In 2009 a Logistics Special Operation started with the aim to enhance the human capacity of logistics staff within the government of Timor-Leste, and improve the logistics infrastructure of related ministries. We are currently seeking two qualified candidates for the following post.

Post Title:            National Logistics Officer
Contract Type:    Service Contract
Post grade:          NOA
Duration:    Eight months Service Contract (with 3 months’ probation period) renewable
Duty Station:      Dili (with frequent district travel)

Duties/Responsibilities: 
Under the administrative directive of the Country Director, Deputy Country Director and supervision of the Head of Logistics, the National Logistics Officer will be responsible for the following duties and responsibilities:
·                     Provides logistics advice to the Special Operation Team to increase impact of government logistics capacity building projects
·                     Assists in Special Operation specific ministry-related project design
·                     Assesses current government counterpart logistics human capacity, both on central and on district and sub-district level and reports on gaps
·                     Assesses current government counterpart logistics infrastructure capacity, both on central and on district and sub-district level and reports on gaps
·                     Assists the engineering component of the Special Operation in logistics infrastructure
·                     Compiles assessment reports, responsible for creating, maintaining and reporting of data
·                     Advices Special Operation Project Team on training and infrastructure augmentation needs within the relevant government ministries
·                     Spearheads capacity building of complete government supply chain both in Dili-based ministries and in districts.
·                     Initiates planning to upgrade logistics infrastructure including but not limited to warehousing and rural access roads, particularly related to access to schools and healthcare
·                     Perform other related duties as and when required
Qualifications/Experience:
§                    University degree, preferably in business administration or economics, or relevant logistics qualifications or extensive logistics experience
§                    At least 3-5 years experience in shipping, freight forwarding, trucking or other logistics/transport operations
§                    Trainer experience, preferably in a government, NGO or UN agency setting
§                    Knowledge of national logistics network, sound judgment, initiative and integrity; ability to extract interpret, analyze and format data and to resolve operational problems
§                    Ability to work with minimum supervision; ability to write reports in English.  Must be able to work effectively under time constraints and pressure and to deal patiently and tactfully with staff members and government staff at all levels
§                    Proficiency in Windows (MS Word, MS Excel) and commodity tracking system experience
§                    Fluency in both oral and written English.  Knowledge of local languages a requirement.

·                     Assists the Special Operations team during the preparation and provision of training and capacity building of government staff within related ministries, districts and sub-districts

Qualifications/Experience:
§                    Secondary school education preferably oriented towards office management. Logistics experience an advantage
§                    At least 2-3 years experience in administrative duties preferably in a government, NGO or UN agency setting
§                    Knowledge of national government systems, sound judgment, initiative and integrity; ability to compile and process data, both physically as digitalized
§                    Ability to work with minimum of supervision; ability to write reports in English.  Must be able to work effectively under time constraints and pressure and to deal patiently and tactfully with staff members and government staff at all levels
§                    Proficiency in Windows (MS Word, MS Excel)
§                    Fluency in both oral and written English.  Knowledge of local languages a requirement

Qualifications/Experience:

Background:

The Justice System Programme
“Strengthening the Justice System in Timor-Leste” (Project no. 00014955)

The “Strengthening the Justice System in Timor-Leste” Programme was launched in 2003. This project was revised and a new project document was signed in December 2005, focused on institutional capacity development of the justice sector, including the Courts, Prosecution Service, Public Defenders Office, and the Ministry of Justice. Overall project management responsibility was entrusted to a Council of Coordination, consisting of the President of the Superior Council of the Judiciary, Prosecutor-General and the Minister of Justice.  The crisis of April-May 2006 and its aftermath drastically altered the domestic environment, unduly burdening this project which, as the most comprehensive vehicle of support to the justice sector, was called upon to respond to emergency needs for crisis response and recovery. In July-August 2007, an independent, external evaluation of the project made recommendations for far-reaching changes in the structure, scope and size of the project.  In light of those recommendations, this project was revised in 2008, with significant changes in scope, structure, and size, including a new focus on the ‘demand’ side of justice.  The revised project commenced in 2009 and provides for a strengthened Programme Management Unit, with five revamped programme units: Capacity Development, Justice Decentralization, Prosecution, Corrections and Access to Justice.

Duties and Responsibilities:

Under the overall supervision of the International Access to Justice Specialist and as a counterpart to the International Access to Justice Officer in the district office (Baucau, Suai or Oé-cusse), the National Access to Justice Officer shall perform the following duties:
·         Assist in the development of district Access to Justice district work plans.
·         Provide support and assist the national justice counterparts in establishing and enhancing access to justice at the district, sub-district and suco/village levels.
·         Assist in the implementation of activities related to national strategies and policies for access to justice and conflict prevention, including access to justice for women, juveniles/children, IDPs, and other vulnerable groups in society.
·         Coordinate the implementation of access to justice activities such as: legal aid; legal awareness; community-level dispute resolution mechanisms, and confidence-building measures.
·         Advising the MoJ officers at district level in matters related to Access to Justice.
·         Assist with conducting assessments of the situation of access to justice in the district.
·         Monitor progress of access to justice activities in the district and assess impact of results.
·         Assist with the production of reports.
·         Support the development of networks and linkages between national actors/stakeholders, such as the Courts, Prosecution, Public Defender’s Office, Private Lawyers; customary authorities and Civil Society Organizations at local level, and the coordination with other actors involved in supporting access to justice at the field level.
·         Promote people’s participation, consultation processes and other forms of national ownership. 
·         Gradually take on responsibility for management of the district access to justice programme so that the international staff can be phased out.

Qualification and Professional Experience:

·         Qualifications:
-       Bachelor Degree in law (strongly preferable), political science, international studies, development studies, public administration, management or any other related field. 
-       Studies in human rights or justice highly regarded.
-       Master degree an advantage.

·         Experience – 3 years of professional experience in one or more of these areas:
-       Administration of justice, local customs and/or customary law.
-       Legal defense or promotion of human rights.
-       Working within the Timor-Leste legal framework.
-       Legal Research in relation to justice systems.
-       Community development programmes.
-       Social services.
-       Any other related field.

·         Language skills:
-       Tetum.
-       Fluent in English (written and spoken).
-       Skills in the national language of one of the specific districts.
-       Portuguese language skills an asset.

·           Personal competencies:
-       Sound interpersonal skills.
-       Able to work under pressure.
-       Able to work in multi-cultural environment.
-       Knowledge of the social and cultural reality of Timor-Leste.
