JOB POSTING
 

The Asia Foundation Timor-Leste (an International NGO) is currently seeking candidates for the position of Senior Program Officer for the Access to Justice Program. The SPO will be responsible for program development, implementation, reporting, monitoring, evaluation and grants administration. This person will also maintain up to date information on justice sector developments and linkages with organizations in the sector.

Key responsibilities and qualifications include:

Under supervision of the Law Program Advisor, the Senior Program Officer will:

  • Develop, implement and report on program activities and grants, and monitor and evaluate the Access to Justice Program in cooperation with other Foundations staff.
  • Work with existing and prospective grantees to develop program activities; determine program feasibility; monitor and facilitate program activities; obtain timely and detailed reports from partners; and critically evaluate outcomes.
  • Evaluate and approve grantees interim and final narrative reports; prepare letters of agreements, correspondence with grantees and maintain grant files;
  • Develop and monitor program budgets and contribute to preparation of monthly and weekly spending projections.
  • Assist with preparation of semi-annual program reports, work plans and progress reports for USAID and other donors, and other relevant reports.
  • Supervise and oversee the work of Junior Program Officer and program assistants,
  • Comply with USAID and TAF grant regulation and procedures and undertake other duties as assigned.
     
Qualifications:
  • The application should be able to demonstrate work experience in design and implementation of international development programs;
  • Demonstrate work experience in design and monitoring of program budgets;
  • Familiarity with Timor-Leste government ministries and agencies and NGOs;
  • Understanding of USAID and/or other international or government funding agencies.
  • Bachelors degree or equivalent in relevant discipline.
  • Excellent verbal and written communication skills in English, Indonesia and, Tetun is preferred;
  • Strong written and oral analytical skills;
  • Excellent interpersonal skills;
  • Demonstrated management and organizational ability and computer proficiency in word processing and spreadsheet.
     
One year contract with one month probation, and with possible extension, commencing as soon as possible.
