Responsibilities
The Paramedic will perform the following duties: First responder to emergency situations; Provision of pre-hospital care to UNMIT and Country Team Staff; Responsible for performing initial triage of patients, especially during mass casualty management; Assist in providing medical support during evacuations and repatriations; Will be a member of the mission’s Emergency Response Team; Advise administration on the requirements for evacuation and/or escort patients if needed; On-call status during nights, weekends and holidays as appropriate; In consultation with the Chief Medical Officer, develop and implement First Aid and BLS Training programmes to meet mission needs; Responsible for the preparation or updating of emergency kits, trauma kits and evacuation kits for Doctors, emergency vehicles and strategically place kits in the facility; Assist in the maintenance, repair and replacement of equipment for the medical section; Suggest and research equipment necessary for proper medical support; After receiving permission to order will aid in the requisitions; Provide On-The-Job training to medical staff on the use and maintenance of equipment under the care of the Paramedic; and other duties as necessary.

QUALIFICATIONS

Education
Advanced Paramedic diploma, preferably at least Paramedic Level 3 or equivalent from an accredited institution. Certified to teach Basic Life Support. Certificate in Helicopter Underwater Escape Training (HUET). Certificates in ECG, CPR or ACLS is an asset.

Work Experience
A least five years of progressive experience in Emergency Pre Hospital Care including retrieval and trauma. Experience in care and treatment of critically ill patients without the continuous support or direct supervision of a medical doctor. Experience in working with medical emergencies in conflict areas would be an asset.

Languages
Fluency in spoken and written English; knowledge of a second UN language is an advantage and sometimes a requirement. Local language capability (Portuguese, Bahasa Indonesian or Tetum) would be considered a strong asset.

Other Skills
Familiarity with the operation of: Cardiac Monitors, Ventilators, Infusion, syringe and feeding pumps, ECG, Suction Machine. Use of Microsoft Office tools is desirable.

Preamble

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

Responsibilities

Under the direct supervision of WASH Specialist the UNV volunteer will undertake the following tasks:
• Assist/guide implementing partners to prepare designs, estimates and drawings of water and sanitation projects. Assist/guide implementing partners to prepare bid documents and contract documents.
• Collect and analyzes data related to Community WASH project and Children s Environment Project for the situation analysis, project planning, management, monitoring and evaluation purposes. Analyzes programme implementation reports and evaluates against established programme recommendations and plans of action. Prepare tables, graphs and other statistical data. Report outcome of analysis and proposes corrective action.
• Attend WASH coordination and technical cooperation meetings, prepare notes and undertake follow-up action
• Plan, organize and facilitate technical and management training related to water supply, sanitation and hygiene education
• Undertake ongoing field visits to UNICEF project sites for the participation in, or observation of project activities and local conditions. Prepare routine reports on results of visits and project progress.
• Monitor the flow of supply and non-supply assistance to local authorities. Draft supply plan. Collect and record information on supply/non-supply inventory, distribution and utilization.
• Investigate queries regarding authorization, delivery or payments and follows up with Finance, Administrative, Supply and Programme staff on processing of payments, advance to governments and liquidation of accounts. Ensure that activities are in accordance with plans of action.
• Undertake arrangements for visits to project sites for government and other partners and donors, which include providing information and briefing on project activities and status.

Furthermore, UNV volunteers are encouraged to:
• Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
• Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
• Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
• Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;
• Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:
• Assisted to develop annual workplan. At least 20 water and sanitation project designs, estimates and drawings of water and sanitation projects developed, bid documents prepared and implementation started
• Community WASH project and Children s Environment Project related data and information collected, analyzed and reports prepared
• Relevant monthly or periodic WASH coordination and technical cooperation meetings attended and assisted to partners to prepare meeting minutes. Supported to conduct mid year review and annual review of project activities
• Assisted and/or facilitated to plan and conduct at least two Water users Group Management training and one Total Sanitation training
• Regular field supervision and monitoring to project sites conducted, reports generated and shared with relevant implementing partners
• Assisted to prepare project related supply requisition in timely manner
• Assisted to conduct end-user monitoring
• Planned and undertaken arrangements for visits to project sites for government and other partners and donors as required by the project and UNICEF
• A final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities, capacities.

The goal of the East Timor (Timor-Leste) Public Sector Capacity Development Program is:

The mission of the Program is:

- To strengthen capacity building institutions and processes to build individual and institutional public sector capacity in East Timor.

As part of this assistance the PSCDP designs activities and provides timely access to, amongst other things, high-level short and longer-term technical expertise in areas across the public sector.

We are seeking Human Resource Development and Training Adviser to work in concert with the National Institute of Public Administration (INAP). The position will be for 12 months.

Selection Criteria


Essential

  • Demonstrated ability to provide team leadership and management.

Project Background

The Ministry of Finance of the Government of the Democratic Republic of Timor-Leste is looking to recruit a Senior Adviser Internal Reform, Capacity Building and TA Coordination for its Planning and Financial Management Capacity Building Program (PFMBP). PFMCBP is a five-year technical assistance program supported by a grant from the International Development Association and a co-financing Multi-Donor Trust Fund. The Program started in late 2006, and is scheduled to close in July 2011. PFMCBP provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency.

PFMCBP has assisted the Government of Timor-Leste take forward an important reform agenda. Key achievements include implementation of a major reorganization of the Ministry of Finance; strengthening public expenditure management through simplification and strengthening of treasury systems and processes, and increased delegation of authority to line ministries; improved revenue management, including increased transparency in tax administration and reinforcing Petroleum Tax administration; and a gradual improvement in macroeconomic planning. There are important challenges ahead as the Ministry of Finance implements a strong reform program in a capacity constrained environment. PFMCBP itself has a challenge to build capacity and enable an increased transfer of responsibility to Timorese public servants.

The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Senior Management Committee chaired by the Minister of Finance. There is a dedicated Program Implementation Unit that is responsible for day-to-day program management and implementation which has been integrated recently into the newly established Directorate General Corporate Services. A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

Scope of Work

The Senior Program Manager will provide advice to the Program Implementation Officer, who has delegated authority from the Minister of Finance to execute the Legal Agreements between the Government of Timor Leste and the World Bank.

The Senior Program Manager will manage the Program Implementation Unit, which comprises two other core positions –the Finance Officer, and the Procurement Officer – as well as other positions and service contracts required to effectively administer the program.

The position involves project management, implementation and supervision:

  • Participate on the Consultative Council for Finance Management, chaired by the Minister, during sessions that the CCFM is convened to address issues relating to the PFMCBP and will act as the Steering Committee of the PFMCBP
  • Provide secretariat support to the Supervisory Committee, which meets at least every six months
  • Work closely with Directors General, Senior Management Advisers, and the Minister’s Office
  • Liaise with the World Bank office to help it undertake effective program supervision
  • Manage the effective recruitment and management of a large team of consultants,
  • Prepare Annual Reports and Quarterly Reports
  • Prepare Implementation Action Plans, updated every six months
  • Prepare Procurement Plans, updated every six months
  • Report against the Results Matrix
  • Manage the recruitment process for international and national consultants
  • Manage the Advisers’ Performance Management System
  • Manage administrative support for consultants such as inductions and leave
  • Ensure that procurement is managed in accordance with World Bank operational procedures
  • Ensure that finances are managed in accordance with World Bank operational procedures
  • Ensure that the legal agreements between the Government and the World Bank are observed

Performance of the Senior Program Manager will be assessed by the Minister and PFM Adviser in accordance with the performance review framework for advisors in place in the Ministry.

There is probation period of three months.
