Education Development Center Inc. (EDC), a US -based, non-profit education research and development organization, is implementing the USAID Prepara Ami ba Servisu (PAS) program in Timor Leste. This program provides young, minimally-educated rural men and women with a workforce preparation program that combines off-the-job instruction with on-the-job training.

We are currently seeking dynamic and qualified persons for the following positions:

1) Monitoring and Evaluation Associate or Specialist

The Monitoring and Evaluation Associate/Specialist will develop and implement M & E trainings for project staff, partners, and participants; will manage/coordinate M & E activities between the main office and the districts, and between EDC and its partners. This person will plan and supervise data collection activities, prepare M/E reports and briefings targeted to a number of audiences, will review and refine data collection techniques and will create new instruments as necessary. 2) District Coordinators for Bobonaro, Manatuto, Baucau and Lautem

The District Coordinator (DC) is responsible for project implementation in multiple sites in selected districts. Currently we are seeking at least one candidate from each of the following Districts: Bobonaro, Manatuto, Baucau and Lautem. The ideal DC candidate will already be living in the Districts, will have a demonstrated capacity to manage projects; will be able to identify work opportunities and network with appropriate Government, NGO, and private sector officials and will have some training experience. Frequent travel within and between Districts is required and this position is based in the Districts.

3. Work Experience Associate.

The Work Experience Associate will be working on the team that develops work opportunity component of the PAS program. The WEA will be responsible for developing youth work opportunities in targeted rural districts. The WEA will help develop contacts and networks with government agencies, private sector representatives and NGOs in order to identify work opportunities and will be responsible for managing this functional area of the PAS program. The WEA should have the capacity to familiarize herself with work sponsor priorities and quality expectations and will have some understanding of the livelihood development needs of rural Timorese. The WEA will have a familiarity with government policies and priorities regarding infrastructure and agriculture projects.

4. Market Development Associate or Specialist

The Market Development Associate or Specialist is responsible for facilitating the second phase of the PAS program. The MDA/MDS is responsible for developing relationships with collaborators to support youth participant internship, employment, self-employment and further training opportunities in targeted rural districts.

For the above positions candidates must be Timorese citizens, must have at least a secondary school diploma, university degree preferred, and previous work experience in related area. Candidates must have a working knowledge of English (reading, writing and speaking) and must speak Tetun and/or Bahasa Indonesian. All staff are expected to work on a team and demonstrate responsible, mature and professional behavior.

Plan, 3 Positions, Deadline 15 June 2009

Plan Timor-Leste wishes to recruit experienced staff to fill in various vacant positions.

Plan is an international NGO that works in over 60 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.

The position will be based at the Plan Country Office in Dili with some travel within Timor-Leste.

1. Early Childhood Care & Development (ECCD) Advisor (open to international applicants)

Responsibilities
The ECCD Advisor will lead a team who shall manage Plan’s ECCD program, coordinate initiatives related to ECCD, forge partnerships and relevant networks, develop training programs and train partners and staff, and assist in developing ECCD M&E tools and systems.

Minimum Qualification Required
The candidate should have a master’s degree in education, social sciences, family life and child development or other related disciplines; at least three years experience in managing education programs and possesses strong networking, communication and problem-solving skills.

2. Adult Literacy Specialist (open to international applicants)

Responsibilities
The Adult Literacy Specialist will guide the development of the adult literacy program and assist in implementing the program in 10 pilot sites in Aileu, coordinate initiatives related to adult literacy, map out adult literacy services and resources and forge partnerships; provide technical assistance to community facilitators and local partners, design and conduct training among field staff and partners, conduct field visits and monitor and liaise with MoE for sharing of experiences and accreditation of adult literacy graduates.

The candidate should have at least a bachelor’s degree in Education, Social Work or Social Sciences and at least three years of experience in managing adult literacy programs and preferably with familiarity of the country’s existing adult literacy initiatives and system of accreditation.


3. Institutional Building Specialist (open to Timorese applicants only)

Responsibilities
The position shall take the lead of guiding policy development, coordinating national campaigns, conferences and forums on ECCD, establish the ECCD Network of NGOs and organize and support relevant ECCD coordinating bodies at the national and district levels.

Minimum Qualifications required:
The candidate should at least be a graduate of or attended at least 2 years of a related course in Community or Rural Development, Social Sciences, Education and Social Work, has a year of experience in high-level networking and ministry-level coordination.

Plan, Recovery Adviser, Deadline 15 June 2009

Plan Timor Leste, an international NGO, wishes to recruit an experienced Recovery Adviser.

The Recovery Adviser will represent Plan Timor-Leste as Co-Coordinator of the Emergency Education Cluster, write Plan Timor-Leste’s Recovery Country Program Outline and related proposals, lobby actively to secure funding and (if funding is secured) begin project implementation. The position is based in Dili.

The successful candidate will have the following qualifications and experience:

  • Relevant university degree.
  • Very good writing skills.
  • Strong interpersonal skills, including leadership and working with a wide range of people.
  • Organisation, self-motivation and independent work skills.
  • Experience with the following: emergency response and recovery, disaster risk reduction and education; humanitarian coordination systems
  • Ideally the cluster system; and writing program plans and proposals.
  • Experience with advocacy, and youth engagement in a post conflict situation (highly desirable).
  • Tetum, Indonesian or Portuguese language skills (desirable).
  • Knowledge of child protection (desirable).

This is a seven-month position with the possibility of renewal, subject to funding.
