Organizational Context

Under the guidance and supervision of Deputy Country Director/Operations, the HR Analyst is responsible for transparent implementation of HR strategies in Country Office (CO), effective delivery of HR services and management of the CO HR Unit. He/she analyses, interprets and applies HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Analyst promotes a collaborative, client-oriented approach and contributes to the maintenance of high staff morale.

The HR Analyst supervises and leads the staff of the HR Unit or is a team member of the HR Unit. The HR Analyst works in close collaboration with the operations, programme and project teams in the CO and UNDP HQs staff ensuring successful CO performance in HR management

Duties and Responsibilities:

1. Ensures implementation of HR strategies and policies focusing on achievement of the following results:
  • Full compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system.
  • Continuous analysis of corporate HR strategies and policies, assessing the impact of changes and making recommendations on their implementation in the CO. Continuous research of the matters related to conditions of service, salaries, allowances and other policy matters. Elaboration and introduction of measurement indicators, monitoring and reporting on achievement of results.
  • CO HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit.
  • Implementation of the strategic approach to recruitment in the CO, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.

2. Ensures effective human resources management focusing on achievement of the following results

  • Management of recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, chairing interview panels, making recommendations on recruitment. Oversight of recruitment under UNDP projects.
  • Review and certification of submissions to the Local Appointment and Promotion Board (LAPB).
  • Management of contracts in and outside Atlas. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas. Upon delegation of responsibility, performs HR Manager Functions in Atlas.
  • Management of International staff entitlements and position funding delegated to the HR Unit.
  • Development and management of rosters.
  • Validation of cost-recovery charges in Atlas for HR services provided by UNDP to other Agencies.

3. Ensures proper staff performance management and career development focusing on achievement of the following results

  • Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management.
  • Support to effective learning management including establishment of the Whole Office Learning plan and individual learning plans in collaboration with the Senior Management and Learning Manager. Implementation of the Universal Access strategy ensuring access to role appropriate learning activities.
  • Provision of effective counseling to staff on career advancement, development needs, learning possibilities.
  • Implementation of strategic staffing policies in line with career development.

4. Ensures conduct of UN-related surveys focusing on achievement of the following results;

  • Organization and coordination of comprehensive and interim local salary, hardship and place-to-place surveys in coordination with the Operations Manager.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results;

  • Organization of trainings for operations/ programme staff on HR issues.
  • Synthesis of lessons learnt and best practices in HR.
  • Sound contributions to knowledge networks and communities of practice.

Required Qualifications:

  • Bachelor Degree or equivalent in HR, Business Administration, Public Administration or related field. Master’s Degree in the relevant areas would be an asset.
  • 4 years of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) experience in handling of web based and management systems.
  • Fluency in English. Working knowledge of Portuguese, Tetum or Bahasa Indonesia is an asset.

Organizational Context:

In support of IDP return and within the framework of the Trust Building pillar of the National Recovery Strategy (NRS), the Ministry of Social Solidarity and UNDP are implementing the project “Strengthening Early Recovery for Comprehensive and Sustainable Reintegration of IDPs (SERC)”.
Within the infrastructure component, UNDP is recruiting four (4) National Engineers to work under the coordination of the International Engineer in community infrastructure projects.

Under the overall guidance of the CTA-Project Manager and the direct supervision of the International Lead Engineer and the National Deputy Project Manager, the National Engineer will support the identification, design, planning, and supervision of more than 30 community infrastructure projects (about 20 Sucos in Dili and 10 in other Districts).

The positions will be located at the Ministry of Social Solidarity and will also be assigned to conduct field works in Dili and other Districts. The National Engineers will report to MSS and UNDP Management through the International Engineer and CTA-Project Manager of SERC Community Infrastructure Project.

Duties and Responsibilities:
  • Conduct pre- and post project assessment surveys, including measuring sites, mapping infrastructure gaps (services and facilities) and assessing the required interventions (e.g. rehabilitation of roads and sewage systems, improving communal water access, rehabilitation of sport and other public facilities, construction qualities/building stabilities etc);
  • Assist the Team in the preparation of project documents, including visual presentations for: (i) participatory planning workshops, (ii) project fact sheets, (iii) design and planning community infrastructure projects, and (iv) documentation required for obtaining legal documents (tenure certificates, building permits) from the concerned authorities.
  • Work together in translating design concepts and drawings into working documents for:
    (i) Tendering and contracting (Tender documents for design and build contracting, including plans, facade, volumetric perspective or axonometric views, Bill of Quantities with description of particulars and technical specifications ( building materials, quality and safety standards, special features, etc)
    (ii) Construction works (Tender Documents for contracting only, including Bill of Quantities with plans, perspective/axonometric views and if required further 3-D visualizations, Detailed Engineering.
    Design, interior and landscape design, with description of particulars and technical specifications (building materials, quality and safety standards, special features, etc)
  • Responsible for all matters related to project design, development and implementation, including conception and civil engineering works for construction of service utilities and community social facilities , planning the implementation of construction works -including coordination with Government departments for synergic and coordinated interventions-, land preparation related works, provision of equipments, supervision of contractors and quality control.
  • Preparation of documents for mid-term evaluation and impact assessment, three monthly, annual and final reports.
  • The National Engineer will play a key role in the design, planning and implementation all Community Infrastructure Projects developed and funded under the SERC Project, ensuring the quality of construction materials and construction works.
  • Perform any other duties as requested by the supervisors.

The National Engineer is expected to deliver the following outputs:

  • Preliminary design and planning, costing and design revisions, preparation of tender documents and Bill of Quantity/BoQ (general and specific with breakdown of materials required, including specification of the required elements/objects and materials);
  • Detailed Engineering Design of all Community Infrastructure Projects developed and funded under the SERC Project, including of service-utilities (water and sanitation, road, electricity) and all aspects of building mechanical engineering and energy supply.
  • Presentation and documentation of all architectural, spatial planning and civil engineering aspects of Community Infrastructure Projects developed and implemented under the SERC Project.

Required Qualifications:

  • Minimum University degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Architecture or related field (e.g. Urban Planning).
  • Minimum 3 years relevant professional experience.
  • Experience in designing, planning and managing building and infrastructure projects, including dealing with services and utilities (road, water and sanitation, energy supply and electrical installation, air-condition, etc)
  • Must be detail-oriented, resourceful, creative, and efficient.
  • Ability to forge effective relations with colleagues, effectively multitask, and work in team in order to deliver the required outputs within short timeline.
  • Knowledge of Information Technology/Information System (Geographic Information System, database management) and experience in using land-survey tools (GPS, etc) and developing visual presentations.
  • Strong drawing and/or visualization skills.
  • Good knowledge of static and all aspects of construction works, including building and infrastructure (road, water and sanitation, energy supply and electrical installation, air-condition, etc)
  • Knowledge and experience in using Auto-CAD application software.

1. Background
Community Led Total Sanitation (CLTS) is a new approach for developing rural sanitation. CLTS is an approach to inspire and empower communities to stop open defecation and start using sanitary toilets, without use of external subsidies. CLTS uses a participatory analysis of the community sanitation to stimulate a collective sense of disgust and shame among the community members as they confront the crude facts about open defecation. This analysis triggers the realization among community members that they each need to change their habits and behavior. The facilitators help the community members realize that open defecation causes ill health and an unpleasant environment, and thus inspire and empower them to find locally appropriate sanitation solutions.

2. Objectives
During a 30 day period the consultant will support and facilitate the following activities:
1. Primary Facilitation of CLTS trainings
a. At least 2 Training of Facilitators (6 days each)
b. At least 2 Orientation programs (2 days each)
c. At least 1 Training of Trainers (3 days each)

2. Support to build a CLTS Master Trainer Team
The consultant will work closely with the RWSSP Sanitation Advisor and the training institution to build a CLTS Master Trainer Team (CLTS-MTT). The team will be comprised of a gender balanced team of at least 4 staff of the training institution as well as key individuals from the sector whom currently employed by various INGOs, NGOs, and UN agencies in order to ensure that in the future one, the other, or a combination of staff are available for in-country contracting for CLTS trainings.

3. Timing
During 30 days consultancy (Monday – Saturday, for total of 5 weeks)
Phase I: Consultant will be the primary facilitator the trainings
Phase II: Consultant will co-facilitate the trainings
Phase III: Consultant will supervise the facilitation of the trainings

During a subsequent short-term consultancy visit (7 days)
Phase IV: Consultant will return for a master training review and certification of facilitators after approximately 6 months.

4. Consultant/Training Facilitator
This training will be facilitated by an International Training Consultant who has experience in applying CLTS approach and facilitating CLTS trainings. There minimal criteria will include:
1. experience implementing CLTS, and
2. previously facilitated a CLTS ToF and ToT, and
3. speaks Tetum or Bahasa Indonesian fluently, and
4. has exceptional charisma required in a facilitator in order to inspire others, and has
5. demonstrated gender and cultural sensitivity.

5. Training Schedule

1. Scope of Position :

The RWSSP District Community Development Officer (DCDO) will work with SAS District Facilitator (DF) and support Sub-District Facilitators (SDF) to assist with the implementation of RWASH activities in Lautem district. Under the supervision and guidance of the Community Development Advisor and guidance from the Engineering Advisers, the DCDO will supervise RWSSP contractors and partners at District level.

The DCDO will work under the supervision of the Community Development Advisor (CDA) and the National Community Development Officers (NCDO) to strengthen the skills and implementation capacity SAS, NGO’s and the communities to improve access to and management of RWASH services. The DCDO will provide other support as described below in the implementation of the Community Development Strategy including the promotion of gender equity.

In carrying out this role, Community Development Officer will also work with :
  • Community Development Advisor and NCDOs and those who are responsible for coordination and monitoring of all activities at the District, Sub-district and suco level.
  • Gender, Social Training & M&E teams
  • Engineering, Sanitation and Environmental Health Advisers
  • RWSSP administration and logistic staff.

  • Support SAS to implement community engagement including CAP and community management training modules at community level, directly and through partners that promotes gender equity & social inclusion;

  • Mentoring to SAS staff on community engagement and management skills.
  • Provide regular field support to Sub-District Facilitators (SDF) and work with the District Facilitator to build a strong network amongst the SDFs.
