Triangle GH is a French Organization of International Solidarity that has been implementing activities in Timor Leste since 2005 in the fields of water & sanitation and psychosocial activities.
Triangle GH stands as the water sector lead for the District Water Supply, Sanitation & Hygiene Services (DWASH) Program.

5.      The Job
The Administration Assistant main responsibility will be to assist the Administrator in implementing all administrative actions needed to facilitate the programme activities.
Under the supervision of the Administrator, the Administration Assistant is responsible for:

ü        Follow up of administrative procedures with the TL authorities:
·        Visas procedures for staff with TL Immigration
·        Governmental taxes payment
·        Driving licenses for staff (national & international)
·        ID cards for staff (national & international)

ü        Follow up of administrative management of the office and Service contracts in Dili:
·       Relations with landlords for TGH office and TGH guesthouse
·       Relations with the Security Company, the Internet Company, the Waste management company

ü        Staff movements monitoring:
·         Coordination with Administrator and TGH HQ in France for staff movements
·         Flight/boats tickets booking
·         Hotel reservations
·         Visas procedures for staff with Indonesian Immigration

ü        Follow up of Human Resources for National staffs:
·         Preparation of work contract when hiring new TGH staff
·         Presentation of TGH Internal Regulations when hiring new TGH staff
·         Filing and keeping files updating
·         Following TGH policy process with Ministry of Labour in collaboration with Administrator

ü        Petty Cash box and bank management
·         Maintain a petty cash box Excel file for follow up with the Administrator


ü        Preparation and release of various payment  after Administrator approval(punctual and monthly)
ü        Follow up of monthly filling for accountancy and bank archives for preparation of audits.

A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description may change based on the situation in the field during the time of the contract so it could be updated during the time of the contract.

GENERAL SERVICE OFFICER

The Asia Foundation Timor-Leste (an International NGO) is currently seeking for candidates for the position of General Service Officer who will be responsible for overseeing general maintenance of the Foundation office, residences and other facilities, as well as vehicle and motorcycle fleet. The task will include but not limited to, doing general repairs, maintaining foundation vehicles and overseeing office and staff residences. The incumbent will coordinate drivers, logistics and other administrative staff including grounds keeper and cleaner on all matte relating to vehicle and office maintenance.

Required qualifications:

·        East Timor citizenship.
·        High School Diploma or Certificate, further education desirable.
·        Demonstrate experience in facility maintenance and repairs
·        Demonstrate experience in construction.
·        Demonstrate experience in vehicle maintenance
·        Knowledge of Microsoft Word, Outlook and Excel is required

BASIC FUNCTION OF POSITION:

The incumbent will face a challenging environment, frequently representing the Economic Growth Program Office. In consultation with Economic Growth Program Team Leader, manage all aspects of DGP activity implementation such as work plan development, activity execution, monitoring, evaluation and reporting. Represents USAID to a wide variety of senior Timor-Leste government officials, high-level representatives of local and international organizations, and foreign donors, including the United Nations, World Bank, Asian Development Bank, and numerous bilateral donors. Develops and maintains close and collaborative contacts with the Timor-Leste government offices, such as, Ministry of Agriculture; Ministry of Tourism; Environment, and Investment; Ministry of Justice; and a broad cross section of Timor-Leste society. Creates and manages USAID economic growth for grant assessments in collaboration with the government of Timor-Leste, other USG agencies, international organizations, implementation partners, and/or other donors. Continuously gathers reports on, and evaluates information related to political and economic developments, host-country policies, personnel changes, and other events which could impact USAID grant programs and operations.

BASIC FUNCTION OF POSITION:

This position is located within the Executive Office, USAID/Timor-Leste. Under the direct supervision of Computer Management Specialist, the incumbent acts as first-line of IT helpdesk by providing computer support services which is including computer user assistance and training, support of Microsoft Windows base servers and desktop PCs, Microsoft office suite, software installations and troubleshooting, applications support and development. Keeps helpdesk logs and reconciles helpdesk reports. The incumbent serves as property custodian for non-expendable IT properties. Develops and maintains databases that track IT inventory, IT purchase orders, IT procurement activities, and other IT related services and functions including providing technical support services to the Office Chief, DILI staff and TDYers. Together with the Computer Management Specialist, ensures that the IT resources are used efficiently and ethically in accordance with agency regulations.

Qualifications Required:
