Early Childhood Health Project Coordinator
Purpose of the Position
Under the guidance of the Baucau Area Manager and Associate Manager, ensure overall coordination, technically sound implementation, monitoring and evaluation, and timely reporting for the Baucau Early Childhood Health Project.
Major Responsibilities
Project implementation:
· Coordinate provision of ANC and PNC services via stationary and mobile clinics.
· Coordinate provision of preventative and curative services to children under five.
· Coordinate provision of family planning services.
· Coordinate Family Health Promoter’s (PSF-s) capacity building and supervise their activities.
· With support from Health and WASH staff, design and implement a behavioural survey on maternal and child health, and nutrition.
· Coordinate provision of health education to the project’s beneficiaries by means of face to face counselling, group education, peer education, group counselling, posters and drama groups.
· Coordinate activities aiming at increasing access to sanitation hardware.
· Ensure that all activities conducted in the scope of this project follow Timor Leste MoH protocols and international quality standards.
· Develop and annually update project implementation plans.
- Prepare and review project proposals and designs in consultation with the Area Manager.
- Prepare monthly and project semi-annual, and annual reports and submit them to the Area Manager.
Personnel Management:
· Conduct daily supervision of Baucau Child Health Promotion Project staff.
· Train and coach project staff towards provision of high quality services.
· Supervise activities conducted by the Family Health Promoters (PSF) and provide guidance for improving quality of their work.
· Identify key technical areas for the project’s team capacity building and make arrangements for staff training.
· Identify project’s HR needs, and prepare / update job descriptions.
· Support recruitment of the project staff when needed.
· Conduct staff evaluations in accordance with the WVTL internal procedures.
Financial Management:
· With support from the finance department and Area Manager, develop annual and monthly project budget. Conduct periodic budget reviews.
· With support from Finance and Procurement Departments ensure optimal spending of the budgeted funds.
· Request and reconcile advances for the project implementation in a timely fashion and in accordance with WVTL internal regulations.
Administrative Duties:
· Write, submit and follow up on purchase requisitions to ensure smooth implementation of the project.
· Maintain up-to-date and accurate records of projects documents, agreements, reports, photos and evaluations.
Project Design Monitoring & Evaluation:
· Together with Area Manager and M&E coordinator, develop and revise the project’s M&E framework and indicator tracking table.
· Together with M&E coordinator develop, test and operationalize project’s data collection tools, data collection sheets and monthly reporting format.
· Ensure that data on the project’s progress are collected in a timely fashion.
· Ensure that data on the project’s progress are reported on time.
· Support M&E Coordinator in crosschecking, cleaning and analyzing data.
· Together with M&E coordinator and Area Manager Conduct midterm and final evaluation of the project.
Communication:
- Liaise with community, church and government authorities regarding projects in portfolio.
Common duties:
· Attend trainings identified and/or organized by your supervisor.
· Follow any new procedures/guidelines designated by the National Director.
- Comply with WVTL internal policies and procedures.

· Perform other duties as may be assigned by your supervisor.
