Background
a) CARE International Timor-Leste (CITL) has been awarded a grant from ENI to implement a 15 month Integrated Rural Development (IRD) Project in 6 villages in Bobonaro and Covalima Districts.
The project uses an integrated and multi-sector approach to improve health and livelihood security. The project has four main objectives:
- to improve environmental health and nutrition in selected villages
- to improve household food-security in selected villages
- to improve infrastructure in selected villages
- to increase the capacity of community organizations and local NGOs for planning and implementing development activities in selected villages
The project will work in partnerships with local and district authorities, service providers and integrate with other CARE projects to achieve these objectives.
CARE has worked in Timor-Leste since 1994 within the sectors of education, child rights, urban community outreach and peace building, community health, nutrition and malaria prevention, capacity building for local partners including governmental and non-governmental organizations, micro-enterprise and employment generation, women’s participation and gender equality, food security and disaster risk reduction. The Integrated Rural Development initiative aims to further develop best practices and lessons learned accumulated through years of experience in Timor-Leste and worldwide.
b) CARE Local Initiatives for Food Security Transformation (LIFT), an EuropeAid funded (EC) project, will be supporting 3,000 vulnerable households in Liquica and Bobonaro districts in Timor-Leste in order to address the underlying causes of food insecurity. The project will build upon CARE’s past experience working in the target areas. Project will incorporate four inter-related strategies:
- Promoting the empowerment of vulnerable women, men and youth groups to access social and agricultural support services
- Increasing agricultural productivity based on a watershed approach
- Increasing availability of improved seed through seed production at the households level, and
- Mainstreaming community-based disaster risk management for sustainable production systems
The project works in partnership with two local NGOs CDEP and TAHA. CARE covers the salary of two staff from each NGOs working in LIFT districts. Though staffs of the NGOs who worked closely with project team developed capacity in planning, implementation and monitoring of the project activities, there is a dire need to strengthen the capacity NGO management team on organizational management. Different evaluations (mid term review and EC RoM Mission) have also indicated the poor capacity and low level of skills and knowledge of NGOs on organizational management aspects. LIFT wants to identify gaps on organizational management of partner NGOs and aims to strengthen the capacity of NGOs by addressing those gaps in future.
Scope of work
The consultant is expected to produce the following outputs:
- Training needs assessment for 3+2 local NGO partners of IRDP and LIFT (5 days)
- Tutoring and training for local NGO partners of IRDP and LIFT in organizational management (15+10 days)
- Development of a CARE International Timor-Leste partnership strategy in line with the recent Long Range Strategic Plan (3 days)
- Exit report and presentation with recommendations (1 day)
Requirements
- Based in Timor preferred
- Fluent in Tetum or Indonesian
- Very familiar with Timorese local NGOs and Local government
- Excellent facilitation skills
- Broad experience with giving trainings within organizational management and community development
- Excellent understanding of INGO and local NGO partnership models
- Cool and dynamic with enthusiasm for rural development
