroad (VSA) is a New Zealand based international development agency, working in developing countries throughout Africa, Asia and the Pacific.  VSA promotes international volunteering for development, linking New Zealanders with people working to create positive change in their communities and countries.

FIELD OFFICER (TIMOR-LESTE) – One year contract role based in Dili

We are looking for a person, currently resident in Dili, to support our Programme Manager (Asia) in the delivery of a high quality development programme in Timor-Leste.  You will be VSA’s first point of contact in Timor-Leste and will build relationships with potential and existing partner organisations.  Identification, assessment, and development of new volunteer assignments, providing volunteer support, and financial and office management are part of this role.  Immediate start required.

Person profile includes:
  • An understanding of the role of government and non-governmental agencies in the development of Timor-Leste
  • A self starter with ability to work independently and within a team environment
  • Well developed communication (both written and verbal) in English. Working knowledge of Tetum and/or Bahasa Indonesia would be advantageous.
  • Excellent interpersonal skills with demonstrated  networking and negotiating skills in establishing and maintaining effective relationships with a wide range of people and organizations
  • Ability to take initiative, multi-task and manage time effectively
  • Maturity of judgment and good problem solving capability
  • Administrative and financial  management experience including proven experience in developing and maintaining  office systems, budgets and financial records
  • IT literacy that includes proficiency with email, spreadsheet and word-processing software
  • Eligible to legally work in Timor-Leste
  • Clean police record
  • Current driver’s license and able to drive a 4-wheel vehicle over rough terrain
  • Previous experience in coordinating development and/ or volunteer programmes would be an advantage.
