Plan Timor Leste

In support of its current growth, Plan Timor Leste wishes to recruit an experienced Program Effectiveness Manager.

Plan is an international NGO that works in over 45 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.

Reporting to the Country Program Director, the Program Effectiveness Manager will drive program effectiveness at Plan Timor-Leste by developing the organisation’s capabilities in program design and planning, monitoring, evaluation and research, partnership support, resource mobilisation and communications, and will support the achievement of country program goals that are aligned with international best practice. As a member of the Country Management Team, s/he should also meet the expectations of Operational Accountability, Strategic Vision and Internal Capacity Building required of a senior manager.

The position is Dili based but will require some visits to the districts and possibly overseas.

The successful candidates will have:

  • University degree in social science, international development, international relations or related discipline
  • Previously attended courses on and demonstrated capability in: partnership management, advocacy & networking, project management, human rights, children’s participation in development, monitoring and evaluation
  • At least 5 years leading and managing integrated development programs including development of systems and guidelines on program management
  • Experience networking with development organizations nationally and internationally
  • Experience working in a multicultural setting
  • Experience developing and writing grant proposals
  • Experience working with a child-focused development organisation an asset
  • Proficiency with Tetun, Indonesian or Portuguese well viewed.

This a long-term appointment and salary and benefits will be competitive for the right candidate.

Plan Timor-Leste wishes to recruit an experienced Mobile Library Advisor

Plan is an international NGO that works in over 45 countries to achieve lasting improvements in the quality of life of children, young people and families. It has been working in Timor-Leste since 2001.

Responsibilities

Reporting to the Senior Technical Advisor, the Recovery Mobile Library Advisor will be responsible for:

  • Oversee the implementation of the Mobile Libraries project as per the work plan and Original project proposal
  • Implement the remaining project activities in accordance with the project plan, and modify the plan/activities as required in consultation with Mobile Library team
  • Enhance the delivery of mobile library services through effective monitoring of activities, training, and enhancement of inventory
  • Network and seek to develop alliances with major stakeholders, including government, local NGOs, INGOs active in the humanitarian/recovery response programs

The position is based at the Plan Country Office in Dili with some travel within Timor-Leste.

Selection Criteria

The successful candidate will have the following skills, qualifications and personal attributes:

§ University degree in social science, social work, education, international development or related discipline (Master level preferred)

§ Minimum 5 years experience in community and/or international development

§ Knowledge of Children’s Rights laws and experience working with CP issues

§ Wide experience in producing reports for different audiences

§ Proficiency with Tetun, Bahasa Indonesia or Portuguese is preferred
