Human Resources Management ASSISTANT – Office of Prosecutor General

GRM is the Managing Contractor for the Australian Government assistance provided to Timor-Leste via the East Timor Justice Sector Support Facility (ETJSSF) - The Justice Facility

We are seeking a Human Resource Management Assistant to work with the Office of Prosecutor General

Timorese and non – Timorese applicants residing iin Timor Leste are encouraged to apply

Assessment

A panel will assess applications on the basis of technical merit and value for money.

Applications that are assessed by the panel as being technically suitable for the assignment will receive a financial assessment. Final scores will be weighted as follows:

                  ♦ 80% for technical score

                  ♦ 20% for financial score

 The final score is calculated as follows:

(Lowest Price / Applicant’s Price x 20) + (Lowest Score/Applicants Score x 80). 

Note that only those applications from candidates who are able to fulfil all the requirements of the position will be assessed financially.

A. TERMS OF REFERENCE

Human Resource Management Assistant, Office of the Prosecutor General

Location
Based in the Office of the Prosecutor General, Dili.  Some travel to the Districts required.  
Language
The sector agencies use Portuguese and Tetun (official languages), as well as Bahasa Indonesia and English (working languages).  A high level of proficiency in written and spoken English and Tetun or Portuguese is required.

Subcontractor Responsibilities/tasks  

  • Develop and maintain effective working relationships with all key stakeholders.

Under the overall support and direction of the Human Resource Management and Development Adviser, undertake the following:

  • Support the restructure of the Office of the Prosecutor General (OPG).
  • Work with key staff and advisers in the OPG to implement the OPG restructure as approved.  Activities will include support for the recruitment and selection of key staff, development and implementation of induction activities for key staff and the design and implementation of key changes to implement the split in Administration and Court Processing functions.
  • Assist HR Staff to implement the PMIS and to fully utilise its reporting functions
  • Work with key HR Staff from the OPG to implement the Human Resource Management Policy and Procedures Manual, as it is approved.
  • Perform other duties as directed.

B. SELECTION CRITERIA
Qualifications and Experience

  • Experience working in a Human Resource or Administration area, with a focus on implementation of policy and procedures;
  • Understanding of organizational development issues in Timor Leste, preferably in the context of the Justice Sector;
  • Understanding of the legal system and public administration in Timor Leste.

Other Qualities/Competencies
  • Fluency in English and Tetun or Portuguese.
  • Strong interpersonal communication skills, with the ability to communicate well with people from diverse cultures and backgrounds; Ability to be flexible and to identify a variety of solutions to issues that may arise;
  • Ability to work sensitively and in a culturally appropriate manner with people from diverse cultures and backgrounds;
  • Ability to work as part of a team with a commitment and skills to resolve conflict in the workplace;
  • Ability to maintain confidentiality in difficult working environments
