Activity Liaison Officer
REPORTS TO: Facility Manager (FM)
RESPONSIBILITIES:
The incumbent will:
At the direction of the FM, provide support to the secretariat function of the FMG / CoC Committee, including translation, collation of documents, distribution, follow-up, and interpretation.
Provide assistance in maintain and build the Justice Facility library of books and documents, including recent reports on capacity and institution building and related matters produced by other donors.
As time permits and at the direction of the FM, and working in collaboration with, and under the guidance and authority of, a designated adviser or advisers or the FM:
Serve as a channel of communication between the Justice Facility Office and partners on activities proposed and managed by the Facility.
Assist with interpretation and translation in areas other than those specified above.
Assist in data collection, research and generation of data for activity designs and implementation.
Arrange for appointments with GoTL, and other organizations/donors on matters related to Justice Facility activities.
Assist in workshop preparation and administration.
Maintain and keep up-to-date Program activity files.
Provide other administrative and logistical support to Justice Facility activities.
Assist in the induction of International and Local Advisers of Justice Facility.
Perform other functions as may be required by the Facility Manager.

Background:
The Public Information Center of World Bank Timor-Leste offers to the general public a range of facilities and services that would stimulate development thinking, provide access to the latest knowledge and information available worldwide. The center provides a range of integrated functions and services chosen to promote information exchange cooperation and approach to development. The PublicInformationCenter includes a Reference Library, free publications distribution, InfoStations giving access to Internet and CD-ROMs.
General Description: The Public Information Assistant’s main accountability is to manage the operation of the Public Information Center/library located in World Bank Timor-Leste Office.
Summary of Major Job Accountabilities:
Manage and maintain the Country Office's Public Information Center (PIC) within the WB Timor-Leste premises in accordance with the Bank’s standard procedures and guidelines.
Acquire, register, maintain control and distribute the physical collection of all released documents and of a current library of Bank and Government publications.
Respond to routine and non-routine information inquiries. Develop and maintain extensive knowledge of information products and services within and outside the Bank.
Maintain contacts with both national and international media to share Bank’s development information with the public.
Provide ongoing liaison between the PIC Unit, World Bank Library services around the world.
Work requires frequent interaction with the following:
PIC Unit, InfoShop, Country Library Unit, Country Directors, Regional Management, External Affairs, counterpart public information staff in other countries and regions.
Depository and regional libraries, World Bank distributors, WB Office of the Publisher.
Local Media, Academics, NGOs, Businesses, and other segments of local Civil Society
Skills:
Experience in handling document/book distribution and in the design and delivery of other information dissemination activities.
Excellent oral and written communications capabilities in English, Tetum, Bahasa Indonesia and/or Portuguese; strong organizational, research / analytical and presentation skills.
Ability to prepare presentation materials using various software packages with minimum guidance
Strong inter-personal skills and commitment to work in a team oriented, multi-cultural environment.
Proven conceptual, analytical skills, ability to identify issues, formulate options and make recommendations
Strong planning, organization and time management skills to function in a team and contribute towards a common goal.

Minimum Education/Experience
Minimum Education: HS
Minimum Years of Relevant Experience: 4 years experience or equivalent combination of education and experience.
Duration of appointment
Term appointment – 1 year with possibility of extension.

Purpose: Under the close supervision of the Education Specialist coordinate all basic education equivalency activities. This will include planning, administration, implementation, monitoring, progress reporting and evaluation including teamwork and capacity building.
Major Duties and Responsibilities:
·Coordinates the development of Basic Education equivalency programme in close consultation with technical experts in the Division of Adult and Non-Formal Education of the Ministry of Education, the Curriculum Division and the implementing partner organisations. Oversee the field testing and piloting of the pre-secondary curriculum, learning materials and training guides and documents findings. Supports the development of a cadre of national trainers as well as a cadre of tutors. Analyzes project status and recommends appropriate adjustments.
·Coordinates the finalization of NFE Basic Education equivalency programme in close consultation with technical experts in the Division of Adult and Non-Formal Education of the Ministry of Education and the implementing partner organisations. Supports the development of a cadre of national trainers as well as a cadre of tutors. Analyzes project status and recommends appropriate adjustments.
·Develops in consultation with MoE and NGO partners a cadre of district level NFE Equivalency trainers and supervisors who can support training of tutors and ensure quality control. Visit training programs and classes to monitor quality and document findings. Coordinates with technical consultants and Curriculum Division staff the production and printing of teaching learning materials for NFE education equivalency.
·Oversees implementation of UNICEF supported NFE equivalency courses by MoE and NGO partners. Supports Division of Adult and Non Formal Education to lead coordination mechanisms of all implementing partners. Monitors programme implementation at school and learning centre level as well as monitors training programmes.
·Participates in the development of the annual work plans, Ensures that activities are in accordance with plans of action and drafts changes in project work plans as required. Drafts, reviews and finalises requisition and payment documents in ProMS and monitors advances to government and liquidation of accounts. Drafts sections of donor, annual and other reports, as required.
·Undertakes follow-up action on project implementation activities, contributes to teamwork building, and prepares relevant reports. Undertakes arrangements for visits to project sites for government and other partners, which includes providing information and briefings on project activities and status. Selects and complies training and orientation materials for those involved in the project implementation, including donor and media visits.
Requirements:
·Education:University degree in Education or a related technical field
·Experience: Minimum of four years progressively responsible experience in programme design, administration, monitoring and evaluation or related field. Experience in non-formal education and project implementation and in programming with Government agencies and NGO partners.
·Computer: Computer skills, including internet navigation, and various office applications.
·Language(s): Fluency in English and another UN language required. Knowledge of the local working languages (Tetum & Portuguese) of the duty station is an asset.
