WFP in Timor Leste aims to assist approximately 457,000 people through School Feeding, Mother & Child Health Care, Food For Work and Emergency Relief. In 2009 a Logistics Special Operation started with the aim to enhance the human capacity of logistics staff within the government of Timor-Leste, and improve the logistics infrastructure of related ministries. We are currently seeking two qualified candidates for the following post.

Post Title: National Logistics Officer
Contract Type: Service Contract
Post grade: NOA
Duty Station: Dili (with frequent district travel)
Duration: Eight months Service Contract (with 3 months’ probation period) renewable

Duties/Responsibilities: 
Under the administrative directive of the Country Director, Deputy Country Director and supervision of the Head of Logistics, the National Logistics Officer will be responsible for the following duties and responsibilities:
·         Provides logistics advice to the Special Operation Team to increase impact of government logistics capacity building projects
·         Assists in Special Operation specific ministry-related project design
·         Assesses current government counterpart logistics human capacity, both on central and on district and sub-district level and reports on gaps
·         Assesses current government counterpart logistics infrastructure capacity, both on central and on district and sub-district level and reports on gaps
·         Assists the engineering component of the Special Operation in logistics infrastructure
·         Compiles assessment reports, responsible for creating, maintaining and reporting of data
·         Advices Special Operation Project Team on training and infrastructure augmentation needs within the relevant government ministries
·         Spearheads capacity building of complete government supply chain both in Dili-based ministries and in districts.
·         Initiates planning to upgrade logistics infrastructure including but not limited to warehousing and rural access roads, particularly related to access to schools and healthcare
·         Perform other related duties as and when required

Qualifications/Experience:
·         University degree, preferably in business administration or economics, or relevant logistics qualifications or extensive logistics experience
·         At least 3-5 years experience in shipping, freight forwarding, trucking or other logistics/transport operations
·         Trainer experience, preferably in a government, NGO or UN agency setting
·         Knowledge of national logistics network, sound judgment, initiative and integrity; ability to extract interpret, analyze and format data and to resolve operational problems
·         Ability to work with minimum supervision; ability to write reports in English.  Must be able to work effectively under time constraints and pressure and to deal patiently and tactfully with staff members and government staff at all levels
·         Proficiency in Windows (MS Word, MS Excel) and commodity tracking system experience
·         Fluency in both oral and written English. Knowledge of local languages a requirement.

Duties/Responsibilities: 

Under the administrative directive of the Country Director, Deputy Country Director and supervision of the National Logistics officer/Logistics Officer, the Administrative Assistant will be responsible for the following duties and responsibilities:

·                     Pro-actively assist the Special Operation project team in daily management to ensure smooth implementation of the project
·                     Oversees specific assets of the Special Operation and organizes maintenance and deployment as and when required
·                     Organizes travel and related administrative issues for Special Operations Project staff
·                     Maintains the Project budget and advises Project management on utilization and discrepancies
·                     Handles Project correspondence including translation of relevant documents
·                     Processes documentation for further action, filing or otherwise as directed by the project team members
·                     Processes assessment reports, responsible for maintaining of databases and reporting of data
·                     Assists the Special Operations team during the preparation and provision of training and capacity building of government staff within related ministries, districts and sub-districts
·                     Perform other related duties as and when required

Qualification & Experinces:
Secondary school education, at least 2-3 years experience in shipping, freight forwarding, trucking, warehousing or other logistics/transport operations and proficiency in Windows (MS Word, MS Excel).

GENERAL DESCRIPTION OF JOB:

Under the guidance and direct supervision of the IT Manager, the IT & Communications Associate provides support in execution of ICT services in the CO, provides daily technical support to users of information management tools and technology infrastructure.

The IT & Communications Associate works in close collaboration with the operations programme and project teams in the CO and UNDP HQs staff for resolving ICT-related issues.

Duties and Responsibilities

1.      Ensures implementation of  ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:
·        Compliance with corporate information management and technology standards, guidelines and   procedures for the CO technology environment.
·        Provision of support to the use of Atlas functionality for improved business results and improved client services.

2.      Ensures effective functioning of the CO hardware and software packages focusing on the achievement of the  following results:
·        Maintenance of equipment and acquisition of hardware supplies makes routine repairs and change of hardware electronic components.
·        Regular maintenance and cleaning of IT equipment (PCs, printers, scanners, computer peripherals, LAN wiring etc.

3.      Ensures efficient networks administration focusing on achievement of the following    results:
·        Assist in the administration of the physical set up of the wireless LAN, including hardware and software such as Cisco routers, satellite modems.
·        Assist in installation, configuration and maintenance of DNS server (LINUX) mail server and Microsoft based web server, file and print web server, file and print server and Proxy server.
·        Responds to user needs by providing trouble shooting and help desk assistance to all staff members in the CO as well as agency staff connected to the LAN system
·        Timely LAN Infrastructure and Internet connectivity upgrade to meet UNDP requirements.

4.      Ensures efficient telecommunication systems focusing on achievement of the following results:
·        Optimal performance of the telecommunication system (HF and VHF Satellite, switchboard and fax systems) including preventive maintenance; anticipation of requirements of spare parts; coordination with Operations for the timely procurement and delivery of spare parts.
·        Inventorying of all telecommunication equipment including warranty information and service records
·        Upgrade of existing equipment or recommendations for new communications equipment and facilities; preparation of and review of equipment specifications

5.  Provides administrative support    focusing on achievement of the following results:
  • Preparation and/or review specifications for IT equipment, maintain a roster of IT equipment supplies and IT service providers;
  • Coordinate with Operations Unit for the timely delivery of equipment and spare parts
  • Provides assistance to the IT Manager in maintaining and updating the CO intranet and in implementing the Training Plan.
  • Maintenance of an up-to-date inventory of the software and hardware.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.

QUALIFICATION AND PROFESSIONAL EXPERIENCE:

  • Secondary Education with specialized training in IT. University Degree in Computer Science would be desirable, but it is not a requirement.

§         Minimum 3 to 4 years of working experience in network administration and use of hardware/software, telecommunications facilities, PC hardware troubleshooting, and knowledge of database packages.

§         Fluency in the UN and national language of the duty station.
