NUTRITION COORDINATOR

 

Purpose of the Position

Under the direction of the Project Coordinator, ensure that the project is implemented effectively, based on the project design and The aim of this project is to improve community knowledge and practices related to nutrition and health and to improve health services for children in the beneficiary communities. The project covers Atabae, Balibo, Bobonaro, Cailaco and Lolotoe sub-districts. 

 

Major Responsibilities

Project Implementation
·         Actively work  with the district health office to strengthen government initiates.
·         Together with Nutrition Facilitator, and in coordination with the Project Coordinator and community leaders, mobilize the community for organizing health and nutrition events in the scope of the project.
·         Provide organizational and technical support to Nutrition Facilitator to be able to organize PSF-Promotor Saude Familia in running monthly SISCA sessions.
·         Support Nutrition Facilitators to be able to strengthen PSFs in organizing weekly home visitations in the beneficiary communities.
·         Ensure correct performance of the anthropometric examinations and recording by PSF.
·         Ensure that health education messages disseminated by the PSF in the beneficiary communities are scientifically sound, culturally appropriate, target unhealthy practices prevalent in the beneficiary communities and are in line with the national BCC strategies.
·         Ensure that all malnourished and sick individuals (especially pregnant and lactating women and children under five years old) identified during SISCA sessions and weekly home visitations get access to the respective recovery and treatment services.
·         Ensure that early identification of diseases during community visitations and SISCA follows standards and procedures outlined in national IMCI and PSF guidelines.
·         Under the direction of the District Project Coordinator, ensure that the project is implemented effectively, based on the project implementation plan.
·         Prepare health education materials and conduct training for community members, local leaders and volunteers.
·         Supervise activities conducted by the PSF in the project area and provide guidance for improving quality of their work.

Reporting, Monitoring & Evaluation
·         Assist  M&E Coordinators in developing and revising the project’s M&E framework and indicator tracking table.
·         Together with the  M&E Coordinator, develop and test project  data collection tools.
·         Ensure that data on the project’s progress  is collected and submitted to the Project and M&E coordinators in timely fashion.
·         Ensure that data on the project’s progress is reported on time and complies with the M&E framework and indicator tracking table.
·         Assist M&E Coordinator in crosschecking, cleaning and analysing data collected in your project site.
·         Assist M&E Coordinator and Area Manager in conducting midterm and final evaluation of the project.

Financial Management
·         Prepare annual budgets with the support of the Area Manager.
·         Manage and handle expenses related to the project to ensure optimal spending of funds.
·         Request and reconcile advances for the project implementation in a timely fashion and in accordance with WVTL internal regulations.

Administration
·         Maintain up to date records of project documents, agreements, reports, photos and evaluations.
·         Manage assets.

Staff supervision and capacity development
·         Actively supervise Nutrition Facilitators (and community volunteers), including facilitating problem solving.
·         Implement the Performance Development Management (PDM) System.
·         Identify training needs, prepare materials and conduct training for staff (and volunteers), in consultation with the HR Department.
·         Assume personal responsibility for career development, and improve technical knowledge through reading, on the job learning and training.
·         Be open to change, seek to continuously improve processes, and think creatively and innovatively.

Job Description

The Public Information Officer will be based in Maliana and be responsible for the CPIO Regional officer there, implementing the CPIO work plan in the district of Bobonaro. Coordinating regularly with Outreach Coordinator in Dili, and with other regionally based CPIO colleagues, the staff member will be responsible for sharing public information materials, gathering information and opinions from the community, and providing multimedia coverage of events of interest to send to CPIO Dili for use in UNMIT’s newsletter, web, radio and TV programs.
Staff member will be required to travel around the district to share information with local government, NGOs, UN Agencies and other civil society partners; to keep accurate records of distribution and dissemination of materials, including distribution by partners; and to summarise community feedback from areas to which they travel. As well as providing regular reporting to CPIO Dili, staff member will facilitate access to the district both for CPIO multimedia teams, and visiting journalists as required.
As an NPO level post, the staff member will be expected to actively contribute to the development stage of UN information campaigns, and take part in evaluating and assessing the effectiveness of these campaigns. Staff member will plan and organize community outreach meetings, films screenings and other special events to share information with the public and community leaders – including logistical aspects. Staff member will be responsible for managing the CPIO Maliana office including administrative tasks such as maintaining accurate and up to date contact lists, managing files and documents, and reporting; as well as any other requirements as directed by the CPIO Outreach Coordinator from Dili.

Languages - Fluency in English and Tetum is required; knowledge Portuguese and Bahasa Indonesia is desirable.

JOB DESCRIPTION:

Job Description- Project Manager
Development of Candlenut Enterprise (DOCE)
Based in Baucau

CRS is implementing the “Development of Candlenut Enterprise (DOCE)” project through funding from USAID.  The project’s purpose is to contribute to a more efficient candlenut industry and increases rural income through: (i) the formation and capacity building of candlenut farmer groups and associations; (ii) post-harvest candlenut quality improvement; (iii) improved marketing; and (iv) promoting greater candlenut production.  The Project Manager is responsible for overall implementation of the DOCE project, in close coordination with the Livelihoods Coordinator, providing technical support, leadership and guidance in all matters pertaining to its execution. 

Key Responsibilities:
1.      Work with CRS/TL Agriculture Team and partner organizations to plan activities and follow up on on-going implementation.
2.      Provide and seek appropriate technical guidance on farmer group capacity-building, collective marketing, and methods for improving candlenut quality and production.
3.      Review and analyze baseline survey results, ensure adequate M&E systems are established, and work closely with Monitoring & Evaluation Officer to assess progress towards objectives.
4.      Write reports and ensure timely submission; document examples of better practices and lessons learned.
5.      Assist in staff recruitment, provide leadership on priorities, and coach and evaluate staff on performance.
6.      Regularly engage with relevant government representatives, assist in the development of partnerships, and facilitate relationship-building between different stakeholders in the project activities.
7.      Participate in the development and implementation of other agriculture and livelihood projects as requested. 

Staff Supervision:  All DOCE project staff (Extension Field Officers, Marketing Officer, M&E Officer)

Minimum Qualifications and Attributes:
  1. Degree in Agro-business or Agro-Marketing and at least four years experience in Agro-business and/or Agro-Marketing
  2. Strong organizational, communication, and problem-solving skills
  3. Excellent spoken and written English
  4. IT Literacy – operating computer and ability to use Word, Excel, Powerpoint, etc.
  5. Demonstrated ability to train and develop staff skills

The Fred Hollows Foundation NZ is looking for staff to work as part of a survey team, conducting a National Eye Health Survey in several districts of Timor-Leste.
This team will be hired for a minimum total period of around ten (10) weeks, on a full-time basis from the 15 March to approximately 22 May. Some work will be necessary on weekends and outside standard work hours. The salary for these positions will be calculated on a weekly basis, based on the average number of hours they will work. Staff must agree to work flexibly according to the conditions set out in the contract.

Positions available on this team are as follows:
  • General survey team member (3 positions)
  • Driver; (must have valid drivers license, experience driving 4WD, must be willing to take on other responsibilities as required) (1 position)
  • Data entry officer (based in Dili) (2 positions)

Description of role, previous experience and skills required

This survey will take place in thirty-one (31) locations throughout the central and western regions of Timor-Leste. The survey work will include travel to several districts, and a new suko will be visited every day. Team members must be willing to travel throughout this region and stay overnight in project locations for periods of up to two weeks at a time.
Team members will be expected to work flexibly in a number of roles, including identifying participants in their homes, interviewing and performing basic vision tests.
Survey activities will sometimes take place over a large area of the suko. Team members will be expected to walk from house to house, help participants to and from their homes to the survey site and support the preparation of the site and moving survey equipment.

Previous experience necessary:

All candidates:
  • Experience working within NGOs
  • Survey work (especially health surveys), including conducting interviews
  • Experience in working with communities and community leaders
  • Experience in planning, logistics and coordination with external stakeholders
  • Experience working as part of a large team
  • Good working knowledge of speaking and writing English

Previous experience necessary for data entry staff:

Context
The April/May 2006 upheaval in Timor-Leste resulted in losses in human lives and property. There were some further incidents of violence leading to destruction and homelessness during and shortly after the national elections of 2007. These incidents resulted from complex social, economic, historical, institutional and political factors. They also adversely affected socio-economic conditions and threatened much of the hard-earned gains achieved since the Restoration of Independence in 2002. Additionally, the attack on the President and Prime Minister in February 2008 highlighted the instability of the country. More importantly, the incidents pointed to an urgent need of reform of the security sector to provide people lining in the country adequate security.  

UNDP and UNMIT’s SSSU (referred to hereafter as UN SSR Team) have been assisting the government of Timor-Leste to undertake a review of the security sector as per the mission’s mandate by Security Council Resolutions 1704, 1802, 1867. Accordingly, The Security Sector Review project supports the Government in reviewing the security sector to inform its reform and development, as well as to identify relevant technical assistance and capacity development needs. One of the priority capacity needs is the costing and financial analysis of the emerging needs of various security sector institutions.

Objective of the position

The purpose of this consultancy is to develop a framework for costing and financial analysis of the emerging needs of security sector institutions under the purview of the Ministry of Defence and Security (MoDS), and analyse their short and long term viability. The consultant will also put together a short training programme for such work, as an integral part of the capacity building process of the counterpart. The incumbent will build and develop the network of cooperation and support between and among the focal points from various security institutions by laying the groundwork for development of a unified Budgeting, Costing and Financial Analysis approach in security sector institutions.

Duties and Responsibilities
The incumbent will work in close consultation with relevant partners, including the Government, and the UN SSR Team. The responsibilities of the incumbent will include the following:

1.      In close collaboration with the UN SSR team and MoDS, study relevant documentation related to the Security Sector Reform and Development.    
2.      In close cooperation with the relevant officials in the MoDS and MoF, validate the needs expressed in various plans and assessments to establish the scope of the financial analysis framework and corresponding training programme.
3.      Conduct a costing and financial analysis of existing security sector plans and assessments under short-medium and longer-term scenarios agreed with MoDS and MoF.
4.      Present the results of this exercise for clearance to MoDS and MoF. These would feed into relevant trainings. 
5.      Develop and conduct a training programme for key budgeting, costing and financial management officials in various security sector institutions and MoF.
6.      Mentor the trainees in undertaking financial analysis and costing of the various strategic plans of the security sector institutions. 
7.      Present findings, get feed back and submit a Final Report on the result of the costing and financial analysis exercises and training programme.

Suggested Timeline:
The suggested timeline below is subject to further discussions with the Consultant and the UN SSR Project Team.
Days 1 – 5:        Review of relevant and available Strategic Development Plans, especially the Force2020 Plan, and Action Plans, Assessment Reports of various security sector institutions to identify needs to be costed
Days 6 – 10:      Validate plans with relevant security sector institutions and develop a framework for costing, financial analysis and training programme for staff of security sector institutions  
Days 10 – 15:    Socialise the framework and conduct the identified training
Days 16 – 20:    Submit and present Draft Consultancy Report. Review of report, and submission of finalised version. Report presented to members of the PMB and the UN SSR Team for inclusion in final SSD Report.

Outputs

The outputs of the consultancy will be: 

  • A Final Report describing the agreed financial analysis framework including costing for short, medium to longer-term scenarios, recommendations for prioritisation and sequencing of expenses. The report should also indicate a description of the skills gaps in the relevant institutions, propose a training programme and identify any potential destinations for study tours, courses (and potential training providers) for selected staff working on budgeting / financial management of the security sector.
  • A three day training programme for key staff to effectively follow the analytical work undertaken facilitated by the consultant.

Upon clearance by MoDS and MoF, the report will be presented to the Security Sector Review Project Management Board who will review, approve and guide the dissemination to relevant stakeholders.


Supervision
The incumbent will report directly to the UNDP SSR Project Manager and the SSR Project Management Board.

Essential Requirements
  • Advanced university degree (Master or equivalent) in Financial Management or Economics or related fields. A Bachelor’s degree  with a combination of relevant professional qualifications and experience in dealing with security sector financial analysis maybe accepted in lieu of advanced university degree   
  • At least ten years of relevant experience providing technical training and technical advice to security sector organizations and similar institutions on financial management/budgeting/costing, particularly of the security sector.
  • More than 5 years of experience in providing advice, estimates, and financial analysis of programs and projects particularly relating to Security Sector.
  • Experience in managing institutional reform/change processes including preparation of plans and programs for the reform process.
  • Experience in formulation of policies and procedures, rules and regulations inherent to the financial management of the security sector.
  • International experience as part of a multi-disciplinary team.
  • Excellent communication, interpersonal skills and cultural sensitivity.
  • Demonstrated skills in drafting strategies and reports.
  • Fluency in English is a must.

Desirable Requirements
  • Ability to work effectively in physically stressful conditions.
  • Experience in South East Asia particularly in Timor-Leste and knowledge of the current political context, specifically in regard to the development of the security sector.
  • Knowledge of Portuguese and or Tetum will be an asset
  • Familiarity with UNDP and UN Mission procedures
