JOB DESCRIPTION:
Under the direct supervision of the Senior Socio-Economic Affairs Officer, the Socio-Economic Affairs Officer (NPO) will assist to monitor and draft briefs/reports on policies and strategies pertaining to socio-economic development on Timor-Leste. 
The Socio-Economic Affairs Officer (NPO) will (a) monitor and prepare briefs on the developments and the options taken by the Government regarding the areas of economic growth and poverty reduction and its impact. (b) Monitor and prepare briefs on the management and utilization of the Timor-Leste’s Petroleum Fund and National Petroleum Authority. (c) Monitor and prepare briefs on the quarterly and annual trends in National Budget Execution and also by Ministries. (d) Monitor and prepare briefs on the Government policies, strategies that are doable and appropriate for Timor-Leste. (e) Regular monitoring and reporting on new policies  and measures taken and also for its implementation by  Ministry of Finance; Ministry of Tourism, Commerce and Industry; Secretary of State for Natural Resources, Office of the Prime Minister; Secretary of State for Energy Policies, Office of the Prime Minister; and Banking and Payments Authority. (f) Monitor and prepare brief on the integration of the UNDAF with the National Priority Programmes and its impact. (g) Maintain database on socio-economic indicators including MDGs and preparation of briefs on quarterly development trends. (h) Networking with ASEAN, ESCAP, Pacific Forum Secretariat, WTO and other international and institutions. (i) Perform other duties as required.

QUALIFICATIONS AND REQUIREMENTS:

Education: University Master’s Degree in Economics/Business Administration/Public Administration/ Management/ International Relations, is required. Work Experience: Four (4) years relevant work experience on development issues on poverty reduction and economic growth at national/international level. Excellent statistical and research skills. Experience in undertaking analysis on socio-economic issues. Languages: Fluency in English and Tetum is required, Portuguese and Bahasa Indonesia is desirable

JOB DESCRIPTION:
The Fire Safety Assistant (Emergency Response Supervisor) will be responsible for the following duties:
Assist in the implementation process of an emergency response service for UNMIT; Participate in response to all emergency types including fires, rescues and medical response; Successfully complete an initial training period and participate in training on a daily basis, for effective emergency response; Assist training and planning duties on a daily, weekly and monthly basis; Assist with incident command duties as required, (The supervisor will not be expected to command incident scenes); Supervise the day to day non emergency operations of the national fire safety assistants; Ensure that all equipment and personnel are maintained in a high state of readiness for response to emergencies; Translate and distribute training and safety materials and conduct fire, safety and other specialized training for UNMIT staff; Assist in preparing fire safety plans and building evacuation plans; Conduct and report on evacuation drills and fire and safety inspections in UN facilities; Report all shortcomings and make recommendations to bring UN facilities to Mission fire and safety standards; Check fire extinguisher status and rectify shortfalls; Conduct fire prevention seminars for UN staff; Keep records of safety documents; Perform all types of duties related to the Emergency Response service; Collect relevant statistics and report them regularly to the Fire Marshal; Immediately notify the International Fire Safety Officers of any potential fire and safety situations; Be conscious of own and others safety whilst undertaking duties; Perform other duties as required; Must be able to respond to incidents outside of normal working hours on a compensatory time off / overtime payment basis.

QUALIFICATIONS AND REQUIREMENTS:
Education: High School Diploma or equivalent. Good computer skills, including proficiency in word processing and spreadsheets. The candidate should be physically fit in accordance with the requirements of the job. Experience: At least Six (6) years of work experience in a relevant occupation such as fire or medical response, safety, plumbing, building, rigging, heavy engineering, vehicle maintenance, transport etc. Language: Fluency in spoken and written English; fluency in the local language is essential. Others: Timor Leste nationality; High levels of integrity and responsibility; Ability to operate a 4x4 Manual vehicle is required (ET Driver’s Licence).

Strengthening Property Rights in Timor-Leste


Position Title: Task Leader, Public Information and Awareness
Position Type: National, FS10
Position Duration: up to 5 years based on performance
Location: Dili, with some travel to the districts


Project Background:

Working in close cooperation with the Ministry of Justice and the Direcção Nacional de Terras y Propriedades (DNTP), this 5-year project will build on past USAID Land Law Programs to provide support to the Government of Timor-Leste in the area of land and property.  The project’s objectives include: 1) Strengthening Policy, Law and Regulations; 2) Developing Land Administration and Information Systems; 3) Resolving Disputes; and 4) Increasing Public Awareness.
The Project comprises 5 tasks in the pursuit of the objectives noted above; 1) Public Information Awareness / Increased Transparency; 2) Land Policy Laws and Implementing Regulations; 3) Support to a National Land Commission (NLC); 4) Land Administration (Cadastral, Registration and Land Titling System); and, 5) Dispute Resolution, Mediation and Processes for Competing Claims to Land.
Public Information and Awareness (PIA) is a major component of the program and will be developed in support of all other activities.  No prior knowledge of land or legal issues is required.


Position Description:
Working with the other Task Leaders and national counterparts (including government, media and civil society partners), the Task Leader – PIA will be responsible for designing and implementing a national public information and awareness campaign to support project activities.

This will include, but not be limited to the following activities:

-          Assist with the development of a strategic plan for a Public Information and Awareness campaign;
-          Develop public information materials and messages;
-          Liaise with the Ministry of Justice, the DNTP and other national counterpart institutions and civil society organizations to coordinate the development of public information messages and events, ensure national ownership, and field-test messages;
-          Liaise with national media institutions to ensure media coverage of project;
-          Write press releases;
-          Provide materials and support to training activities, including organizing training where required;
-          Manage up to 3 staff and external contractors on a job-by-job basis;
-          Report to the Chief of Party and USAID as required.

The task leader will be supported by up to 3 staff members under their direct supervision.


Requirements:

Professional experience:

-          4-6 years of progressively responsible work experience in a relevant field (media, public relations, outreach communications), with significant management experience and ability to balance a high workload.

Education and professional qualifications:

-          University degree required;
-          Formal education or training in PIA-related discipline or other social science (e.g. journalism, communications, public relations, media) would be an advantage;
-          Fluency in English required.
-          Computer literacy required.
-          Basic computer literacy in design / graphics packages would be an advantage.  Macintosh experience would be an advantage.
-          Previous experience working for an international organization would be an advantage.

REPORT TO: FINANCE COORDINATOR


JOB SUMMARY:                     
The post will be responsible for processing all types of financial transactions including Data Entry, Payments & banking, using accounting package and assisting the Finance Coordinator in all areas of financial accounting and financial control.

MAIN RESPONSIBILITIES AND TASKS:

  1. Assisting in the closing of monthly accounts and preparing financial statements for submission to the Headquarters.
  2. Reconciling and reviewing suspense accounts and ensuring that proper clearance procedures have been followed.
  3. Reviewing various accounting transactions, e. g., payroll, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions and practices;
  4. Assisting in the processing of payments to Suppliers/Subcontractors and vendors for goods and services;
  5. Reconciling bank statements for all funds in foreign and local currencies; Serving as Approving Officer for disbursements up to an authorized level; Providing guidance and training to colleagues as required;
  6. Keeping up-to-date on documents/reports/guidelines/Audit Files in an appropriate manner.
  7. Performing Inventory and Property Purchase Report monthly reconciliation
  8. And performing other duties requested by the Finance Coordinator.

WORK EXPERIENCE:         Minimum of 3 years experience in an equivalent position. Experience with accounting software is preferred but not required. Experience working in a similar position for an NGO or an international organization is preferred. Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.

SKILLS:                                 Working knowledge of English, both written and spoke. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
