Service Contract

Background

The Government of Timor-Leste through the National Statistics Directorate (NSD) plans to conduct next Population and Housing Census in 2010. Already preparatory activities for the 2010 census have commenced with support from UNFPA. In abide to strengthen the census office and provide IT support to other UNFPA projects, UNFPA would like to recruit a qualified person to the above position. The person will be part of the Census Project Office based at the National Statistics Directorate. He or she will be responsible to the Chief Technical Adviser of Census Project.

Tasks and Activities – Specific tasks and activities include:-

1. Provide IT support to Census Project, NSD office, UNFPA office, RH project and Gender Project.

2. Design and manage deployment of Information Technology systems including budgeting and planning for NSD; and all UNFPA supported projects and the office.

3. Integrate Information Technology systems and ensure appropriate data security and access control, considering both local and wide area network as well the wireless connections.

4. Develop technical specification needed to facilitate procurement of Information Technology systems equipment and services at the least cost possible and in keeping with rules and regulations of National Statistics Directorate and as well to UNFPA standard.

5. Identify and test new software and hardware for improving and upgrading system performance, install any technology upgrades as required.

6. Maintain inventory material and/or database of information, such as computer related equipment, communication equipment, website content, training materials, etc.

7. Maintain systems and equipment by carrying out routine tasks as backing up data, monitoring network and systems, server and peripherals, running systems diagnostics, patch management and system organization, removing viruses and bad data, etc.

8. Liaise with ICT staff from parent Ministry of Finance in maintaining standard network of all directorates of the ministry.

9. Maintain National Statistics Directorate website, and regularly update its content as required.

10. Provide routine training to the staff working with and under you

11. Other related ICT assignment that may arise from time to time.

Qualifications and Experience

He/she should have the following skills, abilities and experience:

1. Degree in Computer Science, or its equivalent

2. Extensive training in ICT, network, website design and software upgrades

3. At least 3 years’ professional experience working with ICT

4. Good communications skills, including the ability to speak, read and write well in English.

Duty Station – Based at the National Statistics Directorate, Dili, with support to other UNFPA project census offices.

Payment and Benefits – UN salary scale for National staff based on education qualification and experience.

Under the supervision of the Representative, the National Programme Officer (NPO) substantively contributes to the effective management of UNFPA activities in the areas of population and gender development. He/she analyses and assesses relevant political, social and economic trends and provides substantive inputs to the project formulation and evaluation, joint programming initiatives and national development frameworks.

· In collaboration with UNFPA Representative and Government and other relevant counterparts, contributes substantively to the formulation and design of the Population and Development (PD) as well as Gender sub-programmes in line with Government priorities and UNFPA programme policies and procedures.

· Analyzes and interprets the political, social and economic environment relevant to PD, Reproductive Health and Gender and identifies opportunities for UNFPA intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.

· Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action. Monitors projects

· Expedites and coordinates project implementation, establishing collaborative relationships with executing agencies, experts, Government and civil society counterparts and other UN agencies on all matters related to Population and Development strategies, Gender issues in particular Gender-Based Violence and advocacy. This includes managing programme operations, such as personnel, administrative and financial aspects of sub-programme projects and addressing training needs of project personnel.

· The NPO facilitates and coordinates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in the government, such as Ministry of Finance, the National Statistics Directorate, the Secretariat of State for the Promotion of Equality, NGOs and other UN Agencies to address emerging issues.

· Monitors PDS and Gender projects activities by reviewing variety of records, including work-plans, progress reports, project inputs, budget and financial expenditures, including grants to different NGOs, in line with UNFPA programme and financial procedures and manual; briefs the UNFPA Representative and respective Programme Managers on the progress, emerging issues, constraints and possible solutions. Ensures proper filling and recording of all administrative processing of the government and NGOs requests for UNFPA assistance.

· Represents UNFPA in the respective thematic working groups related to the implementation of the UNDAF, the MDG Fund for Gender and international compact along with representatives from other sister agencies and UNMIT.

· Prepares regular project and financial reports for the UNFPA Representative and assist the UNFPA Representative in other delegated tasks as per the needs of the Country Office

Qualifications and Experience

· Master’s degree in social science or relevant field of study.

· Fluency in oral and written English and good in all national and official languages is a plus

· More than 4 years professional experience, preferably in programme /project management in the public or private sector.

· Relevant experience in Gender and /or Demography and Statistics will an asset.

· Knowledge of UN Procedures will be an advantage

· Computer skills Proficiency in current office software applications

Background

UNDP has supported the growth of the legislature since 2003. A revised Parliament Project 2006-09 has been in its final stage of its implementation A set of comprehensive capacity-development interventions is being implemented in five strategic areas: oversight capacity; legislative support; democratic representation; gender mainstreaming and; Secretariat capacity building. The overall objective of the project is to develop the institutional capacities that allow the parliament to fully and effectively perform its constitutional mandate.

A revised Parliament Project for 2010 to 2013 has been defined. Project Operations Management is critical at this stage as it requires a significant effort to have the new project in operations by 1st January 2010. An Operations Consultant is, therefore, highly required at this stage to prepare a transition from the current project cycle to the new project.

Under the supervision of the Parliament Project Chief Technical Adviser, the incumbent is responsible for providing human resource management, and financial and administrative support. Funds managed by UNDP will be implemented using the UNDP Direct Execution (DEX) modality. The OM works on a daily basis with colleagues in the UNDP CO and at the project level, necessitating that the incumbent of the Operations Consultant post be able to develop and maintain viable working relationships with colleagues across the organization and in parliament, and be able to work with them in a responsive client orientation and in a problem solving mode.

2. Effective and accurate financial resources management:

3. Efficient procurement and logistical services management

§ Project compliance with corporate rules and regulations in the field and management of procurement processes including sourcing strategy, supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP procurement unit.

§ Management of contracts and contractors and legal implications in accordance with UNDP rules and regulations.

§ Planning, organization and oversight of the necessary administrative and other logistical support to consultancy missions, workshops, overseas learning and other project activities.

§ Fluency in spoken and written English; a good command of at least one of the following languages: Tetum, Portuguese, or Bahasa Indonesia is an asset
