Job Description- Project Manager
Development of Candlenut Enterprise
Based in Baucau
CRS is implementing the “Development of Candlenut Enterprise (DOCE)” project through funding from USAID. The project’s purpose is to contribute to a more efficient candlenut industry and increases rural income through: (i) the formation and capacity building of candlenut farmer groups and associations; (ii) post-harvest candlenut quality improvement; (iii) improved marketing; and (iv) promoting greater candlenut production. The Project Manager is responsible for overall implementation of the DOCE project, in close coordination with the Livelihoods Coordinator, providing technical support, leadership and guidance in all matters pertaining to its execution.
Key Responsibilities:
1. Work with CRS/TL Agriculture Team and partner organizations to plan activities and follow up on on-going implementation.
2. Provide and seek appropriate technical guidance on farmer group capacity-building, collective marketing, and methods for improving candlenut quality and production.
3. Review and analyze baseline survey results, ensure adequate M&E systems are established, and work closely with Monitoring & Evaluation Officer to assess progress towards objectives.
4. Write reports and ensure timely submission; document examples of better practices and lessons learned.
5. Assist in staff recruitment, provide leadership on priorities, and coach and evaluate staff on performance.
6. Regularly engage with relevant government representatives, assist in the development of partnerships, and facilitate relationship-building between different stakeholders in the project activities.
7. Participate in the development and implementation of other agriculture and livelihood projects as requested.
Staff Supervision: All DOCE project staff (Extension Field Officers, Marketing Officer, M&E Officer)
Minimum Qualifications and Attributes:
- Degree in Agro-business or Agro-Marketing and at least four years experience in Agro-business and/or Agro-Marketing
- Strong organizational, communication, and problem-solving skills
- Excellent spoken and written English
- IT Literacy – operating computer and ability to use Word, Excel, Powerpoint, etc.
- Demonstrated ability to train and develop staff skills
- Budget and financial management experience
- Patience, flexibility and enthusiasm
- Sensitivity towards local customs, practices, and structures.
Physical Environment: Baucau based, but willingness to travel extensively to sub-districts in Baucau, Viqueuqe, and Lautem Districts required.
