The Autoridade Nacional do Petróleo (ANP) is a Timor Leste’s body responsible for managing and regulating petroleum activities in the Timor – Leste’s exclusive jurisdiction areas and in the JPDA in accordance with the Decree Law on the establishment of the ANP, the Timor-Leste Petroleum Activities Law, and the Timor Sea Treaty.
The ANP is seeking for two (2) highly professionals Timor-Leste National to work for the following positions:
1. Exploration and Data Management Officer
Position Description;
The successful candidate will be required to manage technical reports and data in order to assist in maintaining the oversight of proposed, planned and ongoing work programs of exploration companies. To ensure the secure storage and maintenance of all geological and geophysical data held by the ANP. You will be required to participate in ongoing training and activities to increase personal knowledge and skill in the petroleum industry in order to gradually assume increasing responsibilities. You will be required to assist in developing and maintaining exploration database. You will review and asses all data and reports received from exploration companies and ensure that it meets regulatory requirements and will perform any other tasks as directed by the Exploration Manager.
Essential Criteria
·       Tertiary Technical Qualifications (Geological or Geophysical);
·       Strong interest in, and aptitude for information technologies;
·       Understanding of Petroleum activities, particularly exploration;
·       Good understanding of issues and sensitivities working in a multicultural working environment;
·       Sufficient level of English Language communications skill – oral, reading and written;
·       High level of personal initiative, awareness and adaptability;
·       A high level self motivation, ability to prioritise work and meet deadlines;
·       Strong team player – able to work with team as well as independently;
·       Good attention to detail – methodical and careful worker;
·       Good knowledge of Microsoft Windows XP, Microsoft Office and Lotus Notes software.

2. Metering Officer

Position Description;
The successful candidate will be required to monitor and report on the performance of custody transfer metering systems in all facilities and to ensure high standard of reliability. You will be required to visit onshore and offshore metering sites for training and/or monitoring the calibration and maintenance activities. To collect and maintain all the metering and calibration data to allow optimum reliability control according to international standard. You will required to complete a HUET course and any other offshore safety and/or management training as required by ANP. You will attend and successfully complete formal training courses and prepare progress reports as requested by Exploration and Production Directorate (E&P) management. You will assist the Exploration and Production Team in identifying information requirements of industry stakeholders, including the ANP, the Timor-Leste and Australian governments, the Joint Commission and Contractors, and will perform any other tasks as directed by the Development and Production Manager.
Essential Criteria;

·      Tertiary qualifications in engineering, preferably Petroleum, Electrical/Electronic, Mechanical or Chemical Engineering;

·      Ability to communicate fluently in English, (written and verbal);

·      Demonstrated commitment to teamwork;

·      Ability to work and communicate effectively with operators by contributing to multi-disciplinary and multi-cultural teams;

·      An understanding of the existing petroleum regulatory frameworks;

·      Commitment to the implementation of approved procedures, oilfield industry standards and regulations;

·      A high level self motivation, ability to prioritise work and meet deadlines;
·       Strong team player – able to work with team as well as independently;
·      Proficient in the use of the Microsoft Office and Lotus Notes computer packages.
