Organizational Context

Under the guidance and direct supervision of the Procurement Analyst, the Procurement Associate provides leadership in execution of procurement services in Country Office (CO) ensuring their effectiveness, transparency and integrity. The Procurement Associate supervises and leads the support staff of the Procurement Unit. The Procurement Associate works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff for resolving complex procurement-related issues and information delivery.

Duties and Responsibilities:

1. Ensures administration and implementation of the operational strategies focusing on achievement of the following results:

· Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.

· CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics, control of the workflows in the Procurement Unit.

· Elaboration of proposals and implementation of cost saving and reduction strategies in consultation with office management.

· Provision of researched information for formulation and implementation of contract strategy and strategic procurement in the CO including tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, quality management, e-procurement introduction.

2. Organizes procurement processes for CO, projects and at the request of other Agencies focusing on achievement of the following results:

· Preparation of procurement plans for the office and projects and their implementation monitoring.

· Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.

· Preparation of Purchase orders and contracts in and outside Atlas, preparation of Recurring Purchase orders for contracting of services, vendors’ creation in Atlas. Buyers profile in Atlas.

· Review of procurement processes conducted by projects; submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).

· Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.

· Presentation of researched information on procurement in the CO.

· Preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP to other Agencies.

· Organization of joint procurement processes for the UN Agencies in line with the UN reform.

3. Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

· Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.

4. Ensures proper control of CO Assets focusing on achievement of the following results:

o Preparation of inventory reports.

o Implementation of Inventory and physical verification control in the CO and projects.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

· Organization of trainings for the operations/ projects staff on Procurement.

· Synthesis of lessons learnt and best practices in Procurement.

· Sound contributions to knowledge networks and communities of practice.

Required Qualifications:

· Secondary Education with specialized certification in HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement.

· 5 to 7 years of progressively responsible procurement and administrative experience is required at the national level.

· Experience in Experience in the usage of computers and office software packages (MS Word Excel, etc) and experience in handling of web based management systems, Atlas applications and global payroll systems.

· Fluency in English. Working knowledge of Portuguese or Tetum or Bahasa Indonesia is an asset.

Organizational Context

Under the guidance and supervision of the Assistant Country Director, Planning, Monitoring and Evaluation Unit (ACD PME), the Monitoring and Evaluation Analyst contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations. The Monitoring and Evaluation Analyst ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design; contribute to implementation of UNDAF priorities and results.

Duties and Responsibilities

1. Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:

· Participation in the planning, preparation and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.

· Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.

· Contribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.

2. Ensures effective coordination of the evaluation process in the Country Office, focusing on achievement of the following results:

Required Qualifications:

Duties and Responsibilities:

1. 2. Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.

Required qualifications:

Introduction

South East Asia Regional Cooperation in Human Development (SEARCH) and Judicial Systems Monitoring Project (JSMP) are seeking a research assistant to assist in a participatory research project focused on engaging with children (aged 10-15) and their communities to explore violence from the perspective of children and in the context of children’s lives. This research will help to inform the development of tools to strengthen local capacity on the civic engagement of children and their communities, and in child protection and the broader promotion of human rights.

The project will work in partnership with other local NGO’s involved with children and children’s rights, and intends to build on the UN Study of Violence Against Children, the MSS Child Protection Networks and focal points and recent concluding observations of the Committee on the Rights of the Child on Timor-Leste’s 2006 periodic report. The project will also address issues of culture and violence, and the role culture can play in peace-building, child protection and human rights. Gender specific perspectives will also be explored.

Job Description

Working in close collaboration with an international researcher, the Research Assistant will be required to:
· meaningfully engage with children and communities
· co-facilitate and translate participatory sessions with children and their communities
· orally translate from English to Tetum and from Tetum to English, ensuring the voices of the children are captured
· translate written documents from English - Tetum
· ensure cultural sensitivity of research and research tools
· critically reflect and analyze discussions and data collected
· assist in the development of capacity building tools

The duration of the project is 4 months, and salary will be negotiated based on experience and expertise.

Qualification Requirements

EDUCATION
· Advanced University Degree in Social Sciences, Humanitarian Law/International Law, or other relevant discipline.

WORK EXPERIENCE
· Proven professional level experience in development and research related activities in the fields of child protection and development, human rights, and social protection. Strong facilitation skills and experience working with children and youth is a must.
· Proven analytical, conceptualizing and negotiating skills, relevant to human and social development would be a strong asset.

Capacity Development for Translators/Interpreters in Timor-Leste in Support of a Multilingual Administration – Assessment and Strategy Mission

Post Title: National Expert in Timor-Leste’s Public Administration

Background

The linguistic development in Timor-Leste was strongly influenced by the historic experience of the young nation, whose Constitution recognizes Portuguese and Tetum as official languages, and Bahasa Indonesia and English as working languages. The Constitution defines Timor-Leste as a bi-lingual State and special requirements arise from this provision, including the publication of legislation in both official languages. The development of Tetum as a fully functional national official language is another requirement stemming from the Constitution.

Following the arrival of the international community in Timor-Leste in May 1999, there was an urgent need for interpreters and translators, compounded by the overall poor capacity of local human resources and the adoption of Tetum and Portuguese as official languages. Initially, local language assistants were recruited by the international community to enable basic communication between foreigners and Timorese. But the need for skilled translators and interpreters was soon deemed paramount to facilitate communication with the local communities, between the various State bodies as well as with the international community.

The need for improved skills was deemed particularly urgent in the justice sector. In collaboration with the Ministry of Justice, UNDP designed and implemented a Pilot Project for the justice sector aimed at creating a pool of skilled Timorese professionals, contributing to the development of Tetum as a full working language in the judiciary and setting professional standards for the two professions. As an outcome of the Pilot Project, a pool of trained translators and interpreters was established that currently provides translation and interpreting services to justice sector institutions.

Despite the outcome of the Pilot Project, the current numbers and quality of interpreters and translators in Public Administration, National Parliament and the Courts remain well below desired levels. Moreover, several audit and review missions (Pilot Project Assessment Mission, Justice Sector Mid-term Reviews and other external assessment reports) have stressed the urgent need for a much larger number of translators & interpreters and have recommended the development of Tetum and the production of materials in this language in various fields of endeavour.

Given the requests by different State institutions, UNDP considers that the time has come to revisit such recommendations and to build on the valuable lessons learned from previous experiences, particularly the Pilot Project, with a view to extending the concept to the entire public administration. In order to support the National Parliament, the civil service, and the justice sector, UNDP is planning a Mission to assess their needs and to formulate a project to train a new pool/pools of translators and interpreters that will provide assistance to these national institutions. Such Mission will be supported and undertaken in joint collaboration with the UNDP Civil Service project, the Parliament project and the Justice project.

The Mission

1. To assess the existing situation of translation and interpreting in Timor-Leste.

2. To assess the needs of the National Parliament, Public Administration and Justice Sector, as regards human resources and the language combination requirements.

3. To design and propose a sustainable strategy to meet the translation and interpretation needs of Timor-Leste in the short-, medium- and long-term.

4. To design and propose a short-, medium- and long-term strategy to organize translation and interpreting services in a multilingual administration, parliament and judiciary based on the linguistic options enshrined in the Constitution, the National Development Plan and the National Institute of Linguistics’s guidelines for the development of tetun ofisiál.

5. To detail the design of a project aimed at coordinating all actions concerning language mediation in the three sectors. In particular, to address short-, medium- and long-term requirements in these sectors, including recruitment of national and international translators, interpreters and trainers, organization of intensive training courses, training of national trainers and preparation of a future higher education course in translation and interpreting.

6. To assess the needs concerning the development of Tetum as a fully functional language and propose actions aimed at empowering and staffing the authority for the national languages.

Position Description

The Expert in Timor-Leste’s Public Administration will advise the Mission on regulatory and administrative matters. The work will be carried out against the backdrop of Timor-Leste’s legislation and policy regarding public service organization, contracts, carriers and statute, etc. The Expert in Timor-Leste’s Public Administration will report directly to the Team Leader.

Note: The timing and duration of this consultancy will be determined by UNDP after consultation with the Team Leader.

Qualifications and Professional Experience

· University degree

· In-depth knowledge of Timor-Leste’s institutions and legislation

· 5 experience in Public Administration and experience in Timor-Leste language situation

· In-depth knowledge of Timor-Leste’s language situation

· Inside knowledge of Timorese culture and idiosyncrasies

· Experience in legal drafting

Scope of Work

1. To contribute to a survey of the current situation of translation and interpretation of the National Parliament, Public Administration and Justice Sector as regards human resources, particularly from the viewpoint of training requirements and the regulatory framework.

2. To assist in devising a framework for contracting national translators and interpreters to meet most pressing needs

3. To make proposals regarding an administrative/regulatory framework to support the ongoing/further development of existing/future translation & interpreting skills in TL

4. To assess the current situation of contractual modalities of national translators and interpreters, both in the Public Administration and International Organizations and develop an implementation plan to ensure the optimisation of the limited resources and prevent the drainage of trained translators and interpreters from the public service to the private sector.

5. To make proposals regarding an administrative/regulatory framework for the development of tetun ofisiál as a fully functional language and the empowering and staffing of the National Institute of Linguistics, as its scientific guardian.

9. To assist in identifying the costs involved in establishing and running a multilingual administration and develop strategies to secure the follow-up implementation costs of the overall Training Programme.

10. To assist in consultations with development partners to guarantee harmonisation with ongoing or possible initiatives that might have an impact or be impacted by this intervention, specially taking into account national processes, such as the revisited Sector Working Groups framework.

11. To assist in identifying organizations and governments, which could provide financial and human resource support to the project, and recommend strategies for capturing the opportunities.

Language requirements

Tetum and/or Portuguese

The knowledge of other national languages, English and/or Malay Indonesian would be an asset.

The Expert in Timorese Languages, Culture & Outreach will report directly to the Mission Leader.

5. To take part in interviews with Ministries, relevant institutions and bodies of sovereignty as well as with international institutions currently operating in Timor to identify the current and predictable future needs of the country as regards Tetum and other national languages

6. To assist in designing a strategy to address the training needs of the National Parliament, Public Administration and Justice Sector, in particular as regards Tetum, bearing in mind the guidelines for the development of tetun ofisiál as provided by the authority for the national languages, the National Institute of Linguistics (INL).

7. To advise on strategies to attract candidates to the training courses on the short term;

8. To assess the current status of development of tetun ofisiál as a fully functional language and of the National Institute of Linguistics, as its scientific guardian.

9. To liaise with INL and relevant stakeholders in assessing the needs for the development of tetun ofisiál as a fully functional language and to propose actions aimed at empowering and staffing the authority for the national languages, within the framework of Timor-Leste’s national language policy.

10. To assess the feasibility of considering other national languages in the future.

Position Description

The National Expert in Tetum Literacy and Development will be responsible for coordinating the Mission’s work regarding the dissemination of Tetum. The work will be carried out against the backdrop of Timor-Leste’s plans to develop Tetum as a fully functional language. In particular, he/she will have to liaise with relevant Timorese authorities and identify existing needs (human resources, teaching aids, etc.). The Expert in Tetum Literacy and Development will report directly to the Team Leader.

Qualifications and Professional Experience

· Tetum speaker with thorough knowledge of tetun ofisiál

Scope of Work

To liaise with INL and relevant stakeholders in assessing the needs for the development of tetun ofisiál as a fully functional language and to propose actions aimed at empowering and staffing the authority for the national languages, within the framework of Timor-Leste’s national language policy.

4. To take part in interviews with Ministries, relevant institutions and bodies of sovereignty as well as with international institutions currently operating in Timor to identify the current and predictable future language/staffing needs of the country;

5. To assist in devising a strategy for the ongoing/further development of existing/future translation & interpreting skills in TL;
