Position: OFFICE MANAGER
Location: Based in Dili, possibly with some travel to research centres or other locations in East Timor.
Duration: 1 year Full-time, with possibility of extension
Responsibilities:
The Office Manager will report to the Australian Team Leader (ATL) and Research/Extension Advisers (R/E Advisers) but be directly answerable to the ATL.
The Office Manager will ensure the smooth administrative function of the program and supervise the Office staff and Drivers in a supportive role to enhance office systems and staff capacity.
The Office Manager will – under the supervision of the ATL and R/E Advisers – assist with preparing program and financial reports, provide general administrative support for the Dili Seeds of Life office and other short-term program activities as required.
Duties:
The Office Manager will:
• maintain office and administrative systems with the support of the Admin Officer (under the guidance of the Project Coordinator and ATL);
• manage the in-country project finances, including monitoring of account balances, preparation of quarterly accounts and corresponding financial reports, supervision of petty cash and payment of salaries and taxes;
• provide assistance to the ATL in preparing funding requests;
• manage the procurement of services and materials in-country (in accordance with GOA and GOET government procurement guidelines);
• maintain records for locally engaged project staff;
• organize vehicle and staff travel to districts;
• provide support to the ATL in organising travel and accommodation for short term consultants, organising venues and services for training or other project activities;
• supervise the Administration Assistant in the registration of project assets (including labelling of all project assets and maintaining a record of their location and condition);
• provide other support to the ATL or other project staff, as directed by the ATL.
Qualifications & Experience:
(A) Essential:
1. accounting and/or financial management experience;
2. fluency in English and Tetun or Bahasa Indonesia;
3. ability to multitask;
4. clear and concise report writing skills;
5. teamwork in a multicultural environment;

(B) Desirable:
1. previous business or project experience in East Timor;
2. previous experience in managing personnel; and
3. good leadership and communication skills.
